RECOMMENDATION: Receive presentation from David Kriozere and provide appropriate
direction to Staff
FINANCIAL STATEMENT: None
DESCRIPTION: Correspondence has been received from Dublin resident David
Kriozere suggesting a new program for the City of Dublin, JazzMasters Workshop (Attachment 1). As
described in his letter, JazzMasters Workshop, free jazz music ensemble performance and
mentoring for children. Mr. Kriozere indicate that he has spoken with the Founder and Executive
Director, Bruce Forman, who has indicated a willingness to customize a program for the City of Dublin.
In order to gain additional information, Staff accessed the JazzMasters Workshop website and information
about JazzMasters and the programs they offer is Attachment 2.
In discussing the JazzMasters Workshop with Mr. Kriozere, he suggests that the City take the lead is the
organization of this program and that contact be made with the Dublin Unified School District regarding
co-sponsorship of the program. Although he has gained the support from School Board President Randy
Shumway, support of the program from School District Staff is still needed.
In reviewing the information from the JazzMasters website, Staff would concur that it is a program worthy
of further investigation. However, as the Heritage and Cultural Arts Supervisor who would have
responsibility for a program of this nature is on leave until February 2004, any additional investigation on
behalf of the City would need to be deferred until that time. Staff would also like to point out that since
this program was not included in the annual budget or work program for the Heritage and Cultural Arts
Division, if there is a staff or budgetary impact resulting from this program, it will need to be referred to
the annual goals and objectives study session for consideration for the next year.
It is the recommendation of Staff that the Heritage and Cultural Arts Commission receive the presentation
regarding the JazzMasters Workshop from David Kriozere. If the Commission supports the program
concept, Staff will conduct further investigation of the program to determine the feasibility of offering the
program for the upcoming summer 2004 or whether it will need to be deferred for consideration as part of
the 2004 Goals and Objectives Program.

Dear Ms.Lowert,
Thank you for discussing with me the process for working with the Parks & Recreational
Department for exploring about developing a new program.
The program I wish to introduce is Jazz Masters Workshop,which provides free jazz music
ensemble performance and mentoring for children. You may learn more about them at
www.jazzmastersworkshop.org which includes a short video, testimonials, success stories,
descriptions of their programs, etc. Jazz Masters Workshop has significant human
resources on their Board of Directors, Advisory Board and Mentors. Having spoken with
their Founder and Executive Director, Bruce Forman (who is recognized as an
internationally acclaimed jazz musician), they indicated a willingness to customize a program
for us. Bruce lives in Carmel Valley,and is willing to meet with us or talk over the phone.
Mayor Janet Lockhart and School Board President Randy Shumway have indicated support
for this program. Possibly Cutural/Heritage Arts and the School District could jointly offer
this program? From discussing this with a number of parents, there seems to be a definite
interest for offering the program over the summer initially. If there is sufficient interest,
this could then be expanded to a year-round program. In either case, it would be good to
. work with the Dublin School District's music teachers to design a program that
complements the music instruction offered within the schools.
I would like to include this topic on the agenda for the January 8 Heritage & Cultural Arts
Commission meeting. The purpose would be to offer Jazz Masters Workshop beginning in
Summer of 2004.

The After School Workshop

The Jazz Workshop

This program focuses on Jazz Performance. It brings together top jazz musicians with young players in an
• exciting club-like performance atmosphere. In addition to learning new tunes and techniques,students in
this program also learn the disciplines of rehearsal, improvisation,and performance by actually working
and playing with successful working musicians in front of a live audience or in a recording studio.

The Guitar Workshop
This program is all about Guitar. It provides an easy and economical way for established school music
programs to better serve the needs of guitar students. It is a turn-key program providing training
materials, instruments,expertise,and mentors,for implementing guitar-oriented music education and
performance opportunities.
