CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subj ect brought up falls into one of the exceptions under Government Code section 54954.2. 3.1 Introduction of new employees: Dennis Carrington, Senior Planner Carol Cerelli & David Choy, Associate Planners, and Police Sgt. Brian Masterson 3.2 Proclamation declaring February 11-17, 1990 as National Vocational Education Week 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes of January 22, 1990 Regular Meeting & February 5, 1990 Special Meeting STAFF RECOMMENDATION: Approve 4.2 Acceptance of Final Map, Tract 6052 (Torrey Pines, Village IV, Standard Pacific) Tract 6052, Village IV of the Villages @ willow Creek, is located at the intersection of willow Creek Drive and Fall Creek Road. STAFF RECOMMENDATION: Adopt Resolution & authorize Mayor to execute agreement. 4.3 Senior Center Roof Repair Change Order and Acceptance of Work This repair required additional work for which funds had not been budgeted. STAFF RECOMMENDATION: Authorize budget transfer in the amount of $3,750 from unallocated reserves and authorize final payment to contractor ($4,500). 4.4 Tract 5616 Fallon School site - Quitclaim of Blanket Drainage Easement In 1960, Volk-McLain granted Alameda County a blanket drainage easement across properties to the northeast of 3 tracts being developed, including the present Tract 5616. STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute Quitclaim Deed. 4.5 Budget Transfer for Production of Civic Center Documentary by Community Television CTV prepared a high quality production documentary on the Dublin Civic Center which was shown at the Civic Center dedication and other events. STAFF RECOMMENDATION: Authorize an additional appropriation from the Non-Departmental Contingent Reserve to the city Council Community Promotion account. 4.6 City Treasurer's Investment Report for Period Ending January 31, 1990 STAFF RECOMMENDATION: Accept Report. 4.7 Fall 1989 Recreation Report STAFF RECOMMENDATION: Receive Report 4.8 Facilities Identification Signs-Rejection of Bids, Contract 89-11 The low bid received, $59,642.84, is considerably higher than funds budgeted. STAFF RECOMMENDATION: Reject bids and direct staff to review plans and specifications for out-of-the-ordinary costs, revise if necessary, and authorize rebidding of the project. 4.9 American Planning Association (APA) National Planning Conference April 21-25, 1990 in Denver, Colorado Participation in this conference allows the Planning Director an opportunity to develop skills and to learn new planning techniques. The conference is five days and will cost approximately $1400. STAFF RECOMMENDATION: Authorize Planning Director's attendance at the APA National Planning Conference. 4.10 Appointment of Tenant Commissioners to Dublin Housing Authority The terms of the two Tenant Commissioners expired on June 1, 1989, although they have continued to serve on the Board. This action would reappoint Ms. Peggy Taylor and Ms. Deborah Gay to terms which expires on June 1, 1991. STAFF RECOMMENDATION: Confirm reappointment of Tenant Commissioners. 4.11 Acceptance of Improvements Tract 5780 "The Woodlands" Village VII Standard Pacific Corporation Improvements in Tract 5780 have been completed in accordance with the approved plans. STAFF RECOMMENDATION: Adopt Resolution and authorize Staff to accept a maintenance bond at a future date. 4.12 Finance Report for Period Ending January 31, 1990 STAFF RECOMMENDATION: Accept Report. 4.13 Amendments to Personnel System Staff is recommending several changes which affect part time positions in the Recreation Department, including the creation of 2 new positions. STAFF RECOMMENDATION: Adopt Resolutions and authorize Staff to recruit for Sports League Director and Sports Field Attendant 4.14 Alamo Creek Park Phase II Contract 90-02 Construction documents have been developed to include the addition of a basketball court which will be bid as an alternate in Phase II. Other alternates include a concrete footpath adjacent to the play area and a trellis at the restroom. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.15 Warrant Register Dated February 12, 1990 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Request for use of Dublin Sports Grounds for 4th Annual Shamrock Potato Festival The City Council will consider a request from Dublin Shamrock Festival, Inc., for use of the Dublin Sports Grounds on August 3-5, 1990 for the 4th Annual Shamrock Festival. STAFF RECOMMENDATION: Consider request. 6. PUBLIC HEARING 6.1 Ordinance Creating the Office of Director of Finance This Ordinance formalizes the delegation of authority in accordance with the provisions of the Government Code and is necessary due to the development of the City's Municipal Code. The Ordinance was introduced on January 22, 1990. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.2 Speed Survey Results The City's Traffic Engineer has conducted radar speed surveys on a number of City streets in order to renew outdated surveys. No changes in speed limits are recommended. STAFF RECOMMENDATION: Conduct pUblic hearing; deliberate; accept report and recommendation; direct Staff to forward speed survey results to the Traffic Commissioner. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Public Improvement Maintenance Policy This policy concerns various street maintenance activities and is intended to provide a guideline for both City Staff and residents. STAFF RECOMMENDATION: Adopt Resolution - OR - provide direction for revising the policy. 8.2 1990-91 Community Development Block Grant (CDBG) Program The City of Dublin has been participating in the Alameda County/Urban County CDBG Program. For the 1990-91 program year, the preliminary estimate for Dublin is approximately $41,700. A minimum of approximately $7,700 needs to be used for housing rehabilitation projects. STAFF RECOMMENDATION: Direct Staff to apply for approximately $41,700 in CDBG funding for housing rehabilitation projects and public improvement projects. 8.3 Review of Tri-Valley Transportation Council Initial Report The Tri-Valley Transportation Council has had an initial report prepared to identify Tri-Valley transportation issues and opportunities. The report suggests the preparation of a Tri-Valley Transportation Plan and Implementation Program. STAFF RECOMMENDATION: Consider draft comments; make any needed revisions; direct Staff to send comments to TVTC. 9. OTHER BUSINESS 10.
