2.1. Public Comment
At this time, the public is permitted to address the Planning Commission on non-agendized items. Please step to the
podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In
accordance with State Law, no action or discussion may take place on any item not appearing on the posted ag enda. The
Planning Commission may respond to statements made or questions asked, or may request Staff to report back at a future
meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the
proper procedure to place an item on a future Planning Commission agenda. The exceptions under which the Planning
Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code
Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the Planning
Commission with one single action. Members of the audience, Staff or the Planning Commission who would like an item
removed from the Consent Calendar for purposes of public input may request the Chair to remove the item.

Approve the Minutes of the October 30, 2018 Planning Commission Meeting.

5. PUBLIC HEARING
5.1. Happy Little Munchkins Large Family Day Care Home Conditional Use Permit
(PLPA-2018-00024)
The Applicant Prachi Nadkarni, is requesting approval of a Conditional Use Permit to
operate a Large Family Day Care Home at 4451 Sunset View Drive. The Applicant
proposes to provide day care for up to 14 children within her home. The use, as
proposed, requires approval of a Conditional Use Permit by the Planning
Commission.

STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt a Resolution approving a
Conditional Use Permit for the operation of a Large Family Day Care Home at 4451
Sunset View Drive.
5.2. Tri-Valley Korean Parents Association Conditional Use Permit (PLPA -2018-
00008)
Sunghee Park of the Korean Parents Association is requesting approval of a
Conditional Use Permit to operate a community center at 7723 Amador Valley
Boulevard, Suite B. The proposed community center provides a space for students in
the Tri-Valley to learn about and share the Korean culture. The Planning Commis sion
will consider approving a Conditional Use Permit to allow the community center to
operate at this location.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt a Resolution approving a
Conditional Use Permit to operate a Civic, Cultural and Institutional use at 7723
Amador Valley Boulevard, Suite B.
5.3. Zoning Ordinance Amendments—Chapters 8.08 (Definitions), 8.12 (Zoning
Districts and Permitted Uses of Land), 8.40 (Accessory Structures and Uses
Regulations), 8.70 (Recreational Facilities (Indoor)), 8.72 (Landscaping and
Fencing Regulations, 8.76 (Off-Street Parking and Loading Regulations), 8.80
(Second Units Regulations), 8.96 (Permit Procedures), and 8.104 (Site
Development Review), (PLPA-2018-00030)
The City is initiating amendments to the Zoning Ordinance to bring greater clarity
and consistency to existing regulations. Amendments are proposed to Chapters 8.08
(Definitions), 8.12 (Zoning Districts and Permitted Uses of Land), 8.40 (Accessory
Structures and Uses Regulations), 8.70 (Recreational Facilities (Indoor)), 8.72
(Landscaping and Fencing Regulations), 8.76 (Off-Street Parking and Loading
Regulations), 8.80 (Second Units Regulations), 8.96 (Permit Procedures), and 8.104
(Site Development Review). The Planning Commission will review the proposed
Zoning Ordinance Amendments and make a recommendation to the City Council.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate and adopt a Resolution Recommending City
Council approval of amendments to Dublin Zoning Ordinance Chapters 8.08
(Definitions), 8.12 (Zoning Districts and Permitted Uses of Land), 8.40 (Accessory
Structures and Uses Regulations), 8.70 (Recreational Facilities (Indoor)), 8.76 (Off-
Street Parking and Loading Regulations), 8.80 (Second Units Regul ations), 8.96
(Permit Procedures), and 8.104 (Site Development Review).

Brief information only reports from Planning Commission and/or Staff, including committee reports and reports
