FINANCIAL IMPACT: The recommendation includes a request for a General Fund contribution of $5,000 to offset equipment and other costs associated with the Battle of the Bands and Dance Competition. RECOMMENDATION: Receive the Report and recommend City Council approval of $5,000 General Fund support for a youth Battle of the Bands and Dance Competition at a Farmers’ Market in late summer 2016. DESCRIPTION: The Youth Advisory Committee received a proposal from Dublin youth resident Nikolai Peram, requesting $5,000 to conduct a ‘Youth Expo’ event showcasing the talent of Dublin youth. Initially Mr. Peram hoped to offer a youth volunteer-run ‘Youth Expo’ with five separate talent showcase events in conjunction with the 2016 Splatter Festival. The events proposed were: an art exposition, dance competition, battle of the bands, hack-a-thon and a film festival. Staff estimated that approximately 275 hours of volunteer time and more than $17,000 in funding would be needed to produce the proposed Youth Expo event at Splatter. In light of the fact that Splatter 2016 is scheduled for the same day as Dublin High School’s Homecoming, the Youth Advisory Committee questioned whether there would be sufficient participation from Dublin teens. They also were reluctant to make such a large time commitment on behalf of the incoming 2016-17 Advisory Committee. However, the Advisory Committee was very supportive of the general idea of events Page 2 of 2 showcasing youth talent and suggested several alternatives, including incorporating individual youth talent showcase events at City-sponsored and Youth Advisory Committee events. Mr. Peram considered the Youth Advisory Committee’s suggestions and consulted with Staff, before returning at a subsequent meeting to present a revised request. The Youth Advisory Committee voted to recommend the Parks and Community Services Commission recommend City Council approval of General Fund contribution of $5,000 towards a youth battle of the bands and dance competition at a Farmers’ Market event this summer. NOTICING REQUIREMENTS/PUBLIC OUTREACH: A copy of this Staff Report was provided to Mr. Peram. ATTACHMENTS: None.
