CALL TO ORDER AND PLEDGE OF ALLEGIANCE TO THE FLAG 2. REPORT ON CLOSED SESSION 3. ORAL COMMUNICATIONS 3.1. Certificate of Recognition for Roberta Dikeman The City Council will present a Certificate of Recognition to Roberta Dikeman for her recent rowing accomplishments. STAFF RECOMMENDATION: Present Certificate of Recognition. 3.2. Mayor's Appointments to Senior Center Advisory Committee There were two recent unanticipated vacancies on the Senior Center Advisory Committee. An application period was held and Mayor Sbranti has reviewed applications and recommended two Dublin residents (Diana Threlkeld and Faye Ouarienti) to fill those vacancies. ST AFF RECOMMENDATION: Confirm Mayor Sbranti' s appointments to the Senior Center Advisory Committee, or provide other appropriate direction. 3.3. Dublin Unified School District Presentation The City Council will receive a presentation from representatives of the Dublin Unified School District on a potential capital bond measure. California Park and Recreation Society Award of Excellence - Dublin Heritage Park and Museums The City of Dublin has been selected as a 2011 California Park and Recreation Society Award of Excellence recipient for the Dublin Heritage Park and Museums. The award is in the category of Park Planning - Specialty Park. The City will be formally recognized at an awards banquet on March 23, 2012. STAFF RECOMMENDATION: Receive report and determine whether representatives of the City Council will be able to attend the banquet to accept the award. 3.5. Public Comments At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the publiC may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 4. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. ' 4.1. Minutes of Regular City Council Meeting of January 17, 2012 The City Council will consider the approval of the minutes of the Regular City Council meeting of January 17,2012. STAFF RECOMMENDATION: Approve the minutes of the Regular City Council Meeting of January 17,2012. 4.2. Declaration of Weeds and Combustible Refuse as a Public Nuisance In accordance witQ Dublin Municipal Code section 5.70.030, the City Council maydeclare that there is a public nuisance created by weeds and combustible debris growing or accumulating upon the streets, sidewalks and property within the City of Dublin. STAFF RECOMMENDATION: Adopt Resolution Declaring Weeds and Combustible Refuse a Public Nuisance and Ordering The Abatement Thereof; direct Staff to notify the pubFc of the adoption of this Resolution; and schedule a public hearing for the April 3, 2012 City Council meeting at which time the City Council will hear and consider objections to this abatement order. 4.3. Street Closures for 2012 St. Patrick's Day Celebration California Vehicle Code section 21101, subdivision (e), provides that local authorities may, by ordinance or resolution, temporarily close a portion of any street under their jurisdiction for "celebrations, parades, local special events, and other purposes" as long as the authorities determine that the closing is "necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing." In order to close streets affected by the 2012 St. Patrick's Day Parade and Shamrock 5k Fun Run and Walk, it is necessary for the City Council to adopt a Resolution. STAFF RECOMMENDATION: Adopt Resolution Authorizing Temporary Street Closures for the 2012 S1. Patrick's Day Parade and Shamrock 5K Fun Run and Walk. 4.4. Revisions to Downtown Traffic Impact Fee and Eastern Dublin Traffic Impact Fee Administrative Guidelines Staff is proposing modifications to the existing Administrative Guidelines for both the Downtown Traffic Impact Fee and Eastern Dublin Traffic Impact Fee to provide additional flexibility to the Public Works Director to determine trip generation rates. February 7, 2012 Dublin City Council Agenda Page 2 of 5 STAFF RECOMMENDATION: Adopt Resolution Revising the Administrative Guidelines related to the Eastern Dublin Traffic Impact Fee; and adopt Resolution Revising the Administrative Guidelines related to the Downtown Traffic Impact Fee. 4.5. Approval of Agreement with Bellecci & Associates, Inc. to Provide Consulting Services for the Dublin Boulevard Improvements Project - Sierra Court/Civic Plaza to Dublin Court The City's 2010-2015 Capital Improvement Program includes preliminary engineering work for the proposed improvements project on Dublin Boulevard between Sierra Court/Civic Plaza and Dublin Court (CIP No. 960026). The proposed improvements include widening of travel lanes, installation of bicycle lanes, relocation of existing overhead utilities, and enhancement of existing street landscaping. The City Council will consider an agreement with Bellecci & Associates, Inc. to provide preliminary engineering services for the Dublin Boulevard Improvements Project. StAFF RECOMMENDATION: . Adopt Resolution Approving the Consulting Services Agreement with Bellecci & Associates, Inc. to Provide Consulting Services for the Dublin Boulevard Improvements Project (CIP No. 960026). 4.6. Approval of Agreement with Kimley-Horn & Associates, Inc. to Provide Consulting Services for the Dougherty Road Improvements - Sierra Lane to North City Limit The City's 2010-2015 Capital Improvement Program includes preliminary engineering work for the proposed improvements on Dougherty Road from Sierra lane to North City Limit (CIP NO. 960025). The project includes widening of travel lanes from four to six lanes, construction of bicycle lanes and a raised median, installation/modification of several traffic signals, and landscaping. It is requested that the City Council adopt a resolution to approve an agreement with Kimley-Horn and Associates, Inc. to provide preliminary engineering services for the Dougherty Road Improvements Project. STAFF RECOMMENDATION: Adopt Resolution Approving the Consulting Services Agreement with Kimley-Horn & Associates, Inc. to Provide Consulting Services for the Dougherty Road Improvements Project (CIP No. 960025). 4.7. City Treasurer's Investment Report for 2nd Quarter 2011-2012 The City's investment portfolio totals $112,918,989 (par value). As of December 31, 2011, funds were invested at an average yield of 1.195%. The portfolio includes both discretionary and restricted funds and the balance will fluctuate throughout the year. The report presented provides background on the City investment portfolio as well as the investment results as of December 31, 2011. STAFF RECOMMENDATION: Receive the Quarterly Investment Report. 4.8. Award of Bid - Contract No. 11-05, Alamo Canal Trail 1-580 Undercrossing Project The Alamo Canal Trail 1-580 Undercrossing project will connect the Alamo Canal Trail north of the freeway (adjacent to the City Library) with Pleasanton's Centennial Trail south of the freeway to transform it into a regional trail. The City has advertised the project, solicited bids from contractors and is now ready to award the contract to the lowest responsible bidder. STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 11-05, Alamo Canal Trail 1-580 Undercrossing Project, to Proven Management, Inc. as the lowest responsible bidder and authorizing the City Manager or her designee to approve Change Orders for the project up to the contingency amount of $184,317; and approve the Budget Change. 4.9. Acceptance of Work Fallon Sports Park - Fencing Contract #11-08 Construction Contract #11-08 was a Fallon Sports Park fencing project performed under a contract awarded to Golden Bay Fence Plus Ironworks. The work is now complete and ready for City Council acceptance. February 7, 2012 Dublin City Council Agenda Page 3 of 5 STAFF RECOMMENDATION: Adopt Resolution Accepting Improvements to Fallon Sports Park (Contract No. 11-08); and authorize Staff to accept a maintenance bond in the amount of $1,991.90 and release the final retention upon receipt of the bond. 4.10. Award of Bid - Contract No. 11-13, Civic Center Generator Equipment Pre-Purchase The Civic Center Generator Project (CIP No. 930008) will replace the existing Civic Center emergency generator with a larger unit capable of powering the entire Civic Center site. This contract will pre-purchase the generator equipment in anticipation of the installation work which will be awarded in a separate contract and is scheduled to occur in May 2012. STAFF RECOMMENDATION: Adopt Resolution Awarding Contract No. 11-13, Civic Center Generator Equipment Pre- Purchase, to West Star Environmental Services, Inc. 5. WRITTEN COMMUNICATION - None. 6. PUBLIC HEARINGS 6.1. Revisions to the City's Fireworks Ordinance At the January 17, 2012 City Council meeting, potential reVISIOns to the City's Fireworks Ordinance were considered. The City Council subsequently directed Staff to revise the ordinance, including a change to the drawing process and certain textual changes. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, waive the reading and INTRODUCE the selected ordinance. 7. UNFINISHED BUSINESS 7.1. Area G Parking Report The City Council will receive information on the status of parking in Area G of Dublin Ranch. STAFF RECOMMENDATION: Receive the report and/or provide Staff with direction on whether or not to research steps that could be taken to minimize parking challenges in Area G and in. future unentitled higher density residential neighborhoods. 7.2. Sustainable Communities Strategy Alternative Land Use Scenarios The Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) are preparing a Sustainable Communities Strategy for the nine-county Bay Area region in accordance with Senate Bill 375. The Sustainable Community Strategy is a 25 year land use strategy for the Bay Area that identifies areas to accommodate all of the region's population, including all income groups, and forecasts a land use pattern that when integrated with the transportation system reduces greenhouse gas emissions from automobiles and light trucks. To date, five land use scenarios have been development and measured against two transportation networks and 10 performance targets. ABAG and MTC are soliciting comments from local jurisdictions on the five land use scenarios. Each scenario includes housing and employment distribution patterns across the region to support equitable and sustainable development. STAFF RECOMMENDATION: Receive the report and direct Staff to provide comments to the Association of Bay Area Governments (ABAG). 7.3. Authorization to Apply for California Solar Initiative Grant Funding The City Council will consider authorizing the application for grant funding to offset the costs of possible future installation of solar power generation projects at City of Dublin facilities. STAFF RECOMMENDATION: Authorize application for California Solar Initiative Grant funding; and approve Budget Change. February 7, 2012 Dublin City Council Agenda Page 4 of 5 7.4. All-America City - 30th Anniversary Celebration Event On June 17,2011, the City of Dublin was named a 2011 All-America City by the National Civic League. This prestigious honor coincides with the 30th anniversary of Dublin's incorporation this year. To celebrate these two achievements, Staff has developed an All-America City-30th Year Celebration Event and is seeking City Council direction on the date in July 2012. STAFF RECOMMENDATION: Accept the report and provide any direction regarding the All-America City - 30th Year celebratory event. 8. NEW BUSINESS 8.1. Establishment of Social Services Task Force The City Council will receive a report on the Eastern Alameda County 2011 Human Services Needs Assessment Findings Report completed by the consulting firm of Resource Development Associates (RDA) that was prepared for the Tri Valley region. Additionally, the City Council will consider creating a Human Services Task Force. STAFF RECOMMENDATION: Receive the Staff Report; approve the recommendations for establishing a Human Services Task Force; and direct Staff to solicit applications for the Human Services Task Force or offer alternative direction. 8.2. Schaefer Ranch - General Plan Amendment Study Initiation Request The City Council will consider a request to initiate a General Plan Amendment Study to evaluate a proposal to change the General Plan land use designation of23.19 acres ("Study Area") within the 500-acre Schaefer Ranch project. The Study Area currently is designated as 17.28 acres of Estate Residential and 5.91 acres of Open Space. The requested land use amendment would redesignate the land uses as follows: 5 acres of Estate Residential; 10.12 acres of Single-Family Residential; and 8.07 acres of Open Space. The proposed amendment would result in a net increase of 2.16 acres of Open Space and 17 units greater than the 406 new units approved for all of Schaefer Ranch. STAFF RECOMMENDATION: Adopt Resolution Approving the Initiation of a General Plan Amendment Study to Evaluate a Proposal to Change the Land Use Designation of 23.19 acres within the Schaefer Ranch Project Area; Q! adopt Resolution Denying the Initiation of a General Plan Amendment Study to Evaluate a Proposal to Change the Land Use Designation of 23.19 acres within the Schaefer Ranch Project Area. 9.
