10.1 Conference with Legal Counsel - Anticipated Litigation - Significant exposure to litigation
pursuant to subdivision (b) of Government Code 54956.9 - ONE potential case. Facts and
circumstances: Receipt of claims dated July 14 and August 30, 2000 from Goodland
Landscape Construction, Inc., related to Emerald Glen Park, Phase L

3. ORAL COMMUNICATIONS
3.1 Introduction of New Dublin Police Services Deputy Abbie Marconi and Deputy Peter
Slaughter
3.2Acceptance of Gifts to City from 2000 Pasta Festival Sponsors (File 150-70)
The 2000 Dublin Pasta Festival was held the weekend of October 7 and 8, 2000. The City
received $17,500 in sponsorships this year for the Dublin Pasta Festival. In addition the City
received support in the form of in-kind donations of goods and services from local businesses.
In recognition of their contributions, these sponsors win be presented with certificates of
appreciation, as well as festival t-shirts and glassware for their support of 2000 Dublin Pasta
Festival.
STAFF RECO1VIMENDATION: Per Government Code Section 37354, formally accept all gifts
and contributions.
3.3 Additional Appointments to the Art Selection Committee - Freeway Underpass Art Project
(File 110-30)
The City Council will consider expanding the number of Community at Large Representatives
to the Freeway Art Selection Committee from two to four and will consider the Mayor's
recommended appointments to the Committee.
STAFF RECOMMENDATION: Expand Committee and approve recommended appointments.
3.4 Proclamation to Kay Keck, City Clerk, in recognition of attaining advanced educational
certification from IIMC (International Institute of Municipal Clerks) (File 610-50)
3.5Public Comments
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT
EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on
any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or
may request Staff to report, back at a future meeting concerning the matter. Any member of the public may contact
the City Clerk's Office related to the proper procedure to place an item on a future City CoUncil agenda. The
exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are
contained in Govemment Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the City
Council with one single action. Members of the audience, Staff or the City Council who would like an item
removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item.
4.1 Minutes of Regular Meeting of November 8, 2000,
STAFF RECOMMENDATION: Approve.
4.2 Amendment to Consulting Services Agreement with HQE, Inc., for the 1-580/San Ramon
Road-Foothill Road Interchange Improvement (Modification to Scope of Work and
Additional Compensation) (File 600-30)
This would extend the existing contract with HQE to include the required Caltrans Project
Report and Environmental Document for the Interchange Improvements.
STAFF RECOMMENDATION: Approve Budget Change Form & adopt Resolution approving
Amendment No. 1 to HQE contract.
4.3 Amendment 2 (2000) to Livermore-Amador Valley Transit Authority Joint Exercise of
Powers Agreement (File 600-40)
This item would authorize execution of Amendment 2 (2000) to the Livermore-Amador Valley
Transit Authority Joint Exercise of Powers Agreement removing the requirement that the
contractor provide the liability insurance.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor to execute agreement.
4.4 Amendment to Agreement for Implementation of Alameda Countywide Clean Water
Program (File 600-40)
The Clean Water Program agreement, initiated in 1991, provides that Alameda County, the
Flood Control Districts, and the 14 cities in Alameda County share costs of and jointly apply
for a federally-mandated permit under the National Pollution Discharge Elimination System
(NPDES). The agreement further provides for cost-sharing for other program functions such
as public education and development of Best Management Practices. This amendment would
extend the term of the agreement for an additional six years and authorize reapplying forthe
NPDES permit.
STAFF RECOMMENDATION: Adopt Resolution amending agreement.
4.5 Award of Bid - Contract No. 00-15, Dougherty Road Tree Planting (File 600-35)
This project will plant approximately 54 sycamore trees (15 gallon size) along the east side of
Dougherty Koad between Willow Creek Drive and Areadot Valley Boulevard.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to Greenline Landscaping and ·
approve budget increase from unallocated General Fund Reserves in the amount of $3,358.
4.6 Request for Appropriation to Purchase Green LED (Light Emitting Diode) Traffic Signal
Modules (File 820-35)
PG&E is offering a rebate for 100% of the purchase cost for green LED traffic signal modules.
The energy savings achieved from use of the red LED's that were installed. a few years ago has
been dramatic. The cost of installing the modules, which will not be reimbursed by PG&E, is
proposed to be paid through gas tax funds. The estimated payback period for the cost of
installation and incidental expenses is less than one year.
STAFF RECOMMENDATION: Authorize new Capital Improvement Project in the amount of
$34,800 from unallocated gas tax reserves and $122,920 from new revenue; and authorize Staff to
solicit bids for purchase of green LED modules. ~
4.7 Request to Waive Competitive Bid Process and Authorize Staff to Purchase Replacement
Police Patrol Vehicle (File 350-20)
A police patrol vehicle sustained significant damage in a non-preventable collision. Staff is
requesting that the vehicle be declared surplus property and be sold to a salvage company.
Staff is also requesting that the City Council waive the competitive bid process and authorize
Staff to purchase a replacement vehicle through a recent award .of bid with Folsom Lake Ford.
STAFF RECOMMENDATION: Adopt Resolution and authorize Budget Change Form.

Approval of Agreement with Harley Davidson of Vallejo for Participation in the Police
Motorcycle Buy Back Program (File 350-20)
The City may purchase a Harley Davidson police motorcycle through a Buy Back Program
with Harley Davidson of Vallejo. The Buy Back Program provides for the purchase of a
motorcycle that is returned to the dealer each year in exchange for a new motorcycle. The cost
of a motorcycle through this program is less costly than the normal purchase of a motorcycle.
.STAFF RECOMMENDATION: Adopt Resolution and authorize City Manager to execute
agreement.
Contact Agreement with Freedman Tung & Bottomley to Prepare a Downtown Streetscape
Implementation Program for the Downtown Specific Plans (File 600-30)
The City Council directed Staff to prepare three Specific Plan documents to guide
development and improvements to the downtown area. The City has selected Freedman Tung
& Bottomley to provide a document to guide the preparation of streetscape improvements.
STAFF RECOMMENDATION: Adopt Resolution selecting Consultant and authorize City
Manager to execute contract agreement.
Agreement for Consulting Engineering Services (File 600-30)
This proposed contract with PERMCO Engineering and Management Cor/sultants will provide
Staff augmentation to aid City Staff in the design and project management of the City's Capital
Improvement Projects.
STAFF RECOMMENDATION: Adopt Resolution approving agreement.
Preliminary Financial Reports for the Month of October 2000 (File 330-50)
This item provides the report of the financial statements for the month of October 2000.
STAFF RECOMMENDATION: Receive reports.
Construction Management Consultant Services for Civic Center Library (File 600-30)
As part of the New Library construction process, the City has budgeted for a Construction
Management Consultant to do pre-bid reviews, day-to-day construction management and
project dose out. City Staff solicited Request for Proposals for construction management in
September 2000. Four firms submitted proposals and all four were interviewed. Pacific
Program Management provided the City with the qualifications that were most closely suited
to the City's requirements and the project.
STAFF RECOMMENDATION: Approve and authorize Mayor to sign agreement~ and approve
budget change.
Agreement for Electrical and Mechanical Consulting Services (File 600-30)
The City Council will consider an agreement for design and consulting services for Capital
Improvement Projects that include electrical and HVAC work.
STAFF RECOMMENDATION: Adopt Resolution.

PUBLIC HEARING
6.1 No Parking Zones on Tamarack Drive, Brighton Drive, and Davona Drive related to
Village Parkway Traffic Signal Project (File 570-020)
The proposed no parking zones are proposed to be installed so that vehicles will not be parked
on the traffic signal detector loops. With the exception of one 75' no parking zone on
Brighton Drive at Dublin High School, the proposed no parking zones are small 20' to 25'.
areas. The signals are expected to be operational by the end of December.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; and adopt Resolution
approving no parking zones.

6.2 Quarry Lane School, Planned Development (PD) Prezone and Annexation PA 99-064
(File 450-30)
Quarry Lane School is requesting the City Council to begin Annexation proceedings and
approved a Planned Development Prezone/Development Plan for the development of Phase 2
of Quarry Lane School located at 6363 Tassajara Road. The application also requests
approval of a Planned Development Prezone for the Kobold property at 6237 Tassajara Road,
the intervening property between the school site and the northern City of Dublin limits.
STAFF RECOMMENDATION: Conduct public heating; deliberate; adopt Resolutions: 1)
adopting a Mitigated Negative Declaration Mitigation Monitoring Program and the Response to
Comments; 2)authorizing an application for reorganization to Alameda County Local Agency
Formation Commission (LAFCo) with annexation description and maps attached as Exhibits B-I,
B-2, B-3 and B-4 and the Plan for Services attached as Exhibit B-5; 3) approving Exchange of
Property Tax Revenue; and 4) approving a Pre-Annexation Agreement between Quarry Lane
School and the City of Dublin; waive the reading and INTRODUCE Ordinance amending the'
Dublin Zoning Ordinance to a Planned Development (PD) Prezone/Development Plan for the
Quarry Lane School; and schedule the second reading of the Ordinance for the December 5, 2000
City Council meeting.
6.3 West Dublin BART Specific Plan PA 99-056, Downtown Core Specific Plan PA 99-055; and
Vi!lage[Parkway Specific Plan PA 99-054 (File 410-55)
The City Council will consider adoption of three Specific Plans which will provide a
framework for revitalizing and improving the downtown area of Dublin, General Plan
Amendments to add a Mixed-Use designation category to redesignate some land uses, and to
modify the maximum allowable Floor Area Ratios for the West Dublin BAKT and Downtown
Core Specific Plan areas, and repealing portions of the existing Downtown Dublin Specific
Plan.
STAFF RECOMMENDATION: Open public hearing; receive Staff presentation and public
testimony; continue to December 19, 2000 City Council meeting.
UNFINISHED BUSINESS
7.1 Heritage and Cultural Arts Community 'Workshop (File 910-80)
· Ln order to proceed with development of implementation strategies for the long-range plan for
heritage and cultural arts, a professionally facilitated Heritage and Cultural Arts Workshop has
been approved. The City Council will consider Saturday, January 20, 2001 as the date for the
workshop.
STAFF RECOMMENDATION: Approve date for the workshop.
NEW BUSINESS
8.1 Policy for Street Naming to Benefit Nonprofit Organizations (File 820-80)
This policy would create a procedure for nonprofit organizations to raise money through the
ability to name a public street in Dublin. The proceeds must benefit Dublin residents.
STAFF RECOMMENDATION: Review and approve draft policy or provide other direction.
8.2 Approval of the 2000 Update to the Tri-Valley Transportation Plan/Action Plan for Routes
of Regional Significance (File 1060-40)
The City Council will consider an update to the 1995 adopted Tri-Valley Transportation/
Action Plan, a multi-jurisdictional planning process to reduce the cumulative regional traffic
impacts.
STAFF RECOMMENDATION: Adopt Resolution approving the 2000 Update to the Tri-Valley
Transportation Plan/Action Plan and authorize the Public Works Director to send a letter to the
Chairman of the Technical Advisory Committee of the Tri-Valley Transportation Council.

8.3 Transition of City Council following Election (File 630-10)
Following each City Council election, the timing of several logistical issues must be addressed.
The City Council will discuss holding a special meeting on Monday, December 4th to certify the
results of the November 7th election, and discuss holding receptions for outgoing
Councilmember Howard, the new elected Council, and Commissioners/Committee members
whose terms expire in December 2000.
STAFF RECOMMENDATION: Confirm Council meetings/reception dates and determine when
outgoing Commission/Committee members should be recognized.
8.4 Evaluation of 2000 Dublin Pasta Festival (File 950-40)
The City's annual Pasta Festival was held the weekend of October 7 and 8. The Festival
included art and craft vendors, commercial vendors, restaurant vendors, entertainment and
children' s attractions. The City Council will receive a critique of the various aspects of the
Festival and discuss options related to the future of the Festival.
STAFF RECOMMENDATION: Receive report, provide input, and provide direction of future
festivals.
