ORAL COMMUNICATIONS 3.1 Introduction of New Employee: Anthony Romero, Code Enforcement Officer (700-10) 3.2 Acceptance of Gifts to City from Day on the Glen Festival and Family Movie Night Sponsors (900-50) The City Council will be asked to formally recognize monetary sponsors for the Parks and Community Services Department's recent summer events. STAFF RECOMMENDATION: Recognize donors for their contributions and formally accept gifts. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1 )(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes of Regular Meeting of September 18, 2007 STAFF RECOMMENDATION: Approve. 4.2 Playground Safety Program (920-20) The City contracted with David Spease, Landscape Architect, to develop a Playground Safety Program for the City of Dublin. Mr. Spease has concluded his work and it is recommended that the City adopt a written Playground Safety Policy. STAFF RECOMMENDATION: Adopt Resolution approving the Playground Safety Policy. 4.3 Revisions to the Personnel System (720-40) The City Council will consider authorizing the annual change in the City's health benefit premiums for current (active) employees and current/future retirees to be effective January 1, 2008. STAFF RECOMMENDATION: Adopt Resolutions (3). 4.4 Amendment to Consulting Services Agreement with S&C Engineers, Inc., for the I-580/Fallon Road Interchange Improvement Project (600-30) On August 1, 2006, the City Council approved an agreement with S&C Engineers, Inc., to manage the construction of the I-S80/Fallon Road Interchange Improvements project. Due to the release of a new Biological Opinion by the U.S. Fish and Wildlife Service, it is necessary to revise the consultant' ~ scope of work to address the issues and implement measures required by the Biological Opinion. STAFF RECOMMENDATION: Adopt the Resolution approving the Amendment to the Consulting Services Agreement with S&C Engineers, Inc. 4.5 Preliminary Financial Reports for the month of June 2007 (330-50) This item provides the report of the preliminary financial statements for the month of June 2007, which provides a summary of the 2006-2007 Fiscal Year. These reports are subject to additional year-end audit adjustments. The Audit of the Financial Statements is underway and will be presented along with the Comprehensive Annual Financial Report in December. STAFF RECOMMENDATION: Receive reports. 4.6 Final Budget Changes for Fiscal Year 2006-2007 (330-20) The City Council will consider recommended budget changes as part of the closing of the City's financial records for Fiscal Year 2006-2007. STAFF RECOMMENDATION: Approve the Budget Changes. 4.7 Warrant Register $1,344,533.46, dated October 16,2007 (300-40) STAFF RECOMMENDATION: Approve. 5. WRITTEN COMMUNICATIONS - None 6. UNFINISHED BUSINESS 7.1 Three-digit Social Service Hotline (2-1":1) Funding Request (585-40) The City Council will review a funding request from Eden I&R (Information and Referral). Eden I&R is requesting that the Council release $10,000 in grant moriies that were awarded in Fiscal Year 2006-2007 to support a 2-1-1 telephone service. The service will provide citizens with access to Human and Social Services in a similar manner to the 9-1-1 Emergency Hotline. Funds awarded in Fiscal Year 2006-2007 were held contingent upon funding by other County jurisdictions, which has now been met. STAFF RECOMMENDATION: Approve carrying forward the funding of the 2-1-1 service hotline from Fiscal Year 2006-2007 to Fiscal Year 2007-2008 by adopting a budget change in the amount of$IO,OOO. 7.2 Approval of a Resolution to Enter into a Standard Agreement with the State of California to Secure a Workforce Housing Reward Grant from the Department of Housing and Community Development (600-50) The City Council will authorize the execution of a Standard Agreement ~th the State of California to secure previously awarded Workforce Housing Reward Grant Funds. STAFF RECOMMENDATION: Adopt Resolution authorizing execution of a State of California Standard Agreement and authorizing the City Manager to execute the Agreement on behalf of the City of Dublin. 7.3 Section 8 Vouchers Used in the City of Dublin (430-80) There was a request from the City Council to investigate the number of Section 8 Vouchers that are currently being used in the City of Dublin. Staff contacted the Executive Director of Alameda County Housing Authority and was supplied a matrix on number of Section 8 V ouchers that are being used in the City of Dublin, as well as the other Alameda County Cities that are governed by the Alameda County Housing Authority. The City of Dublin has 136 or 1.9% of the Section 8 Vouchers/Certificates out of 7,046 vouchers. STAFF RECOMMENDATION: Receive the report. 7.4 Review of General Plan and Eastern Dublin Specific Plan Amendment Study to Create Medium-Low Density and Medium-Mid Density Land Use Designations for the Portion of the Croak, Jordan and Chen Properties with an Existing Medium Density Land Use Designation (410-20) The City Council will consider providing Staff with direction regarding residential land use designations and the creation of a proposed Medium-Low Density (6.1-14 du/acre) and Medium-Mid Density (10.1-14 du/acre) land use designations on the Croak, Jordan and Chen properties which are generally located east of Fallon Road and within the Eastern Dublin Specific Plan Area. The City Council may provide Staff with direction but no formal action will be taken at this meeting. STAFF RECOMMENDATION: Direct staff to: A) Prepare a General PlanlEastern Dublin Specific Plan Amendment to create the proposed Medium-Low Density and Medium-Mid Density land use designations as defined in the Staff Report; B) Prepare a General Plan/Eastern Dublin Specific Plan Amendment and Stage 1 PD Amendment for the Croak and Jordan properties to: 1) Amend the existing Medium Density site to create two equal sized sites that include Medium-Low Density and Medium-Mid Density at the locations shown in the Staff Report; or 2) Provide Staff with alternative direction. NEW BUSINESS 8.1 Approval of First Amendment to Recreational Use License Agreement with the Alameda County Flood Control and ,Water Conservation District (Zone 7) (600-40) The City entered into a Recreational Use License Agreement with the Alameda County Flood Control and Water Conservation District (Zone 7) on February 15,2005, allowing public use of Zone 7 land for trail and recreational purposes. The Agreement currently covers the Iron Horse, Alamo Canal, Alamo Creek, and Tassajara Creek Regional Trails. This First Amendment to the Agreement will add the recently constructed portion ofthe Tassajara Creek Regional Trail within Tract 7414 and Lot 131 of Tract 7075 to the Agreement. STAFF RECOMMENDATION: Adopt Resolution approving the First Amendment to the . Recreational Use License Agreement with Zone 7. 8.2 Approval of First Amendment to Access and Maintenance Agreement with Tassajara Creek Maintenance Association for Landscape Maintenance of Creek Parcels Owned by the Alameda County Flood Control and Water Conservation District (Zone 7) (600-30) The City entered into an Access and Maintenance Agreement with the Tassajara Creek Maintenance Association on February 15,2005, assigning the City's responsibility for maintenance oflandscaping in several parcels of Tract 7075 (which are owned by Zone 7) to the Association. This Amendment to the Agreement will add landscaping within Tract 7414 and Lot 131 of Tract 7075. STAFF RECOMMENDATION: Adopt Resolution approving the First Amendment to the Access and Maintenance Agreement between the City and the Tassajara Creek Maintenance Association. 9. OTHER BUSINESS 9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council relat~d to Meetings Attended at City Expense (AD 1234). 10.
