' / ,' 19 � �, AGENDA STATEMENT SENIOR CENTER ADVISORY COMMITTEE MEETING DATE: July 2, 2009 SUBJECT: Modifications to Senior Center Advisory Committee Bylaws Report Prepared by Paul McCreary,Assistant Director of Parks and Community Services ATTACHMENTS: None RECOMMENDATION: Receive report and recommend approval of proposed Bylaw changes to the City Council. FINANCIAL STATEMENT: None DESCRIPTION: At the June 11, 2009 meeting of the Senior Center Advisory Committee, the Committee Members reviewed the responsibilities of the Advisory Committee as contained in the Bylaws and Rules of Procedure. As a result, the Advisory Committee voted to recommend to the City Council that the Bylaws be amended as follows: II. COMMITTEE COMPOSITION AND METHOD OF APPOINTMENT C. One member of the Parks and Community Services Commission shall serve as a nen- voting member of liaison to the Advisory Committee. V. OFFICERS C. Duties of Officers. The Chairman performs the following duties: 4. Represents the Advisory Committee before the Parks &Recreation Community Services Commission and City Council, or designates a representative. ADDITIONAL CHANGE PROPOSED BY CITY COUNCIL REGARDING OFFICERS At the June 16, 2009 meeting of the City Council, the Council reviewed the proposed changes to the Planning Commission Bylaws. The Planning Commission proposed, and the City Council concurred, that the position of Chairperson and Vice Chairperson be rotated every year. Further the Council directed Staff to include the same change in the Bylaws for the other Commissions and Committees. OFFICERS • A. Election and Term of Office. The Chairperson and Vice Chairperson are elected by the majority of the Advisory Committee for a 1-year term and hold office until their successors are elected, or until their terms as members of the Advisory Committee expire. The officers are elected at the first meeting of the Advisory Committee in Deeember January of each year. Elections, whether regular or to fill vacancies shall be held only if a majority of the Advisory Committee members are present. The Advisory Committee shall. unless no Committee Members meet the criteria, elect Community Members to the positions that have not previously served in the position and that have not declined the appointment, with the intent that no on should serve in the position for two consecutive years. The secretary to the Advisory Committee will be the City Manager or his or her designate. RECOMMENDATION: Staff recommends the Advisory Committee receive the report and recommend approval of the proposed Bylaw changes to the City Council. Page2of2
