ORAL COMMUNICATIONS 3.1 Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE /3) MINUTES. to accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Ciiy Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the Ciiy Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR 4.1 Minutes -None 4.2 Green Trees for the Golden State -Grant Program (920-90) On December 12a', 2008, apre-application was submitted to the State of California seeking funding through the Green Trees for the Golden State Program. Recently, notification was received that the pre-application was approved and that the City needs to provide additional information including a resolution from the Dublin City Council. The total grant award is for $29,600 and provides for the planting of 220 trees throughout the. City. STAFF RECOMMENDATION: Adopt Resolution for funding from the Urban Forestry Grant program entitled "Green Trees for the Golden State" as provided through Propositions 40 And 84. 5. WRITTEN COMMUNICATIONS -None 6. PUBLIC HEARING -None 7. UNFINISHED BUSINESS -None 8. NEW BUSINESS 8.1 Community Group Presentations (330-20) The City Council will receive presentations from Community Organizations that are seeking grant funding from the City of Dublin to conduct programs and activities that benefit the City of Dublin, its residents, and/or its businesses. STAFF RECOMMENDATION: Receive Presentations from Community Groups and Organizations requesting funding. March 31, 2009 Dublin City Council Agenda Page 1 of 2 8.2 Fiscal Year 2009-2010 Budget Study Session -Informational Report: Analysis of Impacts on the General Fund (330-20) The focus of this report is primarily informational and will serve as background for the discussion by the City Council, in advance of the preparation of the Fiscal Year 2009/2010 Budget and Financial Plan. The report will highlight trends with General Fund Revenues and Expenditures. In addition, the report will identify challenges affecting the preparation of the Fiscal Year 2009-2010 Budget. STAFF RECOMMENDATION: Receive report. 8.3 Fiscal Year 2009-2010 Budget Study Session -City Council Direction on Budget Issues (330-20) As part of the Budget Study Session the City Council will provide specific direction on items to be evaluated as part of the Budget process. A worksheet is included with the Staff Report to focus on key decision points. The Worksheet also includes direction on measures that may be necessary to balance the budget. In addition, the worksheet includes an opportunity to discuss Community Group funding requests and how they will be included in the budget. STAFF RECOMMENDATION: Receive report; .review Budget Issues Worksheet and provide Staff with direction on each of the issues identified in the worksheet. 8.4 Status Report on Fiscal Year 2008-2009 Goals & Objectives and Capital Improvement Projects and Consideration of Fiscal Year 2009-2010 Goals & Objectives and Strategic Plan (100-80) The City Council will conduct its annual review of the City's Goals & Objectives, Strategic Plan and Capital Improvement Project Updates for Fiscal Year 2008-09, and establish and prioritize Goals and Objectives for the City for Fiscal Year 2009-2010. It will also consider preliminarily adopting the 2009-2010 Update to the 10-Year Strategic Plan. STAFF RECOMMENDATION: 1) Review Fiscal Year 2008-2009 Goals & Objectives. and Capital Improvement Project Updates as of 2/28/2009; 2) Receive Staff Report for the Fiscal Year 2009-2010 Preliminary Goals & Objectives Program and Strategic Plan Update; 3) Receive public input; 4) Provide Staff with a priority ranking for the additional proposed Goals & Objectives for Fiscal Year 2009-2010; 5) Deliberate, prioritize and preliminarily adopt the Fiscal Year 2009-2010 Goals & Objectives; and 6) Preliminarily adopt the Fiscal Year 2009-2010 Update to the 10-Year Strategic Plan. 9. OTHER BUSINESS 9.1 Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB 1234). 10.
