Adopt Resolution • FINANCIAL STATEMENT: None DESCRIPTION: On May 16, 2006, the Dublin City Council adopted a Resolution establishing a policy for the development of Heritage and Cultural Arts Program Fees and Charges. This Resolution also authorizes the Parks and Community Services Director, with the approval of the Heritage and Cultural Arts Commission, to set fees for heritage and cultural arts programs and services. By implementing the Resolution, Staff is allowed the flexibility to adjust heritage and cultural arts fees as needed and, in addition,to establish fees for new programs and services in a timely manner. The Heritage and Cultural Arts Division develops many programs in which registration and reservation fees will typically at least cover direct program costs. On an annual basis, Staff undertakes a review of the expenditures and revenues related to various Division programs and institutes fee adjustments as necessary. Staff also reviews the fees charged by other local agencies to determine if the proposed fees are comparable to the market average. The Division budget for Fiscal Year 2008-2009 is $535,744. This budget funds the Heritage and Cultural. Arts Manager, the Heritage Center Director and the Heritage and Cultural Arts Commission, as well as the programs, activities and facilities associated with heritage and cultural arts. In addition, several new programs and projects have been added to the budget in Fiscal Year 2008-2009 including: • Film Series and Volunteer Holiday Tea program • Dedicated Website for the Heritage Center • Virtual Tours of the Journey Museum and the City's Public Art COPIES TO: ITEM NO.: 6.1 G:\HERITAGE COMMISSION\AGENDA STMTS\2008\10-9=08 Fee Resolution.doc • Funding to the Dublin Fine Arts Foundation for general operating support • In all, it is anticipated that $140,995 in revenue will be generated through program fees, church rentals and burial fees; thus,the net cost for the Heritage and Cultural Arts Division is$394,749. For Fiscal Year 2008-2009, Staff wishes to establish fees for certain programs,which will be reviewed by the Heritage and Cultural Arts Commission on an annual basis. Following are the current fees that are proposed for Fiscal Year 2008-2009: Heritage Center Tours Tours fulfill the fundamental purpose of the Dublin Heritage Center and continue to bring in scores of visitors from schools and various groups. Admission to the museum is free during regular museum hours; Wednesday through Sunday from 1:00 pm to 4:00 pm and Tuesdays 6:00 pm to 9:00 pm. Group tours are available by appointment during regular hours or by arrangement. Group tours require a reservation of ten or more individuals. The fee is $2 per person for school groups and non-profit groups, and $4 per person for"for profit"or commercial groups. Heritage Center Workshops The Heritage Center Workshops are held ten times per year from September through June, on the first Saturday of the month. Activities include aspects of culture, education and history and are for the whole family, especially children. Each program is theme based and usually includes crafts, demonstrations, music and take home projects. The fee for the Workshops is$5 per participant. Film Series This year, four films will be offered for the first time on the big screen at St. Raymond's Church. Each film will be shown on the second Saturday of the month; October 1.1, November 8, December 13, and January 10. Refreshments will be on sale and the fee is $3 per person. Victorian Holiday Tea This new program provides an opportunity for participants to enjoy the holiday season at a leisurely afternoon tea complimented by delicious finger foods and music on Sunday,November 30th, at the Dublin Heritage Center. The fee for the Holiday Tea is $20 per person. Winter Concerts The City offers four Winter Concerts each year during the months of November, December, January and February. For a standard 1 to 2 hour concert/program, the fee is $10 adults, $5 youth 6-12 years and $3 youth 5 and under. For a concert/program less than 1 hour(this year, the Bay Bells December concert will be approximately 40 minutes — 2 concerts) the fee is $8 adult, $5 youth 6-12 years and $3 youth 5 and under. In the event that there is no cost to the City for entertainment, concerts are offered free of charge (this year,the November Air National Guard Band concert is free to the public). Additional Programs—No Charge Some programs offered by the Heritage and Cultural Arts Division are offered free to the public as a way to develop a sense of pride in the community. These programs can be either educational or entertaining in nature, and include the annual Summer Concert Series and Heritage Center Museum Exhibits. 2 of 3 S e RECOMMENDATION: Staff recommends that the Heritage and Cultural Arts Commission receive the Staff presentation, open the Public Hearing, receive public testimony, close the Public Hearing, deliberate and adopt the Resolution Adopting a Fee Schedule for Heritage and Cultural Arts Programs (Attachment 1). • 3 of 3 RESOLUTION NO. 01 —08 A RESOLUTION OF THE HERITAGE AND CULTURAL ARTS COMMISSION OF THE CITY OF DUBLIN * * * * * * * * * . ADOPTING A FEE SCHEDULE FOR HERITAGE AND CULTURAL ARTS PROGRAMS WHEREAS, the City Council adopted Resolution No. 75-06 resolving that fees and charges for all heritage and cultural arts program and services shall not exceed the estimated reasonable cost of providing the program or service; and WHEREAS, Resolution No. 75-06 authorized the Parks and Community.Services Director; with the approval of the Heritage and Cultural Arts Commission, to establish fees.and charges for all heritage and cultural arts programs and services; and -. WHEREAS, a.Fee Schedule for Heritage Center Tours was adopted by City Council Resolution 74-06; and WHEREAS, a number of new programs have since been introduced which require that fees be adopted; NOW, THEREFORE, BE IT RESOLVED that the Heritage and Cultural Arts Commission does hereby adopt the fee schedule as shown below: Heritage Center Tours .
