The Institute for Local Government is the lead organization for this project. The Institute for Local Government is a nonprofit organization affiliated with both the League of California Cities and the California State Association of Counties. Their responsibility is to provide information and assistance that helps local governments do their work well. The focus of the dialogue is to ask Youth Commissioners the following questions: • What do you think local government officials need to know about how to establish and maintain effective and empowered youth commissions? • Commissioner's thoughts will help the Institute develop a written guide for local officials on how to establish youth commissions in their communities. What are the topics that Youth Commissioners would like to see covered in future dialogues with other youth commissioners statewide? Is an online format sufficient, or would another approach work better? Staff will provide information to Youth Advisory Committee Members on how to register and participate in the web dialogue with other Youth Commissioners statewide. RECOMMENDATION: Staff recommends that the Youth Advisory Committee receive the report. Our job is to provide information and assistance that helps local governments do their work well.. One of the things we focus on is civic engagement—how local residents add their views into local government decision making. We have identified 102 commissions so far, and we've sent this list to your - youth commission advisor. We recently sent you a copy of a list of 102 city and county youth commissions in California that includes the ATTACHMENT 2 4/17/2007 Page 2 of 3 names of the respective staff person for each commission. This is the list to which this email is being distributed. • I'm the program director of the Collaborative Governance Initiative, a program of the Institute for Local Government. We're the ones who put together the list of youth commissions. The Institute is the nonprofit arm of the California State Association of Counties and the League of California Cities. The Collaborative Governance Initiative encourages effective and inclusive public involvement practices by local governments, and we see our support of youth commissions as part of this mission. We have two things we'd like to ask of you. 1. We are about to launch our effort to put together a"Local Official's Guide to Developing Effective Youth Commissions." We receive a number of requests on this topic from local officials and we plan to gather information from California and elsewhere and create a simple guide that will contain useful info to initiate and maintain successful youth commissions. We will be drawing on a number of sources for this brief publication, including youth leadership groups, the California Park and Recreation Society and youth commissioners themselves (see the item below). And we would very much appreciate the thoughts you have on the subject that you'd like to share. This can be done in any way and in any form you'd like: email note, sending us useful reference material, or calling us up. With the support of the Wallace Alexander Gerbode Foundation, we plan to hold a free web dialogue for youth commissioners throughout California on May 13th-16th. We are calling it "Youth Commissioners Speak" and we will ask participating youth to: a) discuss and identify the topics they would find useful for these online dialogues (and the form they should take); and b) offer their thoughts about what they think the content should be for our"Local Official's Guide to Developing Effective Youth Commissions." We have asked WestEd to set up and manage this dialogue for us. Our staff and the author of the • planned Guide will participate. Given the constraints of the funding, we have to get this first dialogue going before the end of May. We are respectfully asking if you would identify one or more (or all!) youth commissioners who might be interested in participating and give them the URL so they can register before the first day of the web dialogue (May 13th) You are of course welcome to access and view the initial set-up now (it's still under development at the moment) at: http://www.webdialogues.net/ilg/youth speak. Instructions for Youth Commissioners on How to Register: To register, youth commissioners should visit the site: http://www.webdialogues.netlilq/youth speak • Upon reaching this page please take a moment to read the main page. It will provide more details about what the dialogue is about and what we hope to achieve. To participate in the dialogue you will need to register. This process is fairly easy and each individual person can create their own,personal login. To do 4/17/2007 . Page 3 of 3 this, there is a "Register to participate" link in the upper right hand corner and one included in the home page text. Once you click on that you will enter your e-mail address. Check your e-mail and you will have a link to the registration form. The registration process includes creating a username, password, etc. We will also use this e-mail to send registered individuals a reminder that the dialogue is approaching a few days beforehand. You are now free to visit the web dialogue. The top list of links will further provide you with information about the web dialogue and how it works. This May 2007 web dialogue will be primarily for youth commissioners, however for privacy purposes they will be identified by first names and first initial of last names only, and their email addresses will not appear on the site. Staff may also participate if they wish (also following the instructions above) and will be designated as staff in the dialogue. Obviously we hope the voices of the youth commissioners themselves will predominate. Those commissions that have one or more youth members participate will be acknowledged as contributors to the Local Official's Guide to Effective Youth Commissions. Once the Guide is drafted, we plan to reopen the dialogue (much later this year) and ask youth commissioners and commission staff to offer comments. Jeff Porcar and Chantal Kurpiewski from our office will be following up this email with a phone call to you to see if any of your commissioners would be interested. We know this is pretty last minute as these thing go, but we're going about as fast as we can within the requirements (and timing) of our funding. If you have a commission meeting between now and May 13th you may want to discuss the planned web dialogue agenda, if this of interest to you and your commissioners. Also, we have been viewing the email traffic among commission staff having to do with ideas for various forms of communication among commission member and staff. We're glad the list we've put out is getting used and wish you well with whatever joint efforts you decide to pursue. If we can be helpful, let us know. I haven't thought it through but I suppose there could be a joint proposal back to our funders that would ask them to fund whatever communication vehicles among commissions that might be useful. Anyway, that's a discussion we'd be happy to have if local commissions are interested. Sorry for the long email.
