Acceptance of Work — Contract No. 10-08, Village Parkway Stormwater Treatment Improvements Prepared By: Mark Lander, City Engineer EXECUTIVE SUMMARY: On September 21, 2010 the City Council awarded Contract No. 10-08, Village Parkway Stormwater Treatment Improvements (CIP No. 960009), to Gradetech, Inc. The project included installation of two structural treatment units and one vegetated treatment swale to treat storm runoff originating from Village Parkway. The project improvements are complete and ready for acceptance, although the maintenance of planted material will continue to be subject to a maintenance period. FINANCIAL IMPACT: The total appropriations for this project are $567,800. The project budget consists of $94,723 allocated for design, inspection, and project coordination, and $473,077 for improvements. The amount of the base contract awarded September 21, 2010 was $294,112.50 (including an allowance for change orders and contingencies which increased the total to $323,523.75). The final costs for the contract are within the budget. The project is funded entirely by a State grant. Caltrans has provided funds in the amount of $80,000, estimated to be adequate to fund maintenance for 20 years, which has been set aside in a reserve account for this purpose. RECOMMENDATION: Staff recommends that the City Council accept the improvements under Contract No. 10-08, Village Parkway Stormwater Treatment Improvements, authorize staff to file a Notice of Completion, and authorize the release of retention after 35 days if there are no subcontractor claims. Page 1 of 2 ITEM NO. -T• 3 Submitted By Public Works Director DESCRIPTION: &J Reviewed By Administrative Services Director Revi d By Assistant City Manager On June 22, 2010, the City Council approved the Five -Year Capital Improvement Program (CIP) for Fiscal Years 2010-2015, which included the Village Parkway Stormwater Treatment Project (CIP No. 969009). The treatment measures will remove trash, sediment, oil, and other pollutants in storm runoff from a catchment area of 60 acres (Attachment 1), and will assist the City in meeting requirements of the new Municipal Regional Permit for Stormwater issued by the San Francisco Bay Regional Water Quality Control Board. The total project budget for the 2009-2010 and 2010-2011 Fiscal Years is $567,800. Funding was provided by Caltrans under a cooperative agreement. The total project will be completed for less than the total grant authorization. The improvements constructed by Gradetech, Inc. in accordance with the contract awarded September 21, 2010 are now complete. The total costs including the maintenance period costs will be $318,664.80. This is $4,858.95 less than the awarded contract and improvement contingency. In addition to the project cost, Caltrans has provided a grant of $80,000 to off -set future maintenance costs which the City has recorded in a separate stormwater management fund #2324.
