3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is not
on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with the City Manager to have their
particular concern placed on the agenda for a future meeting.
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by
the City Council with one single action.
Members of the audience who would like an item removed from the consent calendar for purpose of public
input may request the City Council to remove the item from the consent calendar. The request may be
made at the time that the Mayor asks the audience members if there is anyone interested in removing an
item from the Consent Calendar.
4.1 Minutes of Regular Meeting of September 14, 1987

4.2 Financial Report for Period Ending August, 1987

4.3 Denial of Claim received on August 17, 1987 on behalf of David Paul Reuter
A participant in the Recreation Department summer playground program fell and broke his
wrist while playing a game. The participant's father has filed a $253,000 claim on behalf
of his minor son. The City's Insurance Provider has recommended that the City Council deny
the claim.
STAFF RECOMMENDATION: Deny claim and direct Staff to notify the claimant and Insurance Provider
4.4 Amendment to Resolution Establishing Dog License Fees to Provide a Three-Year License
A change was enacted to Section 3081 of the Food and Agricultural Code effective January 1,
1987 whereby municipalities may issue dog licenses for a period not to exceed three years.
This change in state law was prompted by the fact that in March of 1986, rabies vaccinations
became effective for three years.
STAFF RECOMMENDATION: Adopt Resolution
4.5 Part-Time Personnel Salary Amendments
Staff has conducted surveys of surrounding agencies and is proposing that adjustments be
made to several part-time position salary ranges in order to expand the City's recruiting
capabilities.

4.6 Sale of Surplus City Vehicles
The City recently opened sealed bids with regard to the City Council authorization for
selling 3 vehicles; a 1985 Corvette, a 1972 Datsun and a 1974 Mercedes. A total of 16 bids
were received, ranging from $8,000 to $13,026 for the Corvette, $587 to $2,000 for the
Datsun and $1,100 to $3,501 for the Mercedes.
STAFF RECOMMENDATION: Accept high bids on the Corvette and the Datsun. Reject the high bid on
the Mercedes and authorize Staff to use the public auction method to sell this vehicle.
4.7 Warrant Register dated September 28, 1987
STAFF RECOMMENDATION: Approve
4.8 Replacement of Lost or Destroyed Bonds
The City has been advised by 2 companies that specific San Ramon Road Specific Plan
Improvement Assessment District bonds have been lost, stolen or destroyed. Government Code
Section 53461 sets forth the process for issuing a replacement bond. The owner must
indemnify the Council against loss incurred on account of this replacement.
STAFF RECOMMENDATION: Review documents and authorize Staff to replace the bonds.
4.9 Amendment to Classification Plan
Staff has recently conducted a review of the job descriptions for part-time positions -
Building Attendant, Preschool Aide, Preschool Instructor, Recreation Intern, Recreation
Leader I, Recreation Leader II, Recreation Specialist and Senior Recreation Leader. Staff
identified several areas that needed revision or further clarification.
STAFF RECOMMENDATION: Adopt Resolution

6. PUBLIC HEARING
6.1 Solid Waste Management Plan/JPA Amendment
State law requires that the County prepare a Waste Management Plan. within 90 days
following the adoption of the Plan by the Solid Waste Management Authority, the Plan must be
approved by a majority of the cities representing a majority of the population. Staff has
conducted an initial study which indicates that the adoption of the Plan will not have an
environmental impact.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution approving the
Negative Declaration of Environmental Significance and the Resolution approving the Final Draft
of the Solid Waste Management Plan dated July 29, 1987.
6.2 Oil Changers Carwash Conditional Use Permit-Appeal of Planning Commission Approval of PA 87-100
This is an appeal of the August 17, 1987 Planning Commission approval for PA 87-100, Oil
Changers Conditional Use Permit allowing a drive-through car wash within one of the four
service bays in an oil change, lube and smog certification building at 7194 Village Parkway.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolutions upholding approval
-OR- give Staff direction and continue the item.
6.3 Corwood Car Wash Conditional Use Permit, Site Development Review and Variance Request - Appeal
of Planning Commission Action Denying PA 86-017
This is an appeal of the Planning Commission's November 3, 1986 decision denying PA 86-017
Corwood Car Wash Conditional Use Permit, Site Development Review and Variance to remodel and
expand the existing car wash including a detail shop and RV wash area and a request for a
variance to the sideyard setback requirement and parking regulations at 6973 Village
Parkway.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolution upholding denial -
OR- give Staff direction and continue the item.
6.4 Ordinance Establishing Through and Local Truck Routes
This Ordinance enables the City to establish certain City streets as through or local truck
routes.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.5 Ordinance Establishing Right-of-Way Lines
This Ordinance provides a procedure for establishing right-of-way lines for the purpose of
future street widening.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.6 Loading Zone and No Parking Zone, Scarlett Court at Curtiss Dodge
This item was continued from the Council meeting of September 14, 1987 as revisions to the
draft ordinance were requested by the Valley Boat House and Curtiss Dodge.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance on
an urgency basis.
6.7 Ordinance Amending Ordinance No. 7-82 Creating and Establishing the position of City Manager
This ordinance, which was introduced at the September 14, 1987 Council meeting, amends the
current City Manager Ordinance by eliminating the requirement to have City Council approval
for the hiring and firing of Department Heads. The revised ordinance would vest that
authority with the City Manager.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.
6.8 Personnel Ordinance and Personnel System Rules
An ordinance was introduced at the City Council meeting of September 14, 1987 which is based
on model legislation developed by the League of CA Cities. The resolutions identify
personnel rules and designate management positions as exempt from competitive service.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance;
adopt resolutions.
6.9 Ordinance Requiring Permits for the Use of Sound Amplification Equipment
This ordinance is a part of the comprehensive municipal code revision process. The
ordinance requires a permit with respect to the operation of any mobile public address sound
system equipment in the outdoor areas of the City. The permit process is delineated, as
well as the appeal procedure, should an application for permit be denied.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and introduce
ordinance.
6.10 Rainbow Investment Company Rezone Request-Lands fronting Amador Valley Boulevard between
Starward Drive and Donahue Drive.
On September 14, 1987, the City Council adopted resolutions adopting a Negative Declaration
and regarding the Planned Development Rezoning request for PD 87-076 to rezone a 1.3+ acre
partially developed property at 7601 Amador Valley Boulevard.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt ordinance.

8. NEW BUSINESS
8.1 Livermore/Amador Valley Rail Alternatives Study Draft Final Report
The Livermore/Amador Valley Transit Authority (LAVTA) and BART have released the
Livermore/Amador Valley Rail Alternatives Study. The Study evaluates various light rail
transit and BART alternatives to provide transit service to the Tri-Valley Area from the Bay
Fair BART Station.
STAFF RECOMMENDATION: Direct Staff to send comments to LAVTA and BART
