2.1. Public Comment
At this time, the public is permitted to address the Planning Commission on non-agendized items. Please step to the
podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In
accordance with State Law, no action or discussion may take place on any item not appearing on the posted ag enda. The
Planning Commission may respond to statements made or questions asked, or may request Staff to report back at a future
meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the
proper procedure to place an item on a future Planning Commission agenda. The exceptions under which the Planning
Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code
Section 54954.2(b)(1)(2)(3).
3. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval by the Planning
Commission with one single action. Members of the audience, Staff or the Planning Commission who would like an item
removed from the Consent Calendar for purposes of public input may request the Chair to remove the item.

5. PUBLIC HEARING
5.1. Volvo Cars of Dublin—Site Development Review and Conditional Use Permit
(PLPA-2017-00053)
The Planning Commission will consider a request by the applicant, Jeff Qvale, for a
Site Development Review Permit to complete a façade remodel, addition of 3,560
square feet to an existing 20,120 square foot building, and demolition of a 2,480
square foot building; and a Conditional Use Permit to operate an automobile/vehicle

sales and service facility (Volvo Car Dealership) located at 6430 & 6440 Dublin
Court.
STAFF RECOMMENDATION:
Disclose ex-parte contacts, conduct the public hearing, deliberate and adopt the
following Resolutions: a) Approving a Site Development Review Permit for a façade
remodel, addition of 3,560 square feet to an existing 20,120 square foot building, and
demolition of a 2,480 square foot existing building; and b) Approving a Conditional
Use Permit to operate an automobile/vehicle sales and service facility (Volvo Car
Dealership) at 6430 & 6440 Dublin Court.

7. NEW BUSINESS
7.1. Report on Dublin Unified School District’s Proposed Acquisition of the Dublin
Ranch Area G Property and General Plan Conformity
The Dublin Unified School District (DUSD) is considering the acquisition of real
property within the City of Dublin for use as a public school. The subject property
consists of approximately 25.1 acres located at the southeast Corner of Chancery
Lane and Central Parkway, known as Area G or more commonly known as “The
Promenade” property. The majority of the site has a General Plan land use
designation of Neighborhood Commercial, with a smaller portion designated
Public/Semi-Public.
In accordance with Public Resources Code 21151.2, DUSD provided the City with
written notification of its proposed acquisition, which provides the Planning
Commission with an opportunity to investigate the proposed site and provide a
written report of the investigation and recommendation. In addition, per Government
Code section 65402, prior to DUSD acquiring the property, the Planning Commission
must review the proposal for consistency with the General Plan.
The proposed use of the site for a school is inconsistent with the existing
Neighborhood Commercial land use designation in the General Plan. Understanding
that DUSD has identified the need for an additional school site, if the District
proceeds with the proposed site acquisition and uses their ability to override
applicable zoning ordinances, recommendations are provided in order to help ensure
compatibility with the surrounding uses.
STAFF RECOMMENDATION:
Staff recommends that the Planning Commission approve the Written Report of the
Planning Commission to the Dublin Unified School District pursuant to Public
Resources Code §21151.2 and Government Code §65402, for submission to the
Dublin Unified School District.
