Regular Meeting - August 7, 1995
A regular meeting of the City of Dublin Planning Commission was held on August 7, 1995, in the Dublin
Civic Ge~ter City Council Chambers. The meeting was called to order at 730 by Commissioner Zika.

Carrington, Senior Planner; and Gaylene Burkett, Recording Secretary.
Absent: Commissioner Johnson

Cm. Zika led the Commission, Staff, and those present in the pledge of allegiance to the flag.
ADDITIONS OR REVISIONS TO THE AGENDA
The minutes of the July 3, 1995, meeting were approved as submitted.

Mr. Tong stated there was a written communication concerning the item on the agenda. ~
Mr. Carrington stated that Warmington Homes was requesting a continuance of the public hearing until the
August 21, 1995, public hearing to give time to resolve differences regarding Conditions of Approval of
the site development rev~zw. Staff recommended that the Planning Commission continue the public
hearing until August 21, 1995.
Cm. Z,ika asked what would happen if the continuance was not granted.
Mr. Carrington stated that we would then have seriaus differences between Warmington and Staff
regarding the site development review and it would be best to resolve those issues.
Cm. Zika asked if there was any objections far a continuance from the Commissioners.
There being none, Mr. Tong stated that Mr. Brennan from Warmington Homes was in the audience to
answers any questions that the Commissioners might have.
Cm. Zika asked why all of a sudden Watmington decided they could not live with the Conditions of

Mr. Bruce Brennan stated he had been with Warmington Homes for about 2 months and he had not had a
chance to compare the 150 or so Conditions with all the various approvals that have gone on befare to
check for consistency. He stated he had to rely on other individuals who have had more time and
experience with this project to get their input and he was not able to get them together until that morning
and as soon as he knew, he called Mr. Carrington and talked to him about it.
By consensus, the Planning Commission unanimously agreed to continue the public hearing on PA 95-016
Hansen Ranch Conditional Use Permit and Site Development Review until the August 21, 1995 regular
Planning Commission meeting.
PUBLIC HEARING
SUBJECT: 8.1 PA 95-016 Hansen Ranch Conditional Use Permit and Site Development
Review. The project consists of a Conditional Use Permit to allow modifications to
the Planned Development General Provisions and a Site Development Review
approval for the first phase (72 units) of the Hansen Ranch development, consisting
of a total of 180 dwelling units on a 147 acre site located west of Silvergate Drive,
north of Hansen Drive and south of Winding Trail Lane.
This item was continued until the August 21, 1995 Planning Commission meeting.
Two members of the public arrived late, and Cm. Zika informed them the item had been continued until the
August 21, 1995, Planning Commission Meeting.

OTHER BUSINESS
Cm. Geist stated that there were six trucks parked in the old Lucky's parking lot last Thursday night.
Mr. Carrington stated until we get the owners to agree to post the property properly, we cannot enforce the
parking regulation.
Cm. Geist thought that it was posted, but she would check again.
Cm. Jennings had a question about weed abatement. What was the procedure when people called to
complain.
Mr. Tong stated it was under the Property Maintenance Ordinance and would be handled by the Planning
Deparhnent. We would then send the Zoning Investigator out to view the property, if it does not fall under
the Property Maintenance Ordinance, then we can refer it to the Fire Department for their annual Weed
Abatement Program, which had already occurred for this year.
Cm. Jennings asked when people call in to report, do they have to give their name and phone number.
Mr. Tong stated it could be done anonymously, and then it would be up to the City Manager and/or City
Building Official to determine whether it was a health and safety hazard issue, in which case action would
be taken. The preferred way was for a person to leave a name and phone number so that the Zoning
Investigator could get back to the person after the situation was investigated.

Cm. Jennings asked if the person who was being turned in would have to know the name of the person who
called to turn them in.
Mr. Tong indicated no. Staff's position was that calls were kept confidential, however, if the case does go
to court, the court has the discretion of indicating who made the complaint.
Cm. Zika asked about the PA system again, and it still did not seem to work right.
Ms. Burkett stated she would look into the problem again.
Cm. Zika also indicated that he had received an Appealable Action Letter notice the day after the 10 day
appeal period was up and he would like to get them before the appeal period was up.
Mr. Tong asked if he could tell us what project and he would look into it.
Cm. Zika was not sure which project it was for.
Cm. Geist stated she may still have the packet.
Mr. Tong asked if she could provide us with the information on which project this concerned.
Cm. Lockhart asked the status of the proposed meeting date change.
Mr. Tong stated he would check with the Parks and Community Service Director, and that she stated that
brochures were already sent out with their dates on them.
Cm. Lockhart asked about the Smoking Ordinance in Dublin, and stated that two bars he knew of had
taken out permits for renovation, however, nothing had been done regarding the smoking.
Mr. Tong stated that it was handled out of Administrative Services and he understood that the Smoking .
Ordinance was still being enforced.

The meeting was adjourned at 7:45p.m.
