DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreation programs in the areas of playgrounds, preschool, teens, sports, special events,
leisure classes, seniors and aquatics. Following is a summary of summer 2013 programs and events.
RECREATIONAL ACTIVITIES
Recreational Activities are various classes and specialized activities taught by contracted instructors.
These offerings provided positive recreational experiences to the participants with opportunities to
enhance their health and well-being. There were a total of 787 registrations this summer which is a 16%
decrease from the past summer. This decrease is largely due to the addition of many new cultural arts
classes and camps during the same time period. This strategy was implements to provide more of a
balance between recreational and cultural activities, which was received well by the public. It is also
worth noting that the class cancellation rate is at a five-year low, which means the balance of offerings is
better meeting the needs of customers. There were 121 courses and specialized camps offered this
summer with 102 held.

Attachment 1 is a detailed report of registration for Recreational Activities. Zumba, Total Body Fitness,
and Pilates Plus were favorite adult activities this session. Popular youth camps included Gymnastics &
More Summer Camp, Combo Martial Arts Camp, LEGO WeDo Robotics, Leader in Training, Camp
Freeze Beat the Heat and Cool Your Feet, and Ninja Camp.
DUBLIN PRESCHOOL CAMPS
(FORMALLY TENDERFOOT DAY CAMP)
In summer 2011 and 2012, the Tenderfoot Day Camp numbers were on the decline. The camp was
redesigned in an effort to stimulate and refocus the camp. The new program was titled"Camp Preschool."
The camp is for children three to five years of age and was offered at the Emerald Glen Activity Center
and Shannon Community Center. Six one-week-sessions were held which revolved around academic
learning through themes and special play. This camp was developed to assist children in becoming more
independent and developing an interest in going to preschool or kindergarten. The goals for children who
participate in the camp are to meet new friends and engage in many activities which assist in the
development of their cognitive skills.
There were 151 preschool age children registered for "Camp Preschool" and 63 registered in the new
"Camp Dublin"this summer. Camp Dublin was successful with two one-week camps offered at Heritage
Park and Museums. Children experienced a traditional style day camp- and participated in a fun filled half
day of nature exploration, water play, outdoor activities and camp songs. On the last day of camp, the
participants acted out a play for their parents to enjoy.
Through parent feedback Staff tried a different approach this summer by introducing more academic
learning; however, in general registration was down significantly for Preschool Camps. Staff will review
the structure of preschool summer camps, and gather more feedback from participants' parents, camp
Staff and preschool teachers to make necessary adjustments for next summer.

FAMILY SERVICES
Camp Emerald Glen, Camp Kolb and Camp Sunrise at Shannon
These summer camp programs are half-day camps held in neighborhood parks for children entering
first through fifth grades. It provides a fun and healthy ad ternative for children to be outdoors and play.
This supervised program provides a safe environment for youth to play games, make new friends, learn
new skills and stimulate their creativity.
Camp Sunrise at Shannon Park took place Monday through Friday 8:30 AM to 12:30 PM and Camp
Emerald Glen and Camp Kolb took place Monday through Friday from 1:00 PM to 5:00 PM. Activities
included games, sports, swimming, excursions, and special events. Staff continued the daily "Fitness Fun
Hour"this year which focuses on keeping fit in a fun way.
This summer, 13 different types of morning sports camps were held at Emerald Glen Park on varying
weeks. Many Camp Sunrise participants connected with Camp Emerald Glen to provide a full-day
option. For the past two summers, Staff has been enhancing program options by offering the Camp
Connector program and providing a Summer Camp Weekly Overview which lists camps by type, age, and

date. These enhancement efforts were some of reasons behind the 60% increase in camp registrations.

Nature Day Camp
This all-day camp program is for children in first through fifth grades and includes crafts, games, sports,
excursions, and special projects all with a focus on ecology and nature studies. The camp provides
participants with a firsthand experience of nature through hiking, storytelling, scientific observations, and
interpretive nature walks. Campers gain perspectives about themselves, learn about interacting
respectfully with nature and discover that they are indeed an important part of nature.
Nature Day Camp took place Monday through Friday from 9:00 AM to 5:00 PM. "Extended Care" was
available on a weekly basis and allowed participants to arrive at 7:30 AM and stay until 6:00 PM. The
program was based in the "Nature Nook" at the Shannon Community Center. The program included
weekly excursions to regional parks and open space areas such as Martin Canyon Creek, Coyote Hills,
Ardenwood, Morgan Territory, Quarry Lakes, Martin Luther King Shoreline, Del Valle, Crab Cove,
Sulphur Creek, and Heritage Park and Museums. On Fridays campers went to the Dublin Swim Center
and enjoyed the day at the pool.
A total of 279 youth participated in Nature Day Camp this summer, which was an increase of 34% and set
an all-time five-year high. Children continue to enjoy the nature focus of this program. The offsite
enrichment trips to sites within the East Bay Regional Park District and the increase of program hours all
contribute to the increase in program popularity. Following is a summary of registration.

TEEN PROGRAMS
Junior Leader Program (JLP)
The Junior Leader Program provides teens aged 13 to 16 with an opportunity to learn valuable job skills
while gaining on-the-job training and experience. Junior Leaders received instruction in resume writing,
mastering the interview, searching for a job, self-esteem, workplace safety, and the value of teamwork.
The Junior Leaders assisted Recreation Leaders with conducting camp programs at Nature Day Camp,
Camp Emerald Glen, Camp Kolb, Camp Sunrise, Camp Preschool Camp, and Sports Camps. This
summer 21 Junior Leaders logged a total of 892 hours.
The Junior Leaders gained valuable experience through this program which enhanced their social,
intellectual, physical and emotional development. The Junior Leaders also gained lifelong learning skills
which they can use throughout their educational and professional experiences. The Junior Leaders each
gave an average of 42 hours this past summer to the various summer camps offered by the Department.

ADULT SPORTS
Bocce Leagues
Two Coed Bocce Ball leagues were held on Wednesday and Friday evenings with a total of eight teams
participating. The leagues began in July and ended in September and were held at the two bocce courts
located at Emerald Glen Park.

Softball Leagues
The Men's "D" league was held on Tuesday nights at Fallon Sports Park. The Coed softball league was
not held due to low enrollment. The league began in July and concludes in October. Staff received some
feedback from non-returning teams that neighboring leagues now start earlier than Dublin during the
spring and summer sessions. Neighboring leagues have also gone to shorter seasons. Staff will review
the structure of the softball league program for 2014 by evaluating participant interest and the continued
feasibility of offering adult leagues.

YOUTH SPORTS
Contracted Sports and Fitness Programs
Each quarter the City offers several sports programs by utilizing contracted instructors. Contracted camps
and classes offered during the summer included Arora Tennis, California Player Development Academy,
Challenger Soccer, Club VIP Volleyball, Dublin Basketball, Dublin Fighting Irish, Dublin Ranch Golf,
Dublin United Soccer, Kidz Love Soccer, Make Me a Pro, Skyhawks Sports Academy, Velocity Sports
Performance and Wee Hoop. There was a 21% increase in overall registration (contracted sports plus
connecting afternoon Camp Emerald Glen or swim camps at the Dublin Swim Center) this summer which
set an all-time high. The largest increases came from reprogramming Arora youth Quick Start tennis
classes into separate skill levels and Skyhawks Sports Academy offering shorter clinics in addition to
their regular camps.

Junior Warriors Summer Youth Basketball Program
A six-week season of the Junior Warriors Youth Basketball program was held this summer. The program
offered divisions for those completing kindergarten through seventh grades. Girls were invited to register
and play within the existing boys divisions. All divisions had one clinic and one game per week, except
for the boy's 5th through 7th grade division which had no clinic and two games per week. There was a
14% increase in attendance this season which established an all-time high.

AQUATICS PROGRAMS
The City operates the Dublin Swim Center, which is located at Dublin High School. The facility features
two pools, a waterslide, diving board, group picnic area, heated showers and locker rooms. The main
pool consists of a free-form shallow area, 25-yard lap lanes, and a diving area. A one-foot deep wading
pool is also available for toddlers and parents. Following is a summary of the programs and classes
offered at the Swim Center during the summer.
Swim Lessons
The swim lesson program offers group and individual lessons for all ages. Participation in the swim
lesson program increased by 7% this year and set a five-year high. This year the program was included in
the Summer Activity Guide and in an Aquatics Guide that was distributed at the Swim Center, Dublin
Civic Center, Shannon Community Center, and the Dublin Library.

Swim Camps
The City provided a diverse weekly full-day camp experience by offering the "Camp Connector" program
which connects morning camps with afternoon camps at Camp Emerald Glen or the "Swim Camp" at the
Dublin Swim Center. Campers participating in morning sports camps at Dublin High School, Kolb Park,
Stager Gym and Wells Middle School had the option to also sign up for the Swim Camp in the afternoon
and have the camp leaders escort them to the Dublin Swim Center. Campers then enjoyed the afternoon
participating in Recreational Swimming and camp activities. Under the supervision of Aquatic camp
leaders, the participants also learned about water safety and enjoyed organized games in the water and on
dry land.
Participants were also able to register for the afternoon swim camp only, without participating in a
morning sports program. This summer eight Swim Camps were offered. There was a 21% increase in
morning camps connecting to Swim Camp and a 53% increase in just the Swim Camp from last year. The

Recreational Swimming
The Swim Center is open for recreational swimming Monday through Friday from 1:00 to 4:30 PM.,
Saturday and Sunday from 1:00 to 5:00 PM, and on Monday and Wednesday from 7:00 to 9:00 PM. The
attendance during recreational swimming decreased 17% from the five year high set last season. The
decrease may be attributed to the construction in the Dublin High School parking lot which is also used
for the Dublin Swim Center. Additionally the temperatures were generally more moderate this summer
with fewer heat waves.
This year the aquatics program information was included in the Summer Activity Guide and a separate
Aquatics Guide that was distributed at the Dublin Swim Center, Dublin Civic Center, Shannon
Community Center and the Dublin Library.

Springboard Diving Lessons
Participants are taught the basics of proper diving, including the approach and takeoff, as well as various
dives from the one-meter springboard. Both afternoon and evening classes were offered. The registrations
remained the same as summer 2012.

Competitive Stroke Lessons
Three sessions of Competitive Stroke Lessons were held during the summer. The summer competitive
stroke program offers extra instruction in competitive stroke technique, starts, turns and finishes. There
was a 5% increase in registration, which set a five-year high. The increase can be attributed to the growth
in the competitive swimming programs at the Dublin Swim Center.

Fitness Programs
The City's aquatic fitness programs included Lap Swimming and Water Walking. Water Aerobic classes
were not offered this season due to the overall decline of the program in recent years.
Lap Swimming and Water Walking are drop-in programs that included morning and evening sessions on
weekdays. Participants could pay a daily admission fee or purchase a punch pass at a discounted rate. Lap
swimming and water walking attendance increased by 63% due to the Tri-Valley Triathlon Club
practicing during the lap swim times.

Junior Dublin Green Gator Swim Team
The Junior Green Gator swim team gives participants the opportunity to learn about competitive
swimming in a non-competitive environment. Practices were scheduled three days a week and participants
showcased their improvement during two non-competitive practice swim meets. Participation increased
by 47% in this program's third season.

Dublin Green Gator Swim Team
The Dublin Green Gator Swim Team was open to any child who had not reached their 19`h birthday by
June 1. The Green Gators participate in the Tri-Valley Swim League and the team is dedicated to
improving stroke technique, building endurance, creating teamwork, and providing a fun experience to
boost swimmer self-esteem. Practices were held daily from Memorial Day through the last week in July.
The season culminates with the league championship meet. The Green Gator Swim Team finished the
dual meet season with a record of six wins and one loss, and placed third at the league championship
meet. This was the most successful season in their history. The Green Gator Swim Team had a waitlist of
53 participants.

Junior Aquatic Water Safety (JAWS)
After completing the "Guard Start" course participants entering the seventh grade or higher are eligible to
volunteer at the Dublin Swim Center during the swim lesson and recreational swimming programs. This
summer three first year lifeguards were hired who had previously participated in the JAWS Program. Two
teams of four JAWS volunteers participated in the Northern California Junior Lifeguard Games. The City
of Dublin teams placed first and second overall at the competition.

Party Program
The group picnic area at the Swim Center can be reserved to hold a party during recreational swimming
hours. There is a fee to reserve the party area and the swimming admission fees are the same as
Recreational Swimming fees. This summer, the number of parties decreased by three, and overall party
attendance decreased by 20%. Party attendance is determined by the party host.

Private Pool Rentals
Community groups, businesses and individuals can rent the Swim Center for private functions. The Swim
Center is available for private rentals when it is not open for programs or recreational swimming. This
summer there were four fewer rentals compared to last year. Rental attendance is determined by the party
host.

SPECIAL EVENTS
Family Campout
The Family Camp Out provided the opportunity for participants to experience outdoor camping with their
families without traveling a long distance. Only minutes from their homes yet it felt like miles away. The
Camp Out took place Saturday, July 13 through Sunday, July 14 at Alamo Creek Park. A variety of
activities and entertainment were planned as well as a barbeque dinner and a light continental breakfast.
There were 205 participants that enjoyed a variety of activities which included kickball, dodge ball, relay
games, basketball, arts and crafts, storytelling, s'mores, and campfire songs. Families had plenty of
opportunities to make new friends. The Camp Out event also helps strengthen community image and
sense of place for participants. (The Family Campout at Emerald Glen Park occurred in the fall session
and will be included in the Fall Quarterly Report.)

SENIOR CENTER
The Dublin Senior Center offers activities and events that promote healthy living for seniors, and the
opportunity to build new friendships through recreation. The following is a summary of the 2013 summer
quarter. A detailed attendance report is found in Attachment 2.

The Senior Center experienced a 7% increase in Programs and Activities attendance and a 5% increase in
total Senior Center attendance. Total volunteer hours increased by 2% in comparison to last year. All
totals established all-time highs.
Several new classes were offered this quarter: Chinese Mah Jong and an American Mah Jong
instructional class, Social Dance instructional classes, Fused Glass Jewelry, Life Talks, Scrapbooking,
and Tai Chi Chuan now also offered on Saturdays.
Many of the exercise classes have more than doubled in attendance, including the weekday Tai Chi Chuan
class, Gentle Yoga, and Fit Over Fifty. The Ukulele classes continue to grow in popularity. An interest in
Hula has emerged and will soon be offered. Both Bingo and the congregate lunch program attendance
also increased this quarter.
RECOMMENDATION: Staff recommends that the Parks and Community Services
Commission receive the report.
