RECOMMENDATION Approve St. Patrick's Day Celebration and
authorize issuance of parade permit
FINANCIAL STATEMENT $2, 500 is available in the FY1987-88 Budget
DESCRIPTION Saturday, March 19, 1988, is the date of the 5th
Annual St. Patrick' s Day Celebration. As in past years, the Dublin-San
Ramon Lions Club will sponsor a parade and dinner/dance, while the City
sponsors the community celebration. Tentative plans made to-date are as
follows :
Parade
The parade will begin at 10: 00 a.m. , with the route to be the same as last
year. The staging area will be Regional Street which will be closed to
traffic. The parade will proceed west on Amador Valley Boulevard, south on
Amador Plaza Road, east on Dublin Boulevard, north on Village Parkway.

Ralph Hughes, Parade Chairperson, has met with representatives from the
Police Department and the Public Works Department to secure their approval
of the parade route. Both departments will provide personnel for traffic
control the day of the parade.
As in past years, the City Council has been invited to participate in the
parade (Exhibit A) . Councilmembers interested in participating in the
parade should notify the Recreation Director no later than February 22 in
order to meet the entry deadline of February 28.
Community Celebration
The celebration is at Shannon Center and will begin directly following the
parade at approximately 11: 30 a.m. Community groups have been invited to
host food and game booths and contacts have been made with a variety of
musicians, magicians and dance troupes to provide entertainment.
Entertainment will be in the Social Hall and the food and game booths will
be both inside and outside, weather permitting.
Dinner/Dance
The Dublin-San Ramon Lions Club will again host a corn-beef dinner and
dance at Shannon Center the evening of March 19, 1988. Hours and ticket
prices have not yet been confirmed.
Publicity
Staff will be designing both posters and flyers to publicize the event.
The posters will be placed in local merchant's windows, approximately one
month in advance of the event. Flyers will be distributed through the
schools, the Library and the Shannon Community Center.
Staff is also investigating the possibility of installing street banners
for St. Patrick' s Day, similar to those in use for Christmas . However the
banner companies do not have "stock" banners for St. Patrick' s Day, so we
will need to have custom banners designed. Staff will bring back samples
and cost estimates for Council consideration at a future meeting.
It is Staff ' s recommendation that the City Council approve the St.
Patrick' s Day Celebration and provide Staff with input as appropriate, and
authorize the issuance of a parade permit, provided that the sponsoring
organization submits all documents required by the Ordinance.

GREETINGS!
Although it 's hard to believe, St. Patrick 's Day is just around
the corner . In just three short months, the DUBLIN-SAN RAMON
LIONS CLUB shall be hosting its Fifth Annual St. Patrick 's Day
Parade. The parade shall take place on Saturday, March 19, 1988
beginning at 1 0 : 00 a.m.
As the chairperson for the 1988 DUBLIN-SAN RAMON LIONS' CLUB ST.
PATRICK ' S DAY PARADE committee, I would like to extend to you our
cordial invitation to join with us in celebrating OUR day by
participating in our parade. In years gone by, participants and
bystanders alike have truly enjoyed each year 's parade. Our
emphasis has always been on having a good time and demonstrating
to the adjoining communities our sincere community spirit.
Following the parade, the City of Dublin plans to continue the
celebration at the Shannon Center with entertainment, games and,
of course, your choice of a wide variety of culinary delights .
Not -the least of these will be the cornbeef sandwiches offered by
the DUBLIN-SAN RAMON LIONS CLUB.
I sincerely look forward to seeing you and yours at the parade on
Saturday , March 19 , 1988 . The deadline for filing your
application for participation is February 28, 1988 . The entry
fee for participation in the parade remains at $10 .00 [per entry,
not each individual participant ] . The entry fee must be
submitted with the completed application. The check or money
order should be made out to:
"DUBLIN-SAN RAMON LIONS CLUB"
To avoid confusion, approximately two weeks before the parade you
will receive a letter acknowledging your acceptance as a parade
participant . Along with that letter , you will receive an
instruction sheet relating to the parade and a map designating
the parade route, point of origin and termination, location of
the grandstand, and setup area.

( _ Parade Facts, Policy and Regulations
In return for being invited to participate
` in the -th Annual Dublin-San Ramon Lion's
(� Club St Patrick' s Dav Parade. to be
t presented on Saturday March 19, 1988, all
participants agree to the following:
1. In consideration of inclusion as a participant in the 198 8 St Patrick's Day
Parade and other good valuable consideration, receipt of which is hereby
acknowledged, participant agrees to indemnify and hold harmless the Dublin-San
Ramon Lion Club and Lions International and their members, agents, performers,
and/or volunteers from any claims, demands, costs or judgments arising from
participant' s involvement in the 198 8 St Patrick' s Day Parade.
2. All mechanical equipment must be in sound mechanical condition, equipped with a
tow bar or chain, mounted in the front of the vehicle; carry - an emergency
portable fire extinguisher; be at the assigned formation position and ready for
inspection by the Dublin Fire Department and parade committee.
3. Entry must be covered by adequate insurance.
4. No commercial advertising of any kind is allowed without prior written approval
of Pageantry Productions.
5. All signs are to be approved in writing by the Parade Committee.
6. No objects of any kind may be thrown to Parade spectators.
7. All sound-equipment entries must specify type of equipment and use of sound upon
the appropriate Parade Application.
8. No philosophical , political or religious messages may be incorporated into the
design or used on any entry in the Parade _without written permission of the St.
Patrick's Day Parade Committee.
9. Placement in the line of march of the Parade is at the sole discretion of the
Parade Committee.
10. All vehicles to be entered must be decorated and distinctive and/or occupants in
said vehicle(s) in appropriate costome.
All units please take notice: All units are requested not to delay themovement of
the parade. At no time will anything be thrown to the crowd from_- any:_parade unit
(such as candy, gum, trinkets, informative material , etc.).

parade participants agree to all conditions set forth. Applicants stipulate that the
Dublin-San Ramon Lions club and Lions Club International , their agents, employees and
representatives have made no representation, promises , or guarantees regarding parade
positions, media coverage or preferential *treatment of any kind.

other good and valuable consideration, receipt of which is -hereby acknowledged,
participant agrees to indemnify and hold harmless the Dublin-San Ramon Lions Club and
Lions Club International , its members, employees and agents against all liability or
loss that participant and/or participant's members, performers and/or volunteers may
sustain or incur as a result of - claims, demands, costs or judgment arising from
participant's involvement in the 1988 St. Patrick's Day Parade.
