DESCRIPTION In late 1983, the Alameda County Health Care Services
Agency made a presentation to the City Council regarding Vector Control
Services . A vector is defined as an animal or insect which is capable of
transmitting disease or causing annoyance to humans . The County proposed to
develop a Countywide Service Area and Benefit Assessment for Vector Control
Services .
At the regular City Council meeting on January 9, 1984, the Council voted to
not have the City of Dublin included in the assessment district. LAFCO was
required to take action on the formation of the "District" and the City of
Dublin was included in the sphere of influence of the Vector Control
District. The areas which are a part of the District voted on June 5, 1984
by more than two-thirds to approve the benefit assessment. The issue was
not presented to the Dublin voters since the City Council did not adopt a
resolution requesting to become a part of the District.
In. October 1984, the City Council approved an agreement with Alameda County
Health Care Services Agency to provide Vector Control Services on a
complaint basis . The services are being provided by a registered sanitarian
at a current rate of $53 . 00 per hour.
Current Service Level
The current service level provided to residents is on a complaint basis .
The comprehensive program provided by the District includes surveys to
determine problem areas, neighborhood group presentations and educational
programs .
The services received during the past two years are as follows :

Representatives of the Health Department indicate that the use of the area
health inspector could not be significantly expanded without impacting his
other duties . The current duties do not include any baiting activities or
review of the sewer baiting conducted by Dublin San Ramon Services District.
The current level of services provides residents with basic information .
The health inspector is also able to provide recommendations on potential
solutions . During the past 2 years , the City Staff has received requests
for additional services from residents . These are normally beyond the scope
of what can be handled by the health inspectors, who handles vector problems
as a supplemental duty.

Options
The type of services requires a technical expertise which does not easily
relate to existing services provided by the City. Although Vector Control
involves rodent problems, it is important to note other areas which fall
into the purview of this program. This includes complaints regarding
garbage, animal wastes, flies, dog bites, inventory of problems, public
education, demonstrations of baiting and other issues related to vectors .
The City of Emeryville currently contributes to the Assessment District
general fund monies equal to what the "District" would receive if they were
a member. This type of arrangement is one possibility for the City of
Dublin. County Staff have indicated that it may be possible to devote more
hours if the "District" personnel were used rather than the registered
sanitarian.
The City could request that Dublin be annexed into the "District" . This
would require approval by LAFCO and submission of the issue to the local
voters . The 1987-88 assessment is expected to be between $3 . 50 and $3 . 60
per unit. Each residential property counts as 1 unit and commercial
property is charged for 2 units . Apartments are charged a maximum of 5
units .
When the program was first proposed, Dublin was estimated at 4, 981 units .
This would equal between $17, 400 and $17, 900, (not accounting for growth
since the District was formed) . A determination of the current assessment
of units would require further study by the County Staff. The District
currently has a commitment to provide service levels comparable to the
monies collected from a City. This is monitored and presented to each
agency in a quarterly, report.
Recommendation
Staff believes that the process of annexing the City into the District would
be a lengthy and cumbersome process . However, given requests from
residents, it is possible that residents may be better serviced through an
increased level of service . This would support some form of shared
arrangement similar to the City of Emeryville.
Representatives of the County Health Department have indicated a willingness
to review further the options and service levels which could be provided.
They have indicated a possible area of review is surveying areas which are
likely to harbor vectors . This has the potential of becoming related to a
neighborhood clean-up program which would serve a preventative activity.
They have indicated that the tasks pursued would be based on local needs .
Staff would request City Council direction on the potential for expanding
the level of service and the opportunity to utilize the Vector Control
District Staff, rather than the local sanitarian to perform these duties .
The system of reporting activities compared to funding would protect the
City from contributing to services performed elsewhere in the County. A
comprehensive report and revised agreement could be presented for City
Council consideration.

THIS CONTRACT, made and entered into this day of.he eQ�1,k.r I

19 , by and between the County of Alameda, a public body, corporate and
politic of the State of California, on behalf of the County's Division of
Environmental Health, hereinafter referred to as "COUNTY" and the City of . lel\
Dublin , a municipal corporation, hereinafter referred to as _CITY, .
WITNESSETH:
WHEREAS, CITY requests vector control services from the County's Division of
Environmental Health and agrees to pay. for the costs of such services from its
general funds; and
WHEREAS, the County's Division of Environmental Health is willing to provide
such services. - -
NOW, THEREFORE, it is mutually agreed as follows:
1. The term of the contract begins on the 1st ' day of July , 19 84 and
ends on the 30th day of June , 19 85 .
2. COUNTY'S Division of ' Environmental ' Health shall perform the following
vector control services within CITY: .
•
a. Enforcement of CITY Ordinances and State Health and Safety
Code and Administrative Code Sections pertaining to vector control
including refuse and animal wastes.
b. Investigation • of public complaints and requests for services concerning
insect, rodent, and other animal vectors as well as conditions. conducive
to harboring vectors.
c. Neighborhood surveys where there are high numbers of public complaints
concerning vectors.
d. Investigation of vector borne diseases.
3. CITY shall pay for such services for fiscal year 1984-85 at the rate of
$51 per hour inclusive of any costs associated with overhead, materials,

vehicles or other charges. However, the total amount payable for fiscal
year 1984-85 shall not exceed $8,925 at which maximum amount services
shall cease. COUNTY shall invoice CITY on a quarterly basis and payment
shall be made within 30 days of receipt of the invoice. .
4. COUNTY shall keep a record of the money received from and services performed
for CITY. Such monies will be deposited to the revenue account (Account No.
413-6202-4527) of the Division of Environmental Health.
5. Upon written request, CITY shall have access to COUNTY'S financial records
regarding this contract.
6. a. COUNTY shall defend and hold harmless CITY, its officers,"and employees •
against. any and all liability for injury or damage caused by any act or •
omission of . COUNTY, is officers, . employees or volunteers in the
performance of this contract.

b. CITY shall defend and hold harmless COUNTY, its officers, and employees
against any and all liability for injury or damage caused by any act or
omission of CITY, its officers, employees or volunteers in the
performance of this contract.
7. This contract shall be automatically renewed each fiscal year, provided that
COUNTY and CITY have agreed to an hourly rate for services and a maximum.
amount payable, as referred to in Paragraph 3, for the ensuing fiscal year.
However, - COUNTY and CITY shall have the right to terminate this contract
with or without cause at any time upon giving at least 30. days written
notice prior to the effective date of such termination.
8. This contract can be amended only by written agreement of CITY and COUNTY.
9. Neither COUNTY nor any of its employees shall by virtue of this contract be
an employee of CITY for any purpose whatsoever, nor shall it or they be
entitled to any of the rights, privileges, or benefits of CITY employees.
COUNTY assumes exclusively the responsibility for the acts of its employees
as they relate to the services to be provided during the course and scope of
their employment.
10. COUNTY shall, assign a liaison to CITY with respect to the performance of
this contract.

11. COUNTY assures that it will comply with Title VI of the Civil. Rights Acts of
1964 and that no person shall , on the grounds of race, creed, color,
handicap, sex or national origin be excluded from participation in, be
denied the benefits of, or be otherwise subjected to discrimination under •
this contract.
IN WITNESS WHEREOF, CITY and COUNTY hereto have executed this contract on the
first day and year mentioned above.

VECTOR CONTROL SERVICES AGREEMENT
FISCAL YEAR 1986-1987
With reference to Contract No. C-84-545 between Alameda County
and the City of Dublin, the City shall pay for such services
• for Fiscal Year 1986-1987 at the rate of $53.00 per hour,
inclusive of any costs associated with overhead, materials,
vehicles or other charges. However, the total amount payable
• for Fiscal' Year 1986-1987 shall not exceed $8,925.00, at which
amount services shall cease.
