FINANCIAL STATEMENT: None
DESCRIPTION: On an annual basis, Staff undertakes a review of the expenditures
and revenues related to various Department programs and recommends fee amendments as necessary.
Staff also reviews the fees charged by other local agencies to determine if the proposed fees are
comparable to the market average.
The City Council approved the 2012-2014 budget, which represents updated activity information for
preschool, family programs, sports, aquatics, and senior center programs. At this time, Staff is
requesting the Parks and Community Services Commission to approve an amendment to the Master Fee
Resolution for Fiscal Year 2013-2014 for the program areas of preschool, family services, sports, aquatics
and Senior Center programs.
The proposed amendments to the Master Fee Resolution were prepared using the Parks and Community
Services Department Pricing Policy, which was adopted by the City Council in September 2010. Following
is a summary of the proposed modifications.
PRESCHOOL PROGRAMS
The Dublin Preschool program offers three class levels at two locations in Dublin. The program currently
serves over 295 students. Dublin Preschool is a co-op program in which parents are required to either

participate in the program several times each session or pay a non-participation fee in lieu of fulfilling
the participation requirement. Parents prepay a non-participation fee so that a Preschool Aide can be
scheduled in the parent's place. The co-op format helps to maintain affordable registration fees and
involve parents in their child's learning.
Staff proposes increasing fees for the Dublin Preschool an average of 10%to help offset the increases for
staff and program supplies. The following is a summary of the proposed fee modifications.

FAMILY SERVICES PROGRAMS
Family Services Programs support positive youth development and strong families. Programs include
Camp Kolb, Camp Emerald Glen, Camp Sunrise, Nature Day Camp, After School Recreation, Student
Union and Family Events.
Staff proposes a fee increase for the After School Recreation and Student
Union programs an average of 15%. This increase is based on increased costs and the addition of
twenty-two hours of service. Previously, the program ended at 5:30 PM and now the program ends at
5:45 PM to better accommodate working parents. The program will also be held on teacher work days.

The following is the average hourly resident rate per child for the City of Dublin After School Recreation
and Student Union programs, EDCC, Livermore Area Recreation and Park District (LARPD) and the "Kids
Country" program in San Ramon.

Staff proposes increasing fees for Nature Day Camp, Camp Sunrise, Camp Kolb, and Camp Emerald Glen.
Staff also proposes to increase fees for Breakfast with Santa and the Spring Eggstravaganza from $10.00
to $11.00 per resident; and for the Family Campout event from $19.00 to $20.00 per resident. The fee
increases will cover additional costs of staffing, contract vendors, operating supplies, and the
maintenance costs of set up and clean up by the City's contract Maintenance Staff. The following table

Camp, an all-day camp, and all-day camps run by Tri-Valley YMCA, Ridge Runners Nature Day Camp-and
Activity Swim Camp run by Pleasanton, and Crow Canyon Nature Day Camp run by San Ramon.

District's Fun in the Sun.

SPORTS PROGRAMS
The Adult 5-on-5 Basketball League is conducted on Sunday afternoons and evenings during the fall,
winter and spring quarters. Staff proposes raising the league fee by 1.6%to compensate for increases in
staffing costs and program supplies.
The Adult Co-ed Bocce Ball League is conducted on Wednesday and Friday evenings during the spring
and summer quarters. Staff proposes raising the league fee was by 4% to compensate for increases in
staffing costs for court preparation.
The Department conducts the Junior Warriors Basketball League in the winter and summer each year.
Staff proposes raising the league fees an average of 4.4% to compensate for increases in program costs
and supplies. The Tee ball League is held from September to October each year and Staff proposes
increasing the league fee by 2.1%to compensate for increases in program staffing costs and supplies.
The Adult Softball League is conducted on Tuesday and Thursday evenings during the spring and
summer quarters. Staff recommends raising the league fee by 1.6% to compensate for increases in
staffing costs.

SWIM CENTER PROGRAMS
The Junior Green Gator Swim Team is a non-competitive swim program that helps prepare participants
for competitive swimming. Participants attend seven weeks of practice three days a week. Participants
have a chance to participate in two swim meets to help track their progress during the summer. The
proposed fee increase of 10%helps cover the direct staffing costs for the program.
Private lessons provide students the opportunity to receive individualized swimming instruction. During
this lesson participants receive direction and feedback from the instructor to help improve stroke
technique and efficiency. The 10%fee increase will help keep pace with rising staffing costs.

Group swim lesson classes have either a maximum of five or seven students depending on the level of
instruction. Staff is not suggesting a fee increase for group swim lessons or recreational swim at this
time because of the similar fees charged by neighboring cities.
SENIOR CENTER PROGRAMS
The Dublin Senior Center offers a variety of low cost classes, activities, and programs that facilitate
participation by senior patrons. Many classes, often taught by volunteer instructors, are offered on a
"drop-in" basis where the City charges a nominal "activity fee" to participate without having to pre-
register for the class.
Staff recommends that the activity fee remain the same for Fiscal Year 2013-2014. The fee was raised
25 cents in Fiscal Year 2012-2013. Staff also recommends that the current practice of one "activity fee"
for both residents and non-residents continue. The "drop-in" fee format is very popular among the
seniors and allows for their scheduling flexibility. Staff conducted a fee comparison of other Senior
Centers,which indicates that the Dublin Senior Center still offers the lowest fees in the Tri-Valley area.

The lunch program is offered daily Mondays through Fridays. Special event luncheons occur monthly.
Spectrum Community Services has raised the lunch price by$50 on July 1. Staff plans on adjusting lunch
fees accordingly. For the Special event luncheons the cost will also increase fifty cents for both residents
and non-residents.

Staff proposes creating new Trips and Tours rates for shorter, local trips. A trip of five to 20 miles in
length and four hours or less would now cost a minimum of $20.00 for residents, $24.00 for non-
residents and an additional fee of$3.50 per person for each hour over four hours. These new rates will
help Staff offer more affordable local trips and increase the number participants on each trip.
COMMUNITY EVENTS AND FESTIVALS FEES
Staff is suggesting segmenting vendor fees into two categories for one and two-day events. The lower
end of the range reflects no change. Ranges have been added to all categories to allow flexibility in
changing fees depending on the event. This increased range is competitive with like-size regional
festivals. The increase in the Non-Profit fee is recommended to offset administrative costs and dis-
incentivize no-shows. Non-Profits wanting to fundraise are recommended to be differentiated between
non-profit information booth and non-profit fundraising booths.

Staff is recommending the on-site registration fee increase of $5.00 (16.7%) for the Shamrock Fun Run
and Walk to encourage pre-registration and to discourage the last minute registration rush on race day.
Staff is also recommending the family per-person pre-registration rate be increased $1.00 (5%) to keep
up with race event costs.

A RESOLUTION OF THE PARKS & COMMUNITY SERVICES COMMISSION
OF THE CITY OF DUBLIN
APPROVING A MASTER FEE SCHEDULE FOR
PARKS AND COMMUNITY SERVICES DEPARTMENT PROGRAMS AND SERVICES
WHEREAS, the City of Dublin has been sponsoring recreational programs, services and events
since 1984; and
WHEREAS, the City Council adopted the Parks and Community Services Pricing Policy on
September 21, 2010; and
WHEREAS, the Pricing Policy provides guidance for annual adjustments to service fees and
identifies what services should recover 100% of the total cost (direct and indirect costs) of providing a
service, and objective criteria for pricing services at lower levels; and
WHEREAS, it is necessary to revise fees to reflect changes in the cost of providing programs; and
WHEREAS, the proposed fee schedule reflects these changing conditions and the guidelines of
the Pricing Policy; and
WHEREAS, the Pricing Policy provides that fees for Dublin residents should be discounted 20%
less than non-residents.
NOW,THEREFORE,BE IT RESOLVED that the Parks and Community Services Commission

BE IT FURTHER RESOLVED, that the Parks and Community Services Director may adjust the
adopted fees as long as cost-recovery target rates are maintained, and the increase does not exceed
10.0 percent for purposes of introductory rates, family discounts and coupon discounts, non-prime-
time pricing, package discounts and early registration discounts to promote new recreation programs
or resurrect existing programs.
BE IT FURTHER RESOLVED,that Resolution Number 01-12 be rescinded in entirety.
