CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council ~ deliberate or take action on a non-agenda item ~ there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3.1 Proclamation declaring July "Parks and Recreation Month" 3.2 Presentation regarding Alameda County Economic Development Program 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of June 11, 1990 STAFF RECOMMENDATION: Approve 4.2 Request to Purchase Three (3) Marked Police Vehicles On June 12, 1990, 3 bids were opened from 2 car dealers. Bids were received from Shamrock Ford and Fremont Ford for Ford Crown Victorias with 5.8 liter carbureted engines, and in addition, Shamrock Ford submitted a bid for Ford Crown Victorias with 5.0 liter fuel injection systems. STAFF RECOMMENDATION: Accept bid and purchase 3 Police vehicles (Ford Crown Victorias with 5.0 liter fuel injection systems) from Shamrock Ford in Dublin. 4.3 1989-90 Budget Modifications with regard to Article XIII B of the State Constitution STAFF RECOMMENDATION: Appropriate 1989-90 unappropriated revenues to each fund's reserves for authorized projects. 4.4 Resolution declaring intention to issue bonds for purpose of providing financing of certain public street improvements & amending Resolution No. 32-90 The City Attorney has recommended that Resolution No. 32-90 be amended to include the phrase, "and any streets or roads connecting such parallel streets or roads with 1-580, including the extension of Hacienda Drive". STAFF RECOMMENDATION: Adopt Resolution 4.5 Acceptance of Gift to City The Women's Club of Dublin has presented a gift of $200 to the City designated for use at the Dublin Senior Center. STAFF RECOMMENDATION: Accept gift and direct Staff to prepare a formal acknowledgment to the donor. 4.6 Authorization for Public Works Director to sign application for SB 300 Funding Senate Bill 300 provides matching funds to local jurisdictions for use on transportation projects. This resolution would authorize the Public Works Director to sign the application for SB 300 funds. STAFF RECOMMENDATION: Adopt Resolution. 4.7 Warrant Register Dated June 25, 1990 STAFF RECOMMENDATION: Approve 4.8 1989-90 Budget Adjustments STAFF RECOMMENDATION: 1) Authorize a transfer of $109,409 from the General Fund contingent Reserve Account to satisfy the budget increases needed in Police, Finance and part of the City Attorney's budget; 2) appropriate $55,461 from the General Fund Balance to satisfy the remaining amount needed in City Attorney's budget; 3) appropriate $1,087 from the San Ramon Road Assessment District Fund Balance for the operating costs incurred that will exceed the amount budgeted; 4) appropriate $8,643 from the Internal Service Fund for the depreciation charges and the maintenance costs incurred. 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 Donlon Canyon Planned Development Prezoning, Tentative Map and Annexation for 196j: Ac.res PA 89-125 This PD Prezoning, Tentative Map and Annexation request is for 17 custom single-family lots on 10j: acres, 300 condominium/ apartments on 16j: acres and 170j: acres of open space/parkland. The proposed project is consistent with the General Plan. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt resolutions: 1) approving Negative Declaration; 2) approving PD Prezoning; 3) approving Tentative Map; 4) making application for annexation to LAFCO; 5) approving exchange of property tax revenue; waive reading and INTRODUCE Ordinance. 6.2 Landscaping and Lighting Maintenance Assessment District 1986-1 (Tract 5511) This assessment district maintains certain landscaping improvements within Tract 5511, the Villages @ Willow Creek development STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Engineer's Report, Confirming Diagram and Assessment, and ordering levy of assessment. 6.3 Ordinance Relating to Newsracks This Ordinance which was introduced at the June 11th City Council meeting, would require owners of newsracks to register their racks with the Public Works Department and proposes standards for safe placement of the racks. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.4 Business Registration Ordinance This Ordinance, which was introduced at the June 11, 1990 Council meeting, would require all businesses in Dublin to register with the City on an annual basis. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.5 No Parking Zones on wildwood Road and on Fall Creek Road Fall Creek Road and wildwood Road in the Villages @ willow Creek are too narrow to allow on-street parking. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution prohibiting parking on Fall Creek Road & on Wildwood Road 6.6 Amendment to Encroachment Fee Schedule Regarding Oversize/Overweight Vehicles New State Law requires that the City modify its fees for oversize/overweight vehicle permits. The revised fees are lower than those currently charged. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution amending the encroachment fee schedule. 6.7 Citywide Street Lighting Maintenance Assessment District 83-1; 1989-90 Levy of Assessments This assessment district maintains street lighting within the City of Dublin. The proposed assessment for 1990-91 is approximately $17.80 per single-family dwelling unit. STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt Resolution approving Engineer's Report, Confirming Diagram and Assessment, and ordering levy of assessment. 7. UNFINISHED BUSINESS 7.1 Report by Mayor Moffatt regarding Sister City Visit Mayor Moffatt will present a conceptual drawing of an imprint proposed to be engraved on a leather plaque for presentation to residents of Bray, Ireland. STAFF RECOMMENDATION: Receive Mayor's report and approve. 8. NEW 8.1 BUSINESS General Municipal Election to be consolidated with Statewide General Election to be held in the City of Dublin on Tuesday, November 6, 1990 Three Councilmember positions will be on the ballot at the next General Municipal Election. The nomination period opens on July 16th and the City Council may determine the allowable length (200 or 400 words) for candidate's statement to be included in the sample ballot. The Council must also determine whether the City or the candidates pay the costs associated with the printing of the candidate's statements in the sample ballot. STAFF RECOMMENDATION: Consider alternatives and adopt Resolutions 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Personnel, Government Code Section 54957.6 11. ADJOURNMENT - The Council will conduct a special meeting on Tuesday, June 26, 1990, 6:30 p.m., in the Regional Meeting Room of the Dublin Civic Center for: 1) Contract Review; 2) consideration of the 1990-91 Preliminary Budget & Financial Plan; and 3) Five-Year Capital Improvement Program (1990-95). If the Council is unable to conclude all necessary business at this meeting, it will be continued to Thursday, June 28, 1990, 6:30 p.m.
