Staff received a letter from,Mr___~._Roger.~_S~i~ owner of Pack and Ship at 6398 Dgugherty Road, requesting a time-limited parking zone on Dough~{~i-~Road in order to allow his customers room to park. A number of the businesses in this area are auto-related, and both the on-site and on-street parking spaces are heavily used by employees of the businesses and for vehicles waiting to be repaired or waiting to be picked up. Mr. Smith's business involves a packing and shipping service for the general public, and he is also in the process of ~e~_~blish.~g.~.~a_~ post office. The post office is expected to open shortly and will alle~-~-~-~f the overcrowding at the main post office on Village Parkway. Mr. Smith's fear is that potential customers will be discouraged by the lack of available parking. His customers would typically conduct their business and leave within a short time. TJKM, the City's traffic engineer, investigated the location and spoke with Mr. Smith, and they have agreed that approximately 190 feet of 20-minute parking would be adequate. As noted on the diagram attached, there is a fire hydrant located near the center of the 190 feet, which would reduce the actual 20-minute parking space to 160 feet (CVC Section 22514 requires that 15 feet on either side of a fire hydrant be a no parking zone). This would provide 20-minute parking for approximately ~i~t vehicle~'i~ The remainder of the curb in front of this business complex would be subject only to the City-wide 72- hour parking limit. The City's Traffic Ordinance (No. 55-87) provides that 20-minute parking zones may be established and that the curb color will be green. Thirty feet of curb would, however, be painted red at the location of the fire hydrant. At the meeting of August 22nd, Mr. Smith stated that his three employees would park at the end of the building in order not to take up any of the parking spaces in front of the building, either on- or off-site. A concern raised by the City Council was the lack of stairs or a walkway between the curb and the parking lot in front of the building. Mr. Smith said that the building manager was considering installing a concrete walkway through the planter area to resolve this potential problem. Staff recommends that the City Council conduct a public hearing, waive the reading, and adopt the ordinance establishing a 20-minute parking zone on Dougherty Road in front of Pack and Ship. ORDINANCE NO. -88 AN ORDINANCE OF THE CITY OF DUBLIN ESTABLISHING A 20 MINUTE PARKING ZONE AT 6398 DOUGHERTY ROAD The City Council of the City of Dublin does ordain as follows: Section 1. In accordance with the provisions of City of Dublin Ordinance 55-87, Section 24(d), a 20-minute parking zone designated by green curb shall be established southerly of the northernmost driveway at 6398 Dougherty Road, extending southerly a distance of 190 feet (reserving 30 feet of no parking zone at the fire hydrant per CVC Section 22514). Section 2. The provisions of Section 1 shall be added to Chapter 7 of the City of Dublin Traffic Code. Section 3. This ordinance shall become effective thirty (30) days after its final passage and adoption by the City Council. Section 4. The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California. Box 2340 Dublin, California 94568 Dear Mr. Thompson, Pack & Ship is located at 6398 Dougherty Road, Suite 27. I am writing this letter in the hope that we can effect some changes in the parking problem which now exists, and perhaps eliminate one which is oncoming. Let me explain. Over the past three months the City Police have tagged a number of cars parked in front of the building over the legal limit. The Police department belives that these cars are coming from a local office which is using the City towing service to dispose of unwanted auto's. Needless to say we do not need to provide services for which we are not going to be paid. In addition Pack & Ship has just been awarded a contract with the U. S. Postal Service to open a branch station. As you can well imagine this is going to increase the need for short term parking space. I would propose the following: Paint the curb from the North end of the building (near the railroad tracks) down to the South end (next to Dublin Mini Storage) for 30 minute parking. This should eliminate long term parking and the related car disposal business and also provide needed short term space for Postal Customers. I would like to further discuss this with you.
