FINANCIAL STATEMENT: None
DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreation, social and cultural programs in the areas of playgrounds, preschool, teens, sports,
special events, leisure classes, seniors and aquatics. Following is a summary of spring programs.
RECREATIONAL ACTIVITIES
Various recreational classes are taught by contracted instructors to serve community members of all ages.
The majority of the classes were taught in six to eight week sessions although some classes are less than
eight weeks and others are offered as a one time workshop. There were 52 recreational classes offered
during spring 2010. Attachment 1 is a detailed report of class registration. Popular children's classes
during the spring included Ice Skating, Jujitsu, Gymnastics, Karate, and Pee Wee Playtime. Popular adult
classes included Hatha Yoga, 5k/10k Running Clinic, and Pilates. Following is a summary of
registration.

There was a 20% decrease in registration for spring classes. This is primarily due to the reduction in the
number of classes that started during the spring months. This year the winter and spring quarters were -
combined to reduce the costs associated with publishing the Activity Guide. More of the classes during
the quarter started between December and February than between March and May. It should be noted that
the number of classes cancelled was significantly less than last year and the average attendance per class
remained relatively the same.
FAMILY SERVICES
After School Recreation
After School Recreation is a supervised activity program for children in first through fifth grades. The
program operates on school days at all public elementary schools. Participants engage in a variety of
activities such as indoor and outdoor games, arts and crafts, special events and quiet time for homework.
Every other month Staff coordinates a special event on Mondays at each site called"Monday Fundays".
The After School Recreation program provides youth the opportunity to participate in recreational as well
as educational activities in a safe and supervised environment. There were 248 youth registered for the
spring session, which was a decrease of 18 (7%), compared to last spring, and 16 (7%) less participants
than the fall session of this school year. Following is a summary of registration for spring..

Student Union After School Program
Student Union is an after school recreation program designed specifically for middle school students. It
provides a safe place after school to engage in positive activities that will enhance social, intellectual,
physical and emotional development. An emphasis is placed on academic enrichment and
recreation/leisure enrichment. Student Union programs are held in two eighteen-week sessions at Wells
Middle School and Fallon School. The program offers a variety of fun activities and features the popular
homework hub. Daily activity themes include fitness, music, art, dance, games and free time. There were
73 students registered for session II, which was a 14% increase compared to the prior year. It is a 36%
decrease from the fall session of this school year, which is a similar decrease as last year between the fall
and spring sessions. Following is a summary of registration for spring 2010.

Spring Break Camp
Spring Break Camp is a full-day camp for children in first through fifth grades that includes a variety of
recreational, social, and educational activities. Activities were based on a spring theme and included
crafts, indoor and outdoor games, sports, excursions, and special projects. Camp was offered during the
time the elementary schools were closed for Spring Break. Spring Break Camp provided youth an
opportunity to make new friends and participate in a safe and healthy environment. Spring Break Camp
took place Monday through Friday from 9:00 a.m. to 5:00 p.m. There was an extended care option that
was offered to participants which was from 7:00 a.m. to 6:00 p.m. There were 11 registered participants,
which was a decrease of six campers compared to the prior year. This may be due to the addition of new
spring break sports camps. Registration for all spring break camps including sports was 81 which was a
25% increase over the prior year.

PRESCHOOL
The Dublin Preschool Program provides recreationally-based classes with opportunities for social and
educational development. Activities include games and learning activities, outdoor play, arts and crafts,
music, story time and circle time. As a result, participants are able to make new friends and engage in
many activities that enhance the development of their motor skills, and promote health and wellness. The
preschool also prepares students to be successful at the kindergarten level.
Registration for the Preschool reached a record number this spring, with 296 students in fifteen classes.
The significant increase (126%) is due to the expansion of the Preschool Program to two campuses.
Despite doubling the capacity of the program, there were still 43 people on the waiting list for the
program. There were 111 participants enrolled in the Three-Year Old Classes, 162 participants in the
Four-Year Old Classes, and 21 in the Junior Kindergarten class level. Following is a summary of

SENIOR CENTER
The Dublin Senior Center offers a variety of activities designed to promote healthy lifestyles for seniors
of all ages. The following is a summary of attendance during the spring quarter over the last five years.

Attachment 2 is a detailed Attendance Report. The total attendance increased by 9% this past spring
compared to last, despite several Amador Valley Adult School and other classes being cancelled. The

Center is well-utilized by regular patrons, and often seniors stop by to just "hang out", use the internet,
watch television, or play a game with a friend. Staff continues to develop and add new classes to keep .
activities fresh in hopes to increase attendance and revenue. Several new contract and volunteer instructed
classes were added this quarter. New contract classes included Balance Your Balance, Joint Relief, Foot
Exercise,NIA (Non Impact Aerobics) and Latin Rhythms Exercise and Dance. Volunteer based activities
included Sing-Alongs, Jam Band, and Urban Explorers. During this quarter a new instructor was also
found for the AARP Safety Driving course.
TEEN PROGRAMS
Teen Events
A variety of teen events are implemented to offer teens in the community a specific activity for their age
group. Five events were offered this spring including the Tri-Valley Teen Job Fair, Dub Town Jam, Battle
of the Bands, and an Improv Comedy Night. The Broomball and Lock-in events were cancelled due to
lack of pre-registration. Staff has determined events that require a commitment in advance are not
popular with teens.
The most popular event was the Job Fair. The cities of Dublin, Pleasanton, and San Ramon partnered
with the Women's Club of Dublin and San Ramon to conduct the event. Over 1,000 teens attended the
event at the San Ramon Senior Center. There were over 20 local employers recruiting onsite, mock
interviews and resume writing workshops.
Music events continue to be popular with teens. The Battle of the Bands took place at the Dublin Senior
Center and over 125 people attended the event. A new event this year was the Improv Comedy Night
event at the Dublin Senior Center. There were 30 people in attendance to watch improvisational comedy
skits performed by the Dublin High School Improv Group and Creative Improv from Pleasanton.

Teen Website
The DubTownTeens.com website provides a means for getting the word out to teens about the many
things to do in Dublin, from recreation and entertainment to jobs and volunteer opportunities. The site
also has "Feature Stories" and other information pertaining to teen issues. The website is also a resource
for teens to find information on social and educational subjects. The Youth Advisory Committee
provides input to Staff on website content. The following is a summary of the use of the website during
the spring.

The visits indicate the number of users who visit the site. The number of hits is calculated.by every time
the user clicks their mouse when using the website. The most popular page visited on the site, during this

time period, not including the home page, was the jobs page. The second most visited page was the

"Things to do" page. The third most visited page was the resources page where visitors find information
on social service issues.
The significant decrease is due to the fact that in the past www.DubTownTeens.com was the only place
you could view the Dublin High School student newspaper. That publication is now available through the
High School website. Due to budget reductions the teen website was eliminated but there will be a teen
page on the City website. The DubTownTeens.com domain name will still be active and will direct people
to the teen page on the City website.
SPECIAL EVENTS
St. Patrick's Day Festival
The 2010 Dublin St. Patrick's Day Festival was another great event with both attendance and vendor
participation slightly higher than in 2009. An expanded marketing campaign included print media, radio
advertising and TV commercials with COMCAST and NBC-11. Festival components included three
stages of authentic Irish music, an International Food Court, sheep herding and an Irish Tea Cottage
which featured a Celtic Harpist, storytelling, crafts, knitting and tea. Traditional festival activities
included arts and crafts vendors,roaming entertainment, and of course, Irish dancing.
The Dublin Sister City Association officially kicked off the weekend with the Green and White Gala on
Friday evening at the Dublin Senior Center. On Saturday morning the Alameda County Firefighters
Local 55, held a Pancake Breakfast at Station 16 raising almost $2,500 to help local charities. The Lions
Club's annual St. Patrick's Parade had 2,300 participants, 24 floats, eight bands and five equestrian
groups. On Sunday morning the City sponsored the 12th Annual Shamrock 5K Fun Run and Walk which
garnered the largest number of participants to date. Dublin Boy Scout Troop 905 handled the
environmental waste and recycling as well as 12 other local non-profit groups participated in the
Community Worker program and provided over 650 volunteer hours to the event. Following is a table
summarizing vendor participation and event attendance.

Shamrock 5K Fun Run and Walk
The City sponsored the 12th Annual Shamrock 5K Fun Run and Walk as part of the St. Patrick's Day .
activities. There were 1,611 people registered for the event, a 27% increase from the previous year. A
new marketing emphasis promoting the event at Dublin schools and to running clubs helped to increase
attendance. Additionally a larger mailing list of runners was purchases this year for the registration flyer.
The assembly area of the race was located in the California Custom Carpet parking lot on Dublin
Boulevard across from the Civic Center. The assembly area included an information booth, registration
booth, t-shirt booth and various sponsor booths. Upon completion of the race, runners were treated to
refreshments including pizza, pastries, fruit, and water. A volunteer DJ provided post-race entertainment
in the Civic Center Plaza.

Family Sports Fest
On Sunday, April 11, the 4th Annual Family Sports Fest was held at Dublin High School and the Swim
Center. Outdoor events such as Major League Baseball's "Pitch, Hit and Run" competition were rained
out and the Swim Center was used to accommodate the event indoors. The Dublin Falcons provided
volunteers and promoted their organization. Other local sports organizations were scheduled for outdoor
events and did not attend based on the weather. Velocity Sports and Skyhawks attended to promote their
programming with the City. Only 50 participants attended due to the heavy rain.

Spring Eggstravaganza
The Eggstravaganza is a popular family event for all ages. Children could participate in an egg hunt, face
painting, crafts, party jumps, petting zoo, carnival games, and even take their photo with Peter Rabbit.
The Eggstravaganza event provided youth and families an opportunity to experience recreational activities
for personal enjoyment. The event also helped strengthen community image and create a sense of place
for families in Dublin. There were 495 registered participants, which was an 8% increase•over last year.

SPORTS
Adult Basketball Leagues
During the spring quarter, a total of 22 teams participated in three leagues (Men's 5-on-5 "C & D" and
Men's 4-on-4, 30 years and older). The 5-on-5 leagues began in May and concluded in August. The
Men's 4-on-4 league has a 30-year and older age requirement. The 4-on-4 league began in March and
concluded in June. There were two less teams registered for the basketball leagues than the previous year.

Adult Bocce
Adult Coed leagues were held on Wednesday and Friday evenings. Two bocce courts are located at
Emerald Glen Park. The Bocce leagues began in April and concluded in July. One more team was
registered than the previous year.

Adult Softball Leagues
During the spring, one softball league was conducted with a total of 11 teams. The league was a
combination of Coed and Business Coed teams. The spring league was held at the Dublin Sports Grounds
on Thursday evenings. It began in April and ended in July. One less team was registered than the previous
year. Full capacity for the league is 12 teams.

Open Gym
Open Gym Drop-In Basketball was held at Fallon Gym on Monday evenings and continued to be offered
at a later time to attract the market of residents who are commuting and have busier schedules.
Unfortunately, Fallon Gym became unavailable on the advertised day, prompting a change of days of the
week. This was the major reason for a 50%decrease in attendance from last year's 5-year high.

Senior Sports
A 50 + tennis group was offered in the spring and reached its minimum of four participants. 50+ tennis
will be repeated in the fall quarter and 50+golf lessons will also be introduced at that time.
Teen Sports Events
The City offered teen sports tournaments providing an opportunity to compete against peers in sports-
related activities, while also promoting socialization and the benefits of fitness. Kickball did not reach the
minimum necessary to hold the event. March Madness basketball gave winning teams the opportunity to
represent Dublin in a final round versus the City of Pleasanton's teams. The qualifying round and the
finals took place at Stager Community Gym. Divisions were based by grade attended.

Contracted Sports Programs
The City offers several sports and fitness classes through independent contractors. During the spring the . `
City offered classes through Arora Tennis, Dublin Ranch Golf Course, Kidz Love Soccer, Make Me a
Pro, Velocity Sports and Wee Hoop. In addition this year the City offered several new youth spring break
sports camps through independent contractors. A total of 397 people registered for spring contracted
sports programs, which was a 31% increase compared to the prior spring. Tennis lessons, basketball
classes and Spring break camps were responsible for the increase. Following is a summary of registration.

AQUATICS
Operations at the Dublin Swim Center began in April for the Dublin High School Swim Team. This
starting date was later than normal due to a necessary heater repair. Recreational Swimming began during
the Spring Break and continued on weekends through Memorial Day weekend. The Dublin High School
Physical Education Department utilized the facility to teach swimming to freshmen for four weeks in
May. Two sessions of the Learn-to-Swim classes were held in May and early June.
Recreational Swimming
The total attendance numbers during Recreational Swimming decreased 19%. Daily family pass use
increased but single visit admissions were down. The Swim Center was open for 23 days for Recreational
Swimming as compared to 29 days last spring. Additionally this was an unseasonably rainy spring.

Spring Learn-To-Swim Program
During the spring, 150 people participated in swim lessons, which was.a decrease of 48% from last year.
This decrease occurred mainly in the Parent / Tot and Pre-school levels. Due to the uncertain timing for
the completion of the heater repair, the Spring Break lessons were cancelled, which also contributed to
lower registration numbers as there were 45 registrations during Spring Break in 2009. The spring Learn-
to-Swim schedule included two three-week weekday sessions, one four-week Saturday session, and one
four-week Sunday session.

Competitive Stroke Lessons
This program offers instruction in competitive swimming stroke technique, starts, turns and finishes.
There were 56 youth registered in the program, which was a 20% decrease from last year and may be due
to the cancellation of the early spring session due to the heater repair project.

Fitness Programs
The City's fitness programs include Water Aerobics and Lap Swimming/Water Walking. Certified water
exercise instructors provided the aerobics instruction. Water Aerobics classes were offered Monday
through Thursday at noontime and in the evenings. There was a 40% decrease in full program
registrations and a significant decrease in drop-in attendance. The decrease in drop-in attendance was due
. primarily to the cancelling of the noontime classes and the Monday/Wednesday evening classes due to
low attendance.
Lap Swimming and Water Walking was conducted Monday through Thursday in the evenings. Lap swim
attendance decreased significantly due to the Tri-Valley Aquatics swim team not utilizing the Swim
Center. The Tri-Valley Aquatics swim team preferred the new Las Positas Community College aquatics
complex, which allows them to practice year-round.

American Red Cross Guard Start and Water Safety Instructor Aide Course
This course, which combines the American Red Cross Guard Start and Water Safety Instructor Aide
courses, is offered to those entering the 7th grade through 15 years of age. The class focuses on
prevention, response, fitness, leadership, and professionalism. It teaches valuable lifesaving skills, swim
instructor skills,job skills, teamwork, communication, and customer service. This course is a requirement
to volunteer in the Junior Aquatic Water Safety (JAWS)program.

American Red Cross Lifeguard Training
This course was offered during Spring Break and again in May. There were 29 participants registered this
spring representing a 21% increase and a five year high. Those completing the program received
certification in American Red Cross Lifeguard Training (includes First Aid), CPR for Lifeguards, and
Administering Emergency Oxygen. Four of the participants were subsequently hired by the City of
Dublin as Lifeguards, which is one of the benefits of offering these courses.

American Red Cross Water Safety Instructor Class
This course is available to participants 16 years or older and provides specific training on how to conduct
courses in the American Red Cross Learn to Swim Program. Along with learning basic instructional
techniques, participants learn how to instruct children, adults and those with disabilities. There were eight
students this spring, which was a decrease of two compared to the prior year.
