Reqular Meeting - March 4, 1991
A regular meeting of the City of Dublin Planning Commission was
held on March 4, 1991, in the Dublin Civic Center Couneil
Chambers. The meeting was called to order at 7:30 p.m. by
Commissioner Burnham, Chairperson.

Present: Commissioners Barnes, Burnham, North, Rafanelli and
Zika; Laurence L. Tong, Planning Director; Maureen O'Halloran,
Senior Planner; Ralph Kachadourian, Assistant Planner; and Gai1
Adams, Planning Secretary

PLEDGE OF ALLEGIANCE TO THE FLAG
Cm. Burnham led the Commission, Staff, and those present in the
pledge of allegiance to the flag. ~
ADDITIONS OR REVISTONS TO THE AGENDA
None
MINUTES OF PREVIOUS MEETING
The minutes of February 19, 1991 were approved.

PUBLIC HEARINGS
SUBJECT: PA 91-009 First Western Development Conditional Use
Permit request to establish a Siqn Program to allaw
buildinq siqnaae facinq the Interstate 680 Freeway
located at 7181-7199 Amador Plaza Road
Cm. Burnham opened the public hearing and asked for staff report.
Mr. Ralph Kachadourian presented the staff report to the
Commission. Staff recommended approval of the Sign Program for
the First Western Development project.
Mr. Rick Hess, Applicant, referred to the site plan attached as
Exhibit A and indicated that the proposed signs shown on the plan
were not to scale.

Cm. Zika asked if the Applicant preferred a specific color shown
on the color sample attached as page 2 of Exhibit A.
Mr. Hess indicated that the colors shown were the preferred
colors. If a tenant wanted a different color than what was ~
shown, they would need to come back to the Commission for
approval. '
Cm. Burnham closed the public hearing.
On motion from Cm. North, seconded by Cm. Zika, and with a vote
of 5-0, the Commission adopted

APPROVING PA 91-009 CONDITIONAL USE PERMIT REQUEST FOR EAST
ELEVATION SIGN PROGRAM AT 7181-7199 AMADOR PLAZA ROAD
NEW OR UNFINISHED BUSINESS

OTHER BUSINESS
Mr. Tong indicated that at the next City Council meeting the
Chevron Conditional Use Permit project would be reviewed. He
reminded the Commission that the Applicant had appeal.ed the
Commission's decision and the Council had decided that the
project was consistent with the General Plan. The Council
continued the item so that Staff could work on the Conditional
Use Permit and Site Development Review application.
PLANNING COMMISSIONERS' CONCERNS
Cm. Zika asked for an update on the United Hands project.
Mr. Tong indicated that a warning notice had been issued for the
outdoor storage.
Mr. Kachadourian indicated that a site inspection had been done
and he had found that the site was clean and no outdoor storage
was found. Everything at the site looked good. The Applicant
would need to come back in one year to renew his Conditional Use
Permit.
Cm. North indicated that he had taken video pictures of the signs
that were located on Dougherty Road and would send the tape to
Staff for their review.
Cm. Burnham asked what was happening with the Fallon School site
on Brighton drive. He asked if Staff had any restrictions on the
style of the homes and would the homes be consistent with the
style and cost of homes in the immediate area.

r Mr. Tong indicated that the site had been cleared after abatement
proceedings were begun. The Applicant had not finalized their
building permits as of yet and would need to comply with the
City's setback requirements for that project. Because of the
cost of the raw land, the homes would be more expensive than the
surrounding areas.
Cm. Burnham asked whatever happened with the Lopez project.
Mr. Tong indicated that issue had been resolved by the property
owner purchasing additional land from his neighbor to give him
the appropriate setback requirement at the back of his lot.
Cm. Burnham asked when the Dublin Boulevard Extension was to be
completed. He indicated that some of the property owners had
been told the project was to start some time ago, so they did not
lease out their property and were now losing money. He asked if
the City was liable in any way to these property owners.
Mr. Tong indicated that the project would be started some time
this year and Staff was obligated to notify the property owners
of the pending project. Appraisers were to be hired to appraise
the property and the Public Works Department was required to have
a relocation plan per State requirements. This plan would be
presented to the property owners. There was no other legal
liability to the City. He indicated, however, if the land was
leased, the value of the property would be adjusted by the
aPPraiser.
Cm. North asked if the Hacienda Interchange, which is propased to
be completed some time this summer, could be used without the
access road being built.
Mr. Tong indicated that the Federal government will not allow the
interchange to be used unless both the north and south parallel
road connections are in place.
Cm. Zika indicated that he would not be attending the March 18th
meeting.

There being no further business, the meeting was adjourned at
8:00 p.m.
