*Regular Meeting September 10, 1996
A regular meeting of the City of Dublin Planning Commission was held on Tuesday, September
10, 1996, in the Dublin Civic Center City Council Chambers. The meeting was called to order at
7:30 by Commissioner Jennings.

Present: Commissioners Jennings, Geist, Johnson, Lockhart and Zika; Dennis Carrington,
Senior Planner; Ralph Kachadourian, Assistant Planner, Gaylene Burkett and Maria Carrasco
Recording Secretaries.

Cm. Jennings led the Commission, Staff, and those present in the pledge of allegiance to the flag.

8.1 PA 96-027 Kassabian Motors Conditional Use Permit and Site Development
Review. Kassabian Motors is proposing to construct a new 24,350 square foot
automobile display showroom and sales facility on the undeveloped lot at the
southwest corner of Dublin Boulevard and Scarlett Drive (Chabot Channel
roadway). The project will include a 40-foot wide dedication of land along the
Dublin Blvd. frontage to the City of Dublin, for future roadway widening and
improvements.
Cm. Jennings asked for the staff report.
Ralph Kachadourian gave a brief description of the project. He stated that Mr. Kassabian and the
architect were present to answer any questions.
Cm. Jennings asked for any questions from the Commissioners or Staff. Hearing none, she asked Mr.
Kassabian if he would like to address the Planning Commission.
Mr. Kassabian stated that the project was in order and he wanted to proceed with his project.
Cm. Zika asked what color the building would be painted.
Mr. Kachadourian answered gray and red and showed the Commissioners a sample of the building.
Mr. Kassabian stated the building looked pleasing to him.
Cm. Jennings asked for any other questions from the Commissioners.
Cm. Johnson asked if they were going to have outside auto display.
Mr. Kassabian stated that with sufficient window exposure the vehicles would be left inside and didn't
think there would be a need to display them outside.
Cm. Lockhart asked if there was a condition that would allow for outside display.
Mr. Kachadourian stated yes, the condition was in there to allow for display but not to use up parking
spaces.
Cm Jennings asked if the automobiles would be vintage or consignment only.
Mr. Kassabian stated that their emphasis was with "American muscle cars" but they will have some
foreign, vintage and collectable cars.
Cm. Lockhart asked if he planned to go into the new car business.
Mr. Kassabian stated no, that he had more fun with the classic cars.
Cm. Jennings asked for additional comments or questions.
Mr. Kachadourian stated no additional comments.
Cm. Jennings closed the public hearing.

On motion by Cm. Lockhart, seconded by Cm. Geist, and with a vote of 5-0, the Planning Commission
unanimously adopted
Resolution No. 96-34
ADOPTING A NEGATIVE DECLARATION OF ENVIRONMENTAL
SIGNIFICANCE FOR PA 96-027 KASSABIAN MOTORS
AUTOMOBILE SHOWROOM AND SALES FACILITY
On motion by Cm. Lockhart, seconded by Cm. Geist, and with a vote of 5-0, the Planning Commission
unanimously adopted

APPROVING PA 96-027 KASSABIAN MOTORS CONDITIONAL USE PERMIT
REQUEST TO OPERATE A NEW AUTOMOBILE DISPLAY SHOWROOM AND
SALES FACILITY, LOCATED AT THE SOUTHWEST CORNER OF DUBLIN
BOULEVARD AND SCARLETT DRIVE (CHABOT CHANNEL ROADWA~, IN THE
M-1, LIGHT INDUSTRIAL DISTRICT
On motion by Cm. Lockhart , seconded by Cm. Geist, and with a vote of 5-0, the Planning Commission
unanimously adopted

Cm. Jennings asked if Staff inet on the zoning ordinance.
Mr. Carrington stated yes they have met and gave the Commissioners an update of the meeting.
Cm. Johnson stated it was a good meeting. He complimented Dennis on his progress.
Mr. Carrington stated he would be making an information presentation at the next Planning Commission
meeting.

Cm. Jennings asked for a copy of Dennis' general matrix in the next Planning Commission packets.
Mr. Carrington agreed to her request.
Cm. Zika asked when the next meeting will be held.
Mr. Carrington responded October 9, 1996.
Cm Jennings stated they had received the City of Dublin promotional signs handout.
Cm Johnson asked if the handout would be at the Chamber of Commerce for members and if the City
planned to do a mailing for non-members.
Mr. Carrington stated that the handout would be available at the Community Development counter.
Cm. Jennings asked if there was a cost for the handout.
Mr. Kachadourian stated no.
Mr. Carrington explained to the Commissioners that Staff has been going out in the field and taking
pictures of businesses that are not complying with the City on signs and banners. He stated that it was a
concern of the City Council. He stated that the zoning clearance was good for 30 days on and 15 days
off. This procedure would hopefully discourage people to leave the banner up continuously.
Cm. Johnson asked if there was a limit on promotional signs.
Mr. Carrington stated there is no limit.
Mr. Kachadourian stated that each time a banner is put up they would have to obtain another clearance.
Cm. Johnson thought that the banners were only good every quarter.
Mr. Carrington explained that the rigid schedule was changed to be more flexible with the business
community.
Cm. Jennings asked if the businesses with illegal banners receive a copy of the handout.
Mr. Carrington stated everyone will receive a copy.
Cm. Jennings asked if a permit was required to hang a banner on the inside of a building in windows.

Cm. Jennings asked about the ordinance regarding yards.
Mr. Carrington stated next meeting they will discuss yards.
Cm. Jennings stated that in looking at the budget, there was nothing budgeted for the zoning ordinance
update. What is the point of changing the ordinance.
Mr. Carrington stated the document was not user friendly (English, short sentences) and standards need
to be more realistic.

Cm. Jennings asked for any more comments from the Commissioners.
Cm. Zika asked about St. Phillips school and was the portable well below the roofage area of concern.
The condo's behind St. Phillips had some concern.
Mr. Carrington stated that they were lowering the roof line of the portable going in. He went over the
upcoming agenda on the 24th.
