FINANCIAL STATEMENT: None
DESCRIPTION: The Parks and Community Services Department strives to develop
and implement quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreational and social programs. Following is a summary of the programs and events held in
the spring quarter.
RECREATIONAL ACTIVITIES
Recreational activities provide positive recreational experiences and opportunities to enhance health,
well-being, and create balance in life. The classes are taught by contracted instructors as well as
commercial recreational providers in the area. The following is a summary of registration.

Various recreational classes are taught by contracted instructors to serve community members of all
ages. The majority of the classes were taught in six to eight week sessions although some classes are
offered as a one time workshop. There were 99 recreational classes offered during spring 2013. Popular
children's classes included Robotics, Gymnastics, Pee Wee Playtime, Tumbling, Mini-Mites, and Pre-

Public Speaking. Popular adult classes included Zumba, Adult Bicycle Safety, and Yoga & Meditation.

PRESCHOOL
The Dublin Preschool Program provides recreationally-based classes with opportunities for social and
educational development. Activities include games and learning activities, outdoor play, arts and crafts,
music, story time and circle time. As a result, participants are able to make new friends and engage in
many activities that enhance the development of their motor skills, and promote health and wellness.
The preschool program strives to prepare students to be kindergarten ready.
Registration for Preschool reached 267 in fifteen classes. The three-year old classes were full with 13
children on the waiting list. The four-year old program had a few spaces available. The Jr. Kindergarten
program registration has been low due to many potential students enrolling in the transitional
kindergarten program offered by the School District. Following is a summary of enrollment for the
spring session.

"Little Lovies"Story Time
This new program is a weekly story time session for ages 18 months to four years old. Staff fosters a
warm and caring story time environment where each child can listen to an enhancing story, enjoy a
small craft, or simply just have fun. The program takes place on Wednesday mornings. There were a
total of 71 registered for the spring session, which is comparable to the 73 registered in the winter
session.

FAMILY SERVICES
After School Recreation
After School Recreation is a supervised activity for children in first through fifth grades. The program
operates on school days at all public elementary schools in Dublin. Participants engage in a variety of
activities such as indoor and outdoor games, special events and quiet time for homework. Every other
month Staff coordinates a special event on Mondays at each site called "Monday Fundays."
The After School Recreation program provides youth the opportunity to participate in recreational as
well as educational activities in a safe and supervised environment. There were 393 participants for the
spring session, which was an increase of(30%), compared to the prior year. Staff believes the increase is
due to expansion of program capacity at Kolb Elementary, Frederiksen Elementary, Dougherty
Elementary and Dublin Elementary, and extending program hours from 5:30 PM to 5:45 PM.
To distinguish between the total number of passes sold and the total number of participants, the report
identifies the total numbers for each. The number of participants reflects the total number of students

enrolled in the program. The number of passes sold reflects the combined purchases of both the full
session passes and 20-day passes. Please note that one participant can purchase multiple 20-day
passes; therefore, the number of participants in the program and the number of passes sold may not

Student Union After School Program
Student Union is an after school recreation program designed specifically for middle school students. It
provides a safe place after school to engage in positive activities that will enhance social, intellectual,
physical and emotional development. An emphasis is placed on academic improvement and
recreation/leisure enrichment. Student Union programs are held in two eighteen-week sessions at
Wells and Fallon Middle Schools. The program offers a variety of activities and features the popular
homework hour instructed by a credentialed teacher. Daily activity themes include fitness, music,
games and sports. There were 92 participants for session II, which was a 16% increase compared to the
prior year. To distinguish between the total number of passes sold and the total number of participants,

Spring Break Camp "Fun in the Sun"
"Fun in the Sun" spring break camp is a half-day camp that takes place at Kolb Park from 1:00 PM to 5:00
PM. Staff from the Family Services and the Sports program areas worked collaboratively to offer
morning sports camps near Kolb Park. Staff walked the participants of the morning camps to Spring
Break Camp "Fun in the Sun" in the afternoon. The morning camp which is coordinated by the Sports
Unit offered a basketball at Stager Gym and tennis camp at Dublin High School which is within walking
distance to Kolb Park. This provided an all-day experience for participants with a variety of activities for
campers. There were 20 participants. Following is a summary of registration.

TEEN PROGRAMS
Teen Events
A variety of teen events are programmed to offer teens in the community specific activities for their age
group. Four events were offered in the spring including a Teen Job Fair, Car Show, and Youth Benefit
Concert. The Teen Job fair was held at the at the City of San Ramon's Dougherty Station Community
Center on March 2, 2013. The Job Fair was coordinated collaboratively with the Dublin/San Ramon
Women's Club, City of Pleasanton, City of San Ramon and the City of Dublin. The majority of the
teens/students participating came from tri-valley high schools. There were 467 students registered for
this event. The event will return to Dublin in 2015.
The third annual "Dublin Community Car Show" took place on Saturday, April 20, from 10:00 AM to 2:00
PM. at the Heritage Park and Museums. This intergenerational community event was planned and
coordinated by members from the City's Youth Advisory Committee and the Senior Center Advisory
Committee. The event had 127 cars registered. Over 350 community members attended the event
throughout the day. Community vendors and four food trucks provided refreshments and food.
Proceeds from the event benefited Dublin's Youth Fee Assistance Program.
The Youth Advisory Community offered a Benefit Concert with proceeds from the event going to the
Dublin Youth Fee Assistance Program. The event was held on April 14 at the Shannon Community
Center from 2:00 PM — 5:00 PM. There were six youth performers who performed music ranging from
classical to alternative rock. Over 40 people attended the concert.

Spring Eggstravaganza
The Eggstravaganza is a popular family event with an egg hunt, face painting, crafts, party jumps, petting
zoo, carnival games, and photos with Peter Rabbit. There were 547 registered participants this year.
Staff increased the maximum number registrations in an effort to accommodate more children for this
popular event.

SPECIAL EVENTS
Shamrock SK Fun Run and Walk
The City sponsored the 15th Annual Shamrock 5K Fun Run and Walk as part of the St. Patrick's Day
activities. There were 2,523 registrants, which was an all-time high. The race has increased in
participation every year for the past five years. This year's increase of 37% can be attributed to perfect
weekend weather, the race falling exactly on St. Patrick's Day, and the race being designated as the
opening event for the Live Healthy Dublin program. A special T-shirt pickup/registration night was held
at World of Shoes three days prior to the race to increase pre-registration and ease the lines for T-shirt
pick-up on the day of event. Marketing for the event included the distribution of the registration flyers
to Dublin schools and local running clubs. The assembly area of the race was located in the California
Custom Carpet parking lot on Dublin Boulevard across from the Civic Center. Upon completion of the
race, runners were treated to refreshments including pizza, pastries, fruit, and water. A band provided
post-race entertainment in the Civic Center Plaza.

Live Healthy Dublin
The "Live Healthy Dublin: 10 Week Wellness Challenge" came to an end on Saturday, May 25, 2013. The
program, which kicked off at the Shamrock 5K Fun Run and Walk on St. Patrick's Day, featured 102
teams, each made up of two to ten people for 487 total participants. In the end, participants combined
to lose 579 pounds, and over 30% of the participants recorded that they achieved at least 150 minutes
of activity per week throughout the course of the program.
The City partnered with ValleyCare Health System and Kaiser Permanente, which allowed organizers to
keep the cost of participation to $5 for the first 400 participants. Other sponsors or Dublin businesses,
including Rockin' Jump, Koko FitClub, The Fit Potato, Get Fit Yoga, Dublin Path Wanderers, and
Jazzercise, offered free classes and/or activities for program participants.
SPORTS
Adult Basketball Leagues
During the spring a total of 13 teams participated in two leagues (Men's 5-on-5 "D" and Men's 5-on-5,
30+). The 5-on-5, "D" league began in May and will conclude in August. The Men's 5-on-5, 30+ league

has a 30-year and older age requirement and began in March and concluded in June. The Men's 5-on-5,
"C" league was not held due to an insufficient number of teams. The registration totals for the Adult
Basketball Leagues were at a five-year low. Staff will be creating a marketing plan to distribute yearly
adult sports league calendars to Dublin businesses to attract company teams for the fall.

Adult Bocce Ball
Adult Coed Bocce Ball Leagues were held on Wednesday and Friday evenings. The games took place at
the two bocce courts located at Emerald Glen Park. The Bocce leagues began in April and conclude in
July.Total team registration was unchanged from the previous year.

Adult Softball Leagues
During the spring two softball leagues were conducted with a total of 14 teams. One league was a
combination of Coed and Business Coed teams and the other a Men's "D" league. The spring leagues
were held at the Fallon Sports Park on Tuesday and Thursday evenings. The leagues began in April and
conclude in July. Team registration for both leagues was unchanged from the previous year.

Contracted Sports Programs
The City offers several sports and fitness classes through independent contractors. During the spring the
City offered classes through Arora Tennis, Dublin Ranch Golf Course, Kidz Love Soccer, Make Me a Pro,
Rockin' Jump, Velocity Sports Performance and Wee Hoop. In addition, the City offered youth spring
break week sports camps through independent contractors. A total of 722 people registered for spring
contracted sports programs, which was a 35% increase compared to the prior spring and a five-year
high. The largest increases were due to an expanded tennis lesson program for Quick Start and
Tournament level groups. Wee Hoop youth basketball also showed considerable growth. Following is a

AQUATICS
Operations at the Dublin Swim Center began in February for the Dublin High School Swim Team.
Recreational Swimming began on May 4 and continued on weekends through Memorial Day weekend.
Two sessions of the Learn-to-Swim classes were held in May and early June.
Recreational Swimming
The total attendance numbers during Recreational Swimming increased slightly. This increase can be
attributed to a warmer spring season than last year. The average daily visits were similar to 2012. The
Swim Center was open nine days for Recreational Swimming.

Spring Learn-To-Swim Program
During the spring, 304 people participated in swim lessons, which was an increase of 57%from last year.
Marketing efforts such as use of the Vertical Response email marketing system and the 2013 Aquatics
Guide contributed to help increase attendance. The spring swim lesson program includes two three-
week weekday sessions, one four-week Saturday session and two four-week Sunday sessions.

Competitive Stroke Lessons
This program offers instruction in competitive swimming stroke technique, starts, turns and finishes.
The competitive stroke program includes two class options: Pre-season Conditioning and Advanced
Swimming Techniques. There were 87 youth registered in the program, which was a 25%decrease from
last year's all-time high.

Fitness Programs
Lap Swimming and Water Walking were conducted Monday through Thursday in the evenings. Lap swim
attendance decreased by 36%. Lap lanes are limited due to multiple programs offered at the same time
and regular lap swim participants find other water in the winter and don't always come back.

American Red Cross Guard Start and Water Safety Instructor Aide Course
This course, which combines the American Red Cross Guard Start and Water Safety Instructor Aide
courses, is offered to those entering the 7th grade through 15 years of age.The class focuses on accident
prevention, response, fitness, leadership, and professionalism. It teaches valuable lifesaving skills, swim
instructor skills, job skills, teamwork, communication, and customer service. This course is a
requirement to volunteer in the Junior Aquatic Water Safety (JAWS) program. We are offering a Guard
Start class to JAWS summer volunteers to increase participation.

American Red Cross Lifeguard Training
There were 15 participants registered this spring for Lifeguard Training. Those completing the program
received certification in American Red Cross Lifeguard Training (includes First Aid), CPR for Lifeguards,
and Administering Emergency Oxygen. Five of the participants were subsequently hired by the City of
Dublin as Lifeguards, which is one of the benefits of offering these courses.

American Red Cross Water Safety Instructor Class
This course is available to participants 16 years or older and provides specific training on how to conduct
courses in the American Red Cross Learn to Swim Program. Along with learning basic instructional
techniques, participants learn how to instruct children, adults and those with disabilities. The Water
Safety Instructor (WSI) class was cancelled due to low enrollment. The class did not meet the minimum
registration requirement to teach the course. We currently have a large number of WSI instructors on
staff.

SENIOR CENTER
The Dublin Senior Center provides various recreational opportunities for senior patrons to live a
healthier lifestyle. The activities, classes, and events offered contribute towards strengthening the
participants' physical, cognitive and mental wellness.
This report summarizes the attendance during the spring quarter for the months of March through
May 2013. The following is a comparison of attendance over the past five years.

Summary of the Spring Attendance Comparison:
The largest growth in participation was shown in Needle Arts, Ping Pong, Trail Trekkers, Ukulele, and
Water Color. The Trips and Tours, Lunch, and Volunteer programs also showed increases.
New programming this quarter included an evening Ballroom Dance Class and Chinese Mah Jong.
In March, the Senior Advisory Committee, along with Staff, offered an outreach presentation at two
senior housing agencies. At Emerald Vista's Carlow Way, 30 residents were in attendance. The second

presentation at Dublin Ranch's Groves Apartments attracted 29 residents. They enjoyed a presentation
and refreshments. Eight Groves residents participated in a special tour of the Dublin Senior Center and
enjoyed a complimentary lunch at the Shamrock Cafe,the Senior Center's lunch program.
In April, over 104 guests were recognized at the Annual Volunteer Recognition Luncheon. Several new
volunteers, including City of Dublin Staff, served the guests. Each volunteer received a special gift and
Certificate of Appreciation.
The Vintage Fashion Show and Tea was held on Saturday, May 18. The Show featured clothing owned by
Theresa LaQuey, a former custom clothier and designer for the Simplicity Pattern Company. Her
presentation featured original clothing made in the 50s and 60s. There were 37 people in attendance.
Eight models, made up of teen and senior volunteers,were recruited to model the clothing.
RECOMMENDATION: Staff recommends that the Parks and Community Services
Commission receive the Report.
