2. PLEDGE OF ALLEGIANCE TO THE FLAG
3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City
Council on any item which is NOT on the City Council Agenda. Comments
should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with
the city Clerk to have their particular concern placed on the agenda for a
future meeting.
The City Council CANNOT deliberate or take action on a non-agenda item
UNLESS there is factual evidence presented to the Council indicating that
the subject brought up falls into one of the exceptions under Government
Code Section 54954.2.
3.1 Comments from Alameda County Library Representatives

3.2 Dublin Substance Abuse Council, Mid-Year Report
STAFF RECOMMENDATION: Receive Report
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are
considered for approval by the City Council with one single action.
Members of the audience who would like an item removed from the Consent
Calendar for purpose of public input may request the City Council to remove
the item. The request may be made at the time that the Mayor asks the
audience members if there is anyone interested in removing an item from the
Consent Calendar.
4.1 Minutes of Regular Meeting of January 8, 1990
STAFF RECOMMENDATION: Approve
4.2 Claim Submitted on Behalf of Marlon Glymph
A claim was submitted on December 4, 1989, alleging that in
June, 1989, Marlon Glymph, a minor, was involved in an
altercation with Dublin Police Services personnel, at which
time his wrist was broken. The claim is for $1 million.
STAFF RECOMMENDATION: Deny claim and direct Staff to notify the
claimant.
4.3 1988-89 Audit Report
STAFF RECOMMENDATION: Receive Report along with Auditor's
recommendations and City's responses on internal control.
4.4 Award of Bid-Contract 89-13, Drainage Inlet Grate Replacement
Program
The low bid received is within funds budgeted. This project
is funded entirely by a Transportation Development Act
Grant.
STAFF RECOMMENDATION: 1) Adopt Resolution awarding bid to P&F
Construction ($55,890); 2) authorize Mayor to execute agreement;
and 3) authorize Staff to negotiate with P&F Construction to
increase quantity of grates from 270 to 326 at the unit price bid
and to process a change order in the amount of $11,592 for the
extra work.
4.5 Model Filming Permit Process
California Legislature recently approved Assembly Bill 4680
which is designed to standardize filming permit procedures
within California communities. The Bill requires all cities
to adopt the model filming permit process.
STAFF RECOMMENDATION: Adopt Resolution
4.6 Acceptance of Final Map Tract 5883 (Dublin Meadows, located on
Amador Valley Boulevard between Dougherty Road and stagecoach
Road, JL Construction)
staff has reviewed the Final Map and Improvement Plans and
found them to be in accordance with the Tentative Map.
STAFF RECOMMENDATION: Adopt Resolutions accepting Final Map and
accepting parkland in-lieu fee.
4.7 Award of Bid - Bus stop Benches
These benches would replace the present "advertising"
benches in locations not receiving bus shelters from LAVTA
(Wheels). The estimated cost for assembly and installation
by Maintenance Department is $2,400.
STAFF RECOMMENDATION: 1) Adopt Resolution awarding bid to and
authorizing Staff to issue a purchase order to Wabash Valley
Manufacturing, Inc. ($3,517.20); 2) authorize budget transfer in
the amount of $5,920 from unallocated reserves.
4.8 Annual Congressional City Conference, Washington, D.C.
Councilmember Jeffery is requesting Council permission to
attend this conference which is being held March 3-6, 1990
in Washington, D.C. The approximate cost is $1,450.
STAFF RECOMMENDATION: Authorize Cm. Jeffery to attend
conference.
4.9 Tri-Valley Community Television (CTV)
As a condition of the approved funding for CTV, the City
Council requested a 6 month progress report prior to
releasing the second portion of the annual funding.
STAFF RECOMMENDATION: Review progress to date and if
appropriate, authorize Staff to release the second funding
installment upon receipt of the invoice.
4.10 Warrant Register Dated January 22, 1990
STAFF RECOMMENDATION: Approve
5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 Ordinance Increasing City council Salaries
An Ordinance was introduced at the January 8, 1990 Council
meeting which will increase Councilmembers salaries by 5%
for calendar year 1990. Incumbent Councilmembers would not,
however, be eligible to receive the increase until after the
November, 1990 election.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and ADOPT Ordinance.
6.2 Ordinance creating the Office of Director of Finance
This Ordinance formalizes the delegation of authority in
accordance with the provisions of the Government Code and is
necessary due to the development of the City'S Municipal
Code.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and INTRODUCE Ordinance.
7. UNFINISHED BUSINESS
7.1 Report on Ahmanson Northeast Slope, Request by Ms. Susan Alves
At the January 8, 1990 city Council meeting, Ms. Alves
requested that the City Council review certain aspects of
the work being done by Ahmanson Development at the "Images"
project.
STAFF RECOMMENDATION: Receive Staff Report and comments from Ms.
Alves; provide further direction if necessary.
8. NEW BUSINESS
8.1 1990 Goals & Objectives Study Session
The City Council annually holds a special meeting to define
the Goals & Objectives for the City for the upcoming year.
STAFF RECOMMENDATION: 1) Direct Staff regarding desired changes,
if any, in the format of the City'S Goals & Objectives Study
Session; and 2) Establish a special meeting date for the Study
Session.
8.2 Response to Livermore Re Airport Commission Recommendations
The Livermore Airport Commission has proposed a protection
zone that would extend over a major portion of the flatlands
in the East Dublin planning area. This zone would preclude
residential development and certain restrictions could also
be placed on commercial development.
STAFF RECOMMENDATION: Approve and send letter to Livermore City
Council with any Council changes.
8.3 Response to BART Final Environmental Impact Report (FEIR) for
DUblin/Pleasanton Extension Project
BART has completed the FEIR for the DUblin/Pleasanton
Extension Project. The FEIR consists of the Draft EIR and
BART's responses to comments. The BART Board is scheduled
to hold its final public hearing on the project on
February 6, 1990.
STAFF RECOMMENDATION: Send a letter to BART specifying the
Dublin City Council position and concerns.
