Resolution Adopting a Master Fee Schedule for Parks and Community Services Department Programs and Services RECOMMENDATION: 1. Receive Staff Presentation 2. Open Public Hearing 3. Receive Public Testimony 4. Close Public Hearing and Deliberate 5. Adopt Resolution or Provide Alternate Recommendation FINANCIAL STATEMENT: None DESCRIPTION: On an annual basis, Staff undertakes a review of the expenditures and revenues related to various Department programs and recommends fee amendments as necessary to sufficiently support and operate the programs. As part of this process, Staff also reviews the fees charged by other local organizations for like programs to determine if the proposed fees are comparable to the market average. In preparing the budget for the next Fiscal Year, Staff evaluated activity fees for programs in the areas of preschool, family programs, sports, aquatics, senior center programs, and festivals and events. To maintain, and/or enhance service delivery where needed, Staff is proposing fee amendments as outlined below towards achieving this effort. The proposed amendments to the Master Fee Resolution were prepared using the Parks and Community Services Department Pricing Policy, which was adopted by the City Council in September 2010. Following is a summary of the proposed modifications. PRESCHOOL PROGRAMS The Dublin Preschool program offers three class levels at two locations in Dublin. The program currently serves over 266 students. Dublin Preschool is a program in which parents are encouraged to either participate in the program several times each session or pay a non-participation fee in lieu of fulfilling COPIES TO: ITEM NO.: 6.1 GXOMMISSIONS&COMMITTEES\PARKS C0MMISSI0N\AGNDSTMT\2014\5-19 Item 6.1 Amendments to Fee Resolution.doc the participation requirement. Parents prepay a non-participation fee so that a Preschool Aide can be scheduled in the parent's place should the need be warranted. This format helps to maintain affordable registration fees and involve parents in their child's learning. Staff proposes increasing fees for the Dublin Preschool an average of 5%to help offset the expenses and maintain the quality of the program. The Adult Co-ed Bocce Ball League is conducted during the spring and summer quarters. Staff proposes raising the league fee by 3.7%to compensate for increases in court preparation. The Adult Softball League is conducted during the spring and summer quarters. Staff recommends including shorter seasons. In addition, Staff recommends adding a range to the fee structure to allow for pricing based on season length. Fees for shorter seasons will compensate for increases in staffing costs. Staff proposes increasing the league fee by 5.0%to compensate for increases in staffing costs and program supplies. This will provide uniformity at point of sale keeping the per person costs equal. This process is becoming an industry standard and is used by some neighboring cities. This is a decrease for adults of 25 cents (adults are encouraged to enter with their youth) and an increase for Preschool of 75 cents and an increase for youth and seniors of 25 cents. The rate of $3.50 for all patrons is reasonable and comparable in price to San Ramon and Pleasanton. The Green Gators Swim Team is a summer recreational competitive swim team that participates in the Tri-Valley Swim League. The season is a 10-week program with five days of practice per week, with approximately one swim meet each week. The Junior Green Gator Swim Team is a non-competitive swim program that helps prepare participants for competitive swimming. Participants attend seven weeks of practice three days a week. Participants have a chance to participate in two swim meets to help track their progress during the summer. The proposed fee increase of 10% for each team helps cover an increase in staffing time to coordinate and coach the programs. Private lessons provide students the opportunity to receive individualized swimming instruction. During this lesson participants receive direction and feedback from the instructor to help improve stroke technique and efficiency. The 10%fee increase will help keep pace with rising staffing coordination time and costs. 2013-2014 Non- Proposed 2014-2015 Non- Resident Resident Resident Resident Daily Fee 15- Pass Resident Recreational Swimming Daily Fee 15- Pass 15-Pass 15-Pass 0-5 Years Daily Admission $2.75 $27.45 $41.25 $3.50 $45.50 $52.50 6-17 Years Daily Admission $3.25 $32.55 $48.75 $3.50 $45.50 $52.50 Adult Daily Admission $3.75 $37.50 $56.25 $3.50 $45.50 $52.50 Senior Daily Admission $3.25 $32.55 $48.75 $3.50 $45.50 $52.50 2013-2014 Proposed 2014-2015 Resident Non- Resident Resident Non-Resident Family Pass $165.00 $198.00 No Change No Change Fitness Programs Adult Lap Swim - daily fee $3.75 $3.75 No Change No Change Sr. Lap Swim - daily fee $3.25 $3.25 $3.50 $3.50 Adult Lap Swim - pass fee (15 admissions) $45.00 $56.25 $48.75 $56.25 7of10 Proposed Fee $37.00 per class Percent Increase 8.8% Swim Lessons Comparisons San Ramon Danville Pleasanton Livermore Dublin Parent/Tot $54 $57 $32 $45 $42 Preschool $54 $57 $52 $45 $60 Youth 1 $54 $63 $52 $45 $51 Adult $54 $63 $56 $45 $60 Recreational Swimming Comparisons San Ramon Danville Pleasanton Livermore Dublin Preschool $4.00 $2.00 $3.00 $3.00 $3.50 Youth $4.00 $2 (under 12) $3.50 $3 (under 48") $3.50 Adult $4.00 $3 (over 12) $4.00 $5 (over 48") $3.50 Senior $4.00 $3.00 $3.50 $5 (over 48") $3.50 SENIOR CENTER PROGRAMS The Dublin Senior Center offers a variety of low cost classes, activities, and programs that facilitate participation by senior patrons. Many classes, often taught by volunteer instructors, are offered on a "drop-in" basis where the City charges a nominal "activity fee" to participate without having to pre- register for the class. Staff recommends that the activity fee remain the same through December 2014. The fee was last raised 25 cents in Fiscal Year 2012-2013. Per the Pricing Policy, Staff also recommends that the current practice of one "activity fee" for both residents and non-residents continue. The "drop-in" fee format is very popular among the seniors and allows for their scheduling flexibility. Staff conducted a fee comparison of other Senior Centers, which indicates that the Dublin Senior Center still offers one of the lowest fees in the Tri-Valley area. These new rates have helped Staff offer more affordable local trips and increase the number of trips. No fee changes are proposed. COMMUNITY EVENTS AND FESTIVALS FEES For the City's two festivals, the "St. Patrick's Day Festival" and "splatter," Staff is recommending ranges to the Festivals and Community Event non-profit and vendor categories to allow flexibility in changing fees depending on the event. This increased range is competitive with like-size regional festivals. The increase in the non-profit fee is recommended to offset administrative costs and dis-incentivize no- shows. Non-profits wanting to fundraise are recommended to be differentiated between non-profit information booth and non-profit fundraising booths.
