HomeMy WebLinkAboutPC Minutes 12-05-1995 ~ ~ ~ _ Regulaz Meeting - December 5, 1995 A regular meeting of the City of Dublin Planning Commission was held on T~esday, December 5, 1995, in the Dublin Civic Center City Council Chambers. The meeting was called to order at 7:30 by Commissioner Zika. ROLL CALL Present: Commissioners Zika, Geist, Jennings, and Johnson, Laurence L. Tong; Planning Director; Dennis Carrington, Senior Planner; and Gaylene Burkett, Recording Secretary. Absent: Cm. Lockhart PLEDGE OF ALLEGIANCE TO THE FI.AG Cm. Zika led the Commission, Staff, and those present in the pledge of allegiance to the flag. ADDITIONS OR REVISIONS TO TI~ AGENDA The minutes of the November 21, 1995 , meeting were approved as submitted. ORAL COMMUIIICATIONS None WRITTEN COMML]NICATIONS None PUBLIC HEARING 8.1 PA 95-040, C~no Inc., 5PA/CUP/SDR Specific Plan Amendment, Conditional Use Pernut and Site Development Review to construct a 126 square foot drive-up espresso bar/kiosk on the undeveloped portion of property directly in front of the Workbench True Value Hardwaze store, located at 7360 San Ramon Road. Cm. Zika opened the public hearing and asked for the staff report. Dennis Carrington gave a brief staff report. He oudined ttie 3 proposals. Mr. Carrington stated the hours of operation would be from 6 a.m. to 9 a.m. with peak hours from 7 a.m. to 9 a.m.. (Later in the meeting Mr. Carrington stated the correct hours were from 6 a.m. to 9 p.m., with peak hours from 7 a.m. to 9 a.m.) He stated there would be ----------•---------------------------------------------------105 Regular Meeting December 5, 1995 [12-Spcmi] ~ ~ ~ approximately 2- 4 vehicles per hour. He stated the Applicant was proposing a reduction from 22 to 17 parking spaces, with 5 of those parking spaces being in the rear of the property. Staff felt with the reduction of the parking, there would still be sufficient parking for the project. He stated that this project would net 126 additional traffic trips, per a traffic study by Hellenbeck and Associates. The City Engincer felt that there was sufficient capacity on San Ramon Road and Amador Valley Boulevard because they were signalized intersections. There would be a traffic impact fee of ~1097.00 which would voluntarily be paid by the Applicant. He recommended that the public hearing be open and continued to the meeting of January 16, 1996. He stated staff recommended approval of the daft Resolution for the Negative I~claration, draft Resolution for the Specific Plan Amendment, draft Resolution for the Conditional Use Permit and draft Resoludon for the Site Development Review. He stated there was a letter received from a David Cambra opposing the project. A copy of the letter was included in the staff report. Mr. Tong stated that Staff reoommends that this item be continued until January 16, 1996, and also to hear from the public any comments on ttus item. Cm Zika indicated ~ had some concerns. He asked if he should express those concerns now in order for Staff to take those concerns back to the Applicant for a response at a future m~ting. Mr. Tong stated that would be appropriate, since the Applicant was in the process of revising their proposal. Cm. Zika asked for comments from the audience. Steve Garreston, who lived in the Kildara residential development, stat~ that he was not opposed to the Caffino project, although he had traflic concerns. He felt with traffic coming off San Ramon Road would push the traffic back on to Amador Valley Boulevard. His concern was that people would get impatient and try to take a short cut back up through the Kildara project. He stated that there were lots of children that cut through the project, and the increased traffic could pose a safety hazard. He liked the project, but felt traffic would be an issue. He felt circling the traffic off San Ramon Road and then back onto San Ramon Road may help with the traffic. Cm. Zika asked the other Commissioners if they had cancerns. Cm. Jennings ask~ if the Applicant would be submitting a new shcet A2 of E~ibit A with respect to the design and how the cars would e~cit. Mr. Carrington stated that was his understanding. He indic~ted that the major change would be on page A2, and that the traffic would come from both San Ramon Road and Amador Vallcy Boulevard. In both cases there would be right turn out and right turY? in turning movements. The project would be redesigned to provide straight-in circ~ilation to the drive-up windows, thus reducing turning movements. Cm. Jennings had a concern on the traffic flow and how the traffic would cut across San Ramon Road. She had seen that cars don't stop now for people crossing San Ramon Raad. Cm. Johnson did n~ ttrink traffic would be a major concem. He felt people going south on San Ramon Road would come in the first driveway, and then go back aut on Amador Valley Boulevazd and turn right and continue on San Raxnon Road. San Ramon Road at that particular point was three lanes going straight through, two 1eft-turn lanes and one right-turn lane wluch was sufficient to handle the amount of traffic ttus project would generaxe. He was glad to hear they were going to restructure the project to go straight, but he had no other prd~iems with the project. Cm. Geist asked the proposed hours of the pmject. Mr. Carrington gave the hours of 6 a.m. to 9 p.m., seven days per week. Cm. Johnson asked about employee pazking. Jennings indi~ that the staff report stated that there would be more than 2 employees. Mr. Carrington stated there would be at least 4 employees, with additional parking in the rear of the True Va1ue Hardware Store. Mr. Tong stated he had seen various Caffino operations with 2, 3, or 4 employees. Cm. Jennings askal if the total reduction to 17 parking spaces was for the kiosk and the Hardware Store. Mr. Carrington stated yes, there would be a total of 17 parking spaces u~stead of 22 for the entuue complex. Cm. Zika was concemeii about the loss of parking spaees, and the flow of traffic. At that tixne in the morning, there are kids and people in the area. He felt the traffic study was based on what should happen, and he has seen was dces happen. He felt cazs wouid go a11 the way across San Ramon Road, and wondered what the City's liability would be if they allowed this type of situation to occur. Cm. Johnson wanted to know if Cm. Zika's concern was that people would exit the north driveway and cut clear across all the lanes of trafiic to turn right on Amador Valley Boulevard. Cm. Zika stated that was correct. He had seen people try to do it. Cm. Zika continued the public hearing untii January 16, 1996. NEW OR UNFINISHED BUSINESS Mr. Tong indicated that at upcoming City Council meeting, we may be taking a request for a housing consultant to help clarify some of the housing policies as well as gmvide advise on what kinds of options there would be to further implement the housing element. Cm. Zika asked for clarification on the City Council joint meeting with the Planning Commission. Mr. Tong stated the City Council had indicated they would be willing to meet in a joint session with the Planxung Commission some time after January, 1996. Cm. Johnsc>n and Cm. Geist stated they had gotten ca11s from a Dublin Ranch attorney asking them if they had any concerns.
