The packet is available in the City Clerk's Office and also at the Dublin Library. REGULAR MEETING 7:00 PM 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS 3.1. St. Patrick's Day Celebration Event Recap and Acceptance of Gifts to City from Event Sponsors The City Council will receive a brief report recapping the 32n1 Annual St. Patrick's Day Celebration and recognize the sponsors that provided monetary and in-kind donations to support the City's Festival and Fun Run. STAFF RECOMMENDATION: Recognize the sponsors and formally accept the contributions. 3.2. Public Comments At this time,the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 4.1. Minutes of the April 7,2015 Regular City Council Meeting The City Council will consider approval of the minutes of the Regular City Council meeting of April 7, 2015. STAFF RECOMMENDATION: Approve the minutes of the Regular City Council meeting of April 7, 2015. 4.2. Payment Issuance Report and Electronic Funds Transfers The City Council will receive a listing of payments issued from March 1, 2015 — March 31, 2015 totaling$6,065,102.44. Acceptance of Tract Improvements for Tract 8093—Brannigan Street; and Approval of Regulatory Traffic Control Devices and Traffic Signal Modifications at Brannigan Street and Gleason Drive(Lennar Homes of California,Inc.) Lennar Homes of California has constructed the public and private improvements for Tract 8093 in accordance with their Tract Improvement Agreement. It is now appropriate for the City to accept these improvements and approve the regulatory traffic control devices. STAFF RECOMMENDATION: Adopt the Resolution Accepting the Tract Improvements, Approving the Traffic Signal Modifications, and Approving Regulatory Traffic Control Devices Installed with Tract 8093, Brannigan Subdivision. 4.4. Acceptance of Tract Improvements for Tract 7282—Sonata; and Approval of Regulatory Traffic Control Devices (Lennar Homes of California,Inc.) Lennar Homes of California has constructed the public and private improvements for Tract 7282, in accordance with their Tract Improvement Agreement. It is now appropriate for the City Council to accept these improvements and approve the regulatory traffic control devices. STAFF RECOMMENDATION: Adopt the Resolution Accepting the Tract Improvements and Approving Regulatory Traffic Control Devices Installed with Tract 7282, Sonata. 4.5. Contract Amendment with Dahlin Group for Architectural Services The City Council will consider a contract amendment to close-out the Agreement with Dahlin Group for architectural design services for the Maintenance Yard Facility and Public Safety Complex project. The proposed amendment is for additional services related to expansion of site work, underground utility coordination, and electrical revisions during construction. STAFF RECOMMENDATION: Adopt the Resolution Approving the Amendment to the Agreement with Dahlin Group for architectural design services for the Public Safety Complex and Maintenance Yard Facility. 4.6. Amendment to Temporary Part-Time Personnel Salary and Classification Plans The City's Personnel System is governed by several documents. Each document addresses a specific set of issues. The Staff Report identifies proposed changes to the City's current Part-Time personnel systems. The proposed adjustments are based on the need to remove unnecessary part-time job classifications and address planned increases in the California minimum wage. STAFF RECOMMENDATION: Adopt the Resolution Amending the Classification Plan; and adopt the Resolution Amending the Salary Plan for Temporary Part-Time Personnel 4.7. Bike Month and Bike to Work Day Proclamation During National Bike Month, a series of regional events such as Bike to Work Day are organized by numerous agencies, including the City of Dublin, to promote bicycling as an alternative mode of transportation. STAFF RECOMMENDATION: Approve the proclamation declaring the month of May as "Bike Month" and May 14, 2015 as "Bike to Work Day" in the City of Dublin. 4.8. Drought Emergency Continuance On March 18, 2014, the City Council adopted a Resolution declaring a State of Emergency in the City of Dublin due to extreme drought conditions within the State and City. The City Council will consider continuing extending the State of Emergency for an additional 30 days. STAFF RECOMMENDATION: By motion, as required by Government Code Section 8630(c), which states that the City Council shall review the need for continuing a local emergency at least once every 30 days until the governing body terminates the local emergency, continue the State of Emergency that was declared on March 18, 2014, based on the fact that extreme drought conditions continue to exist within both the State of California and City of Dublin, and the threat to the safety and welfare of Dublin residents remains. Budget Change to Install Public Wi-Fi in the Downtown The City Council will consider approving a Budget Change to install public accessible Wi-Fi in the Downtown Dublin Specific Plan Area. STAFF RECOMMENDATION: Approve the Budget Change. 4.10 Authorization of Staff to Purchase Unmarked Police Vehicles Directly from Vendor The City is currently leasing three unmarked police vehicles from Alameda County to be used by Dublin Police detectives and administrative staff. Staff conducted a cost analysis of these vehicles and determined it would be more cost effective for the City to own all vehicles. With the addition of a proposed Lieutenant position in Fiscal Year 2015-16, a total of four additional unmarked police vehicles would be needed. Staff conducted research to determine which available vehicles would best suit the upcoming needs of Dublin Police Services and is recommending four 2015 Ford Taurus SE's. STAFF RECOMMENDATION: Adopt the Resolution Authorizing Staff to Procure Four Unmarked Police Vehicles from The Ford Store San Leandro, and Approve the budget change. (Note: The City Purchasing Ordinance requires this item to be approved by a four-fifths vote, as the pricing was negotiated and not obtained from a sealed bid.) 5. WRITTEN COMMUNICATION—None. 6. PUBLIC HEARINGS 6.1. The Green Mixed Use Project—General Plan and Eastern Dublin Specific Plan Amendment, Planned Development Rezone with related Stage 1 and Stage 2 Development Plan, Site Development Review (Commercial Buildings only),Vesting Tentative Map,Development Agreement,and Supplemental Environmental Impact Report(PLPA-2013-00013) The proposed Green Mixed Use Project includes approximately 37,000 square feet of retail and restaurant buildings with associated outdoor seating areas and six residential neighborhoods with 372 units in multiple buildings on a 27.5 acre site. The project includes related surface parking lots, installation of utilities and services, site landscaping, pedestrian plazas, and concepts for the design of identification signs. The current request includes approval of a General Plan Amendment, Eastern Dublin Specific Plan Amendment, Planned Development Rezone, Site Development Review for the commercial portion of the project, Vesting Tentative Map, and a Development Agreement. Certification of a Final Supplemental Environmental Impact Report is also being considered. Site Development Review for the residential portion of the project will come at a later date. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, and take the following actions: 1. Adopt the Resolution Certifying an Environmental Impact Report, Adopting Environmental Findings, a Statement of Overriding Considerations, and Mitigation Monitoring and Reporting Program Under CEQA for The Green Mixed Use Project; 2. Adopt the Resolution Amending the General Plan and Eastern Dublin Specific Plan for The Green Mixed Use Project; 3. Waive the first reading and INTRODUCE an Ordinance Rezoning 27.5 Acres at 5144 and 5344 Martinelli Way to a Planned Development Zoning District and Approving the Related Stage 1 and 2 Development Plan for The Green Mixed Use Project; 4. Waive the first reading and INTRODUCE an Ordinance Approving a Development Agreement between the City of Dublin and Stockbridge/BHV Emerald Place LLC related to The Green Mixed Use Project; and 5. Adopt the Resolution Approving Site Development Review (Commercial Buildings only) and Vesting Tentative Map 8203 for The Green Mixed Use Project. Community Facilities District Formation The City Council will consider various actions in preparation of a Community Facilities District at the Dublin Crossing project location. STAFF RECOMMENDATION: Adopt the following Resolutions continuing the process to create a Community Facilities District under the Mello-Roos Community Facilities District Act of 1982,to be designated City of Dublin Community Facilities District No. 08-1 (Dublin Crossing): 1. A Resolution Approving Boundary Map, including Exhibit A: Proposed Boundaries of City of Dublin Community Facilities District No. 2015-1 (Dublin Crossing); 2. A Resolution of Intention to Establish a Community Facilities District and to Authorize the Levy of Special Taxes ("Resolution of Intention"), including Exhibit A: Special Tax; Exhibits B through F, Rate and Method of Apportionment for Improvement Areas 1 — 5; and Exhibit G: Incidental Expenses and Costs of Issuance of Obligations; and 3. A Resolution Declaring Intention to Incur Indebtedness. 7.2. Rejection of Bids for Fallon Sports Park Phase II - Contract 14-15 On April 8, 2015, the bids were publicly opened for Fallon Sports Park Phase II (Contract 14-15). The City received only two bids for the project, both of which exceed the funding available for construction. The City Council will consider rejecting both bids and rebidding the project in the future. STAFF RECOMMENDATION: Adopt the Resolution Rejecting All Bids Fallon Sports Park Phase II, Contract Number 14-15; and, direct Staff to rebid the project in late 2015. 8. NEW BUSINESS—None. 9. OTHER BUSINESS -Brief INFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to Meetings Attended at City Expense (AB1234). 10.
