CHUCK WIEDEL The Housing Committee originally identified many needs, but
has been working on a Revolving Loan Fund since 1984.
The Eden Council for- Hope and Opportunity (ECHO) is the sponsor-
ing agency of the program, and the United Way has given us
$25,000. With this money, we have hired a fundraiser, Lisa
Korwin, who has already begun submitting grant proposals and
will assist us in raising funds for the Revolving Loan Fund.
Lisa was the Executive Director for A Safe Place (ASP) , Oakland' s
Shelter for battered women and children. We are thrilled to
have found someone with her skills and talent, as well as her
commitment to providing decent housing for all people. ECHO
has previously administered this program with an 83 percent
• success ratio. •

The Revolving Loan Program is designed to assist individuals and
families who are experiencing temporary financial difficulties or
who have insufficient resources to pay rental deposits. The Fund
would provide assistance in the form of guarantee certificates
(vouchers) that are extended to landlords in lieu of cash payments
for either single rent payments or for rental/security deposits.
The tenant would retire the certificate by making monthly payments
to the landlord. Therefore, no money is actually "loaned" to the
tenant, a guarantee is given to the landlord that if the tenant
defaults, he/she will receive the funds.
The committee has put hundreds of hours into developing this proposal
and are totally committed to the project. I have attached a list
of the committee members. We are a very representative group and
are continuously trying to broaden our committee.
With high costs of housing and our fluctuating economy, there will
always be a need for a Revolving Loan Fund. However, funds are
hard to find for these kinds of programs. I am not asking you for
money at this time. I would like to ask for endorsement in support
of our program. The committee is seeking endorsements from the
private, as well as the public, sector. . We believe a broad base of
support will assist us in raising funds from diverse sources.
