CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO TIlE FLAG 3. ORAL COMMUNICATIONS 3.1 Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically nOn-cOntroversial in nature and are considered for approval by the City Council with one single act/on. Members of the audience, Staff or the City Council who WOuld like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1 Minutes of Special Meeting of June 15, 2002 STAFF RECOMMENDATION: Approve 4.2 2001-02 Budget Modification with Regard to Article XilI B of the State Constitution (File/4 330-20) This action requests authorization to appropriate all revenues received in the current Fiscal Year 2001-02 that are in excess of expenditures. The actual amounts involved will be determined following the close of FY 2001-02. STAFF RECOMMENDATION: Authorize appropriations to Reserves, any revenues in excess of budgeted expenditures as of June 30, 2002. 4.3 Dublin Sports Grounds Renovation Phase II Authorization to Bid (File # 600-30) Plans and Specifications for the Dublin Sports Grounds Renovation, Phase II, based on a design approved by the City Council at a previous meeting, are complete and ready for bid. The Council will consider authorizing Staff to advertise the project for bids. STAFF RECOMMENDATION: Authorize Staff'to advertise for bids. 5. WRITTEN COMMUNICATIONS 5.1 Request from Dublin Unified SchoOl District (DUSD) for additional funding for Computers For Our Schools Project (File # 515-60/600-40) DUSD has requested $50,000 to offset the cost of purchasing servers required as a result of additional computers purchased through the Computers For Our Schools Project. STAFF RECOMMENDATION: Consider request, and if the Council decides to fund the request, adopt Resolution. 5.2 Use of City Seal on Tri-Valley Iluman Services Directory (File # 610-20) The City.Council will consider granting use of the City Seal to the Tri-Valley Interfaith Forum for use in the Tri-ValleY Human Services DireCtory. STAFF RECOMMENDATION: Consider request. ' 6. PUBLIC HEARING 6.1 Weeds and Combustible Refuse Abatement Order (File # 540-50) The City Council has determined that there is a public nuisance created by weeds and combustible debris growing, accumulating upon the streets, sidewalks and property within the City of Dublin. Following a declaration of hazard, notice was posted, and abatement courtesy notices were sent to all known existing property owners to abate the hazard. No abatement has been initiated on property located adjacent to Alamo Creek. Therefore, bids for abatement have been received and will be considered by the Council. STAFF RECOMMENDATION: Conduct public hearing; deliberate; direct Staffto proceed with abatement and to provide a Season End Report for Completion of Abatements and Associated Costs. 6.2 Adoption of the Five-Year Capital Improvement Program for 2002-07 (File # 330-40) Each year, the City Council adopts or updates the City's Five-Year Capital Improvement Program (CIP). The CIP addresses the City's public infrastructure needs over a five-year period. Projects are identified within four major categories: General, Community Improvements, Parks and Streets. STAFF RECOMMENDATION: Open public hearing; receive Staff presentation; receive public comment; review CIP by major project category; deliberate; adopt Resolution approving the Five-Year CIP for 2002-07. 6.3 Adoption of the 2002-03 Annual Budget & Financial Plan (File # 330-20) Each year, the City Council adopts the City's Budget and Financial Plan. The proposed Preliminary Budget and Financial Plan for Fiscal Year 2002-03 includes total recommended appropriations of $86,515,264. STAFF RECOMMENDATION: Open public hearing; receive Budget overview from Staff; receive ' presentations from Community Groups/Organizations requesting funding; review Preliminary Budget by Program; receive public comments; close public hearing; determine which Community Groups/Organizations funding requests should be funded by FY 2002-03; determine which Higher Service Levels should be funded for FY 2002-03; determine appropriate use of projected 2002-03 surplus; adopt Resolution approving 2002-03 Annual Budget. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Adoption of a Revised ApprOpriations Limit for Fiscal Year 2001-02 (File # 330-20) Each year, the City Council is required by State Law to adopt an Appropriations Limit in conjunction with the annual Budget process. The 2001-02 Limit was calculated and adopted by Resolution No. 104'- 01 on June 21, 2001. Atthe time the Limit was adopted, final information relating to the population of the City of Dublin and the amount of Non-Residential Assessed Valuation, both of which are used in the calculation of the Limit, was not available. Now that the information is available, it is recommended that the Council adopt a Revised Limit for Fiscal Year 2001-02. STAFF RECOMMENDATION: Adopt Resolution. 8.2 Adoption of an Appropriations Limit for Fiscal Year 2002-03 (File # 330-20) Each year, the City Council is required by State Law to adopt an Appropriations Limit in conjunction with the annual Budget process. The 2002-03 Appropriations Limit is calculated by multiplying the adopted Limit for the prior year by a factor reflecting growth increases. STAFF RECOMMENDATION: Adopt Resolution. 8.3 Review of Services and New One-Year Agreement with MCE Corporation for Public Works Maintenance Services (File # 600-30) The City Council will review and evaluate services provided by MCE Corporation to the City and consider renewal of their contract.
