A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING AND RESTATING THE POLICY PROHIBITING CITY COUNCIL MEMBERS FROM
ENGAGING IN POLITICAL ACTIVITIES AT THE CIVIC CENTER AND WHILE REPRESENTING
THE CITY IN AN OFFICIAL CAPACITY
WHEREAS, California Government Code section 3207 authorizes the City to adopt rules
prohibiting officers and employees from engaging in political activities during working hours and
prohibiting political activities on the premises of the City ; and
WHEREAS, consistent with this authority, the City Council previously adopted Resolution 26-
08, which enacted a policy to prohibiting City Council members from engaging in political activities at
the Civic Center and while acting in an official capacity; and
WHEREAS, the City Council desires to amend and restate the policy set forth in Resolution
26-08.
NOW, THEREFORE, BE IT RESOLVED that Resolution 26-08 is hereby repealed.
BE IT FURTHER RESOLVED that the City Council hereby adopts an amended and restated
policy prohibiting City Councilmembers from engaging in political activities at the Civic Center and
while representing the City in an official capacity to read as follows:
POLICY PROHIBITING CITY COUNCILMEMBERS FROM ENGAGING IN POLITICAL
ACTIVITIES AT THE CIVIC CENTER AND WHILE REPRESENTING THE CITY IN AN
OFFICIAL CAPACITY
1) Members of the City Council of the City of Dublin shall not engage in political activities
relating to local, state, or federal elections at the Dublin Civic Center—exclusive of the parking lot
area of the Dublin Civic Center—or while representing the City in an official capacity as a member of
the City Council.
2) Notwithstanding the foregoing, members of the City Council may participate in candidate
forums and debates conducted in connection with elections to fill the offices of Mayor and City
Councilmember.
3) For the purposes of this policy, the term "political activity" shall mean an activity directed
toward the success or failure of a political party, a candidate for elected office, a ballot measure, or a
political group.
4) For the purposes of this policy, "representing the City in an official capacity" shall be limited
to those circumstances in which the City Council has delegated the authority to a member of the City
Council to act on behalf of the City or to represent the City.
