DESCRIPTION: The Parks and Community Services Department develops and r experiences, implements quality programs that strengthen community image, provide vide recreational and encourages healthy lifestyles. This is accomplished by providing innovative recreation, social and cultural programs in the areas of family services, preschool, teens, sports, special events, leisure activities and classes, seniors, and aquatics. Following is a summary of programs conducted during the fall of 2012. RECREATIONAL AND LEISURE ACTIVITIES Recreational and leisure activities are classes and programs that serve customers of all ages and provide positive recreational experiences for participants. By participating in these classes, community members are given the opportunity to enhance their health and wellbeing. Classes provide opportunities to attempt new experiences or refine current skills, as well as provide a venue to meet others in the community and recreate with friends. Recreational and leisure activities are planned and implemented by contracted specialty instructors. Popular classes for youth included Kindergym, Gymnastics, and Karate. Popular adult classes included Zumba and Yoga & Meditation. A total of 534 participants registered for recreational activities in a record number of classes offered during the fall of 2012. Registration increased by 36%compared to last fall and set a five-year high. The largest increases can be attributed to an expanded number of Zumba and Yoga & Meditation classes as well as a new Family Bicycle Workshop and children's engineering classes. Attachment 1 is a detailed registration report. The program operates on school days at all public elementary schools in Dublin. Participants engage in activities such as indoor and outdoor games, arts and crafts, special events and quiet time for homework. In fall 2012 there was a 51%increase in Full-Session participation. This resulted in a 26% increase overall in total registrations compared to last year. In response to parent requests, the program hours of operation were increased an additional 15 minutes at each site. The program meets on school days when the children are released from school and the program now ends at 5:45 p.m. The program capacity has been increased in all sites (other than Green Elementary) to accommodate more participants on the waitlist. Green Elementary is at capacity due to space limitations. The total numbers for Full-Day and 20-Day Pass participants both set five-year highs. During the fall of 2012, 17 scholarships were approved and awarded for the program. The program relies solely on donations and fundraising as no funds are allocated from the City's General Fund for the program. Staff continues to explore ways to increase funding, or modify the funding level and eligibility requirements so the program can be sustained. 2of6 Student Union ram After School Program 9 The Student Union after school program is designed specifically for middle school students, and places emphasis on academic assistance and recreation enrichment. The Student Union provides middle school students a safe environment to engage in positive activities that enhance their social, intellectual, �I physical and emotional development. The program takes place after school and on-campus, and serves an important role in the support of middle school aged youth in Dublin. The program is held at Wells Middle School and Fallon Middle School, and offers a variety of fun activities, including educational programs, sporting activities, arts and crafts, science projects and music activities. The program also features the popular Homework Club. The Homework Club has a credentialed teacher that provides homework assistance during the first hour of the program each day. Children in this program participate in activities such as games and learning activities, outdoor play, arts and crafts, music, story time and circle time. Classes are offered at two locations including the Emerald Glen Activity Center and the Shannon Community Center. Classes are offered in two-day and three-day combinations during the morning or afternoon. There is also a four-day per week option for the Junior Kindergarten program. There were a total of 290 registrations for the fall, a 4% decrease from last year. There were 167 registrations for the four year old classes, 107 registrations for the three year old classes, and 16 registrations for the Junior Kindergarten program. Enrollment was down in the Junior Kindergarten program due to the Dublin Unified School District offering a new free transitional kindergarten program. Staff fosters a warm and caring story time environment where each child can listen to an enhancing story, enjoy a small craft, or simply just have fun. The program takes place on Wednesday mornings. There were a total of 146 registered for the fall session. "Little Lovies" Registration Resident 137 Non-Resident 9 Total Registration 146 YOUTH SPORTS PROGRAMS Bat Busters Tee Ball League The Bat Busters Tee Ball League is for children who are three to five years old and was located at Fallon Sports Park. The league teaches the fundamentals of baseball in a fun and non-competitive environment. This program was well received by the participants and achieved an increase of 64% in participation creating an all-time high, due to additional marketing efforts and positive referrals from past participants. All games were played on Saturdays beginning in September and ending in October. Parents were encouraged to participate as base coaches, dugout monitors and fielding "encouragers." Players received a t-shirt and a participation trophy. Trophies were presented on the final day at an awards ceremony, with each participant being individually recognized. Several weeks were cancelled due to lack of interest and it appears that many participants prefer to play on outdoor courts at Emerald Glen Park and Fallon Sports Park at no cost. Several weeks were also cancelled in 2008 and 2011 due to lack of interest. Staff recommends not offering an Open Gym program again until there is a stronger demand for indoor space. The "C" and "D" 5-on-5 leagues were held -separately with a total of ten teams registered. The 5-on-5-leagues were conducted on Sunday evenings beginning in August and ending in December. This fall the "30 years and older" 4-on-4 league was offered as a 5-on-5 league and had four teams registered. The "30 years and older" 5-on-5 league was offered on Monday evenings beginning in September and ended in December. League attendance 4of6 dropped by two teams as teams experienced more difficulty in recruiting players to play in paid leagues versus free outdoor play. Contracted classes offered during the fall included Arora Tennis, California Basketball, Dublin Ranch Golf, Kidz Love Soccer, Make Me a Pro, Velocity Sports Performance and Wee Hoop. Valley Rock Climbing was added this quarter. Registration for contracted sports programs increased 34%from the previous year and set an all-time high. This was due primarily to increases in Kids Love Soccer (up 20%) and Arora Tennis (up 184%). Arora Tennis has gradually increased the number and types of tennis classes and this fall created opportunities for both small and regular size youth group lessons. Overall, the Volunteer Program experienced a 4% increase in hours as the total number of volunteers has increased to 200 compared to 193 last fall. The Center is able to maintain its attendance due to three major special events offered in the Fall Quarter: the Senior Information and Resource Fair, the Holiday Boutique, and the Hometown Heroes Event. Classes and activities that showed an increase in attendance included a Balance Strength Agility Class, Computer Classes, ESL, Food Distribution, Drop-In Ping Pong, Reading Class, Traditional Tai Chi Class, and a Watercolor Class. New classes (not offered last fall) of Ballroom Dance, Folk Dance, Self Defense, Ukulele — Sunshine Strummers, Writing — Polish Fiction, and Zumba also contributed to the increase in attendance. The Dublin Senior Center participated in the National Council on Aging's "September is Senior Center Month" campaign. Staff received 18 stories from seniors who shared their experiences at the Dublin Senior Center and how the activities, staff and volunteers positively affected their lives. The annual Senior Information and Resource Fair was offered on the first Saturday of October and attracted approximately 350 participants. The event had 50 vendors, which was an increase from last year. The 5th Annual Hometown Heroes Event, held on the first Saturday in November, attracted approximately 115 attendees to pay tribute to our veterans. The Heritage Park and Museums' display entitled, "We Can Build, We Can Fight:The U.S. Navy Seabees in WWII Dublin," added interest to the festivities. Garrison Commander David James' touching speech paid tribute to the veterans. The "Cooltones" Big Band performed a USO-style concert. The Senior Center received 225 socks and an additional 503 other miscellaneous items on behalf of Operation S.A.M. to benefit the troops overseas. The Second Annual Holiday Craft Boutique sponsored by the City of Dublin and Dublin Senior Foundation was held the Saturday before Thanksgiving, with 61 vendors selling items. There were 23 more vendors on a waiting list. It is estimated that over 475 people attended this event. At last year's inaugural event, there were 44 vendors and an estimated crowd of 300.
