1. Call to Order and Pledge of Allegiance — The meeting was called to order at 7:00
p.m. by Mayor Haubert. The pledge of allegiance was recited by the City Council, Staff,

2. Report on Closed Session — The Mayor stated that there was no reportable action.
3. Oral Communications
3.1. 2018 Sponsor Recognition
The City Council recognized the 2018 sponsors.
3.2. Recognition of 2018 Winners of the Decorate Dublin and Deck the Homes
Holiday Decorating Contests
The City Council recognized and presented certificates to the Deck the Homes
winners and the Decorate Dublin winners.
3.3. Acceptance of Donations from the Altamont Cruisers Car Club, Valley
Spokesmen Touring Club and Dublin Toyota
The City Council formally accepted the donations and recognized the Altamont
Cruisers Car Club, Valley Spokesmen Touring Club, and Dublin Toyota.

3.4. Presentation of the Pink Patch Project Donations to Hers Breast Cancer
Foundation
The City Council received the report andformally presented the HERS Breast
Cancer Foundation of Pleasanton/Fremont with the proceeds raised from the
Pink Patch Project.
3.5. Employee Introduction: Christopher P. Gerdes
The City Council welcomed the new City of Dublin Staff member.
3.6. Public Comment
No public comments were made.
4. Consent Calendar
4.1. Approved the minutes of the December 18, 2018 Regular City Council meeting.
4.2. Received the Splatter 2019 report.
4.3. Approved the Heritage and Cultural Arts Commission's selections for the Utility
Box Art Program.
4.4. Received the notification of the City Engineer's pending approval of the
Improvement Agreement Amendment for Tract 8306 Boulevard Development.
4.5. Waived the reading and adopted

7. Unfinished Business
7.1. Batting Cages Report and Fallon Sports Park Phase 3
The City Council received the Batting Cage Report and directed staff to update
the Fallon Sports Parks Master Plan to include a cricket field and batting cages in
Phase 3 development; with five adult batting cages to serve both little league and
cricket; and requested that Staff look at the cost and location of adding beach
volleyball.

8. New Business
8.1. Discussion on Entering into a Memorandum of Understanding with Eden
I&R to Support 2-1-1 Alameda County Services
Alison DeJung, Executive Director at Eden I&R/2-1-1 Alameda County, made a
presentation and responded to questions posed by the City Council.
The City Council received the presentation and directed Staff to enter into a MOU
with Eden l&R to support 2-1-1 Alameda County; directed Staff to consider
participating in Eden l&R's fee -for -service "bundle" for additional services; asked
that MOU language explain that client personal information is redacted and
confidential; and asked that the MOU include sexual orientation and gender
identity be under the non-discrimination clause.

8.3. Mayor's Appointments to City Commissions and Committee
Christine Sevier, Dublin resident, provided public comment.
The City Council confirmed the Mayor's appointments, which includes, re-
appointment of Scott Mittan and the appointment of Janine Thalblum, each to
four-year terms which expire in December 2022; and the appointment of Dawn
Benson to a two-year term which expires in December 2020 to the Planning
Commission; and
The re -appointment of Ankita Sharma and Janet Songey, each to four-year terms
which expire in December 2022; and the appointment of Candy Velasco, to a
two-year term which expires in December 2020 to the Human Services
Commission; and
The re -appointment of Joe Washington, and the appointment of Sameer Hakim
and Kristen Speck, each to four-year terms which expire in December 2022 to
the Parks & Community Services Commission; and
The re -appointment of Kathy Blackburn, and the appointment of Gina Gabriel)
and Steve Minniear, each to four-year terms which expire in December 2022 to
the Heritage & Cultural Arts Commission; and
The appointment of Christine Sevier, Michele Wayland and Susan Wood, each to
four-year terms which expire in December 2022; and the appointment of Susan
Miller to a term which expires in 2020 to the Senior Center Advisory Committee..

8.5. Appointment of Delegate to Attend the National League of Cities
Congressional City Conference and Designation of Voting Delegate for the
2019 National League of Cities Annual Conference

By consensus, the City Council selected Cm. Josey and Cm. Kumagai to attend
:the National League of Cities (NLC) Congressional City Conference in March
2019, and appoint Cm. Josey as its voting delegate, and Cm. Kumagai as its
alternate; and selected Vice Mayor Hernandez to attend and vote on the City's
behalf at the City Summit in November of 2019 with Cm. Goel being the
alternate.
8.6. City Council St. Patrick's Day Parade Participation
The City Council received the report and selected the cable car option for
participation in the St. Patrick's Day Parade.

9. Other Business — Brief information only reports from City Council and/or Staff,
including committee reports and reports by City Council related to meetings attended at
City expense (AB1234).
By consensus, the City Council directed Staff to invite CityServe of Tri-Valley so they
can present what the organization does.
By consensus, the City Council requested that Staff bring back a report of different
options to make intersections safer including the possible use of rumble strips.
By consensus, the City Council requested Staff to bring back a report that would
consider adding alternates to commission/committees.
10.Adiournment
The meeting was adjourned at 10:22 p.m. in honor of Staff Sgt. Sean Diamond and all
of our fallen troops.
