The meeting was called to order at 7:30 p.m. by Commissioner Burnham, Chairperson. * * * * ROLL CALL Present: Commissioners Barnes, Burnham, Mack, Okun and Zika; Laurence L. Tong, Planning Director; Maureen O'Halloran, Senior Planner; Ralph Kachadourian, Assistant Planner; Dennis Carrington, Senior Planner; Bob Schubert, Contract Planner; Victor Mettle, Planning Intern; and Gail Adams, Planning Secretary. * * * * PLEDGE OF ALLEGIANCE TO THE FLAG Cm. Burnham led the Commission, Staff, and those present in the pledge of allegiance to the flag. ADDITIONS OR REVISIONS TO THE AGENDA None MINUTES OF PREVIOUS MEETING The minutes of May 7, 1990 were approved. ORAL COMMUNICATIONS Mr. Tong introduced Victor Mettle, the new Planning Intern. The Planning Commission welcomed him aboard. WRITTEN COMMUNICATIONS None PUBLIC HEARINGS SUBJECT: PA 90-028 Marq-Ett Arts & Crafts Conditional Use Permit request to operate two arts and crafts shows at the Dublin Plaza Shoppinq Center on July 19-22 and December 6-9, 1990 Cm. Burnham opened the public hearing and asked for the staff report. Regular Meeting PCM-1990-44 May 21, 1990 [ 5-21min ] ~ ~ . ~ Mr. Ralph Kachadourian presented the staff report to the Commission regarding the arts and crafts fairs to be held on July 19-22 and December 6-9, 1990. He indicated that Staff recomtnended that the Commission approved the application. Marietta Lewis, Applicant, indicated that she had no concerns and would comply with Staff's conditions of approval. Cm. Burnham closed the public hearing. On motion from Cm. Okun, seconded by Cm. Mack, and with a vote of 5-0, the Planning Commission adopted RESOLUTION N0. 90-021 APPROVING PA 90-028 MARG-ETT ART AND CRAFT FAIRS - MARIETTA LEWIS (APPLICANT) DUBLIN PLAZA SHOPPING CENTER MERCHANTS ASSOCIATION (SPONSOR) CONDITIONAL USE PERMIT REQUEST TO ALLOW TWO ART AND CRAFT FAIRS AT THE DUBLIN PLAZA SHOPPING CENTER SUBJECT: PA 89-124 Villaqes Conditional Use Permit and Variance request for tract siqnaqe for four directional tract signs and three subdivision sale/rent/lease signs located at Douqherty Road, Amador Valley Boulevard, Willow and Willow Creek Road Cm. Burnham opened the public hearing and asked for the staff report. Mr. Kachadourian indicated that the Applicant was requesting the Commission to continue the application requesting tract signage until the June 18th meeting in order to provide the Applicant time to review signage options, ta meet with Staff to review the Sign Ordinance and to submit revised plans. Mr. Kachadourian indicated that since the item had been noticed as a public hearing, Staff recommended that the Commission open the public hearing, accept any public testimony and continue the hearing to the June 18th Planning Commission meeting. The Commission continued the item until the June 18, 1990 , Planning Commission meeting. , SUBJECT: General Plan Amendment to revise the Housing Element of , the General Plan as required by Section 65588 of the Government Code i i Cm. Burnham opened the public hearing and asked for the staff report. I Mr. Bob Schubert presented the staff report to the Commission. II He discussed the current housing needs for the City of Dublin which included the affordability of housing, housing costs, II projected housing needs by income for Dublin, projected housing supply and the projected unmet housing needs. Regular Meeting PCM-1990-45 May 21, 1990 [5-21min) • ~ Mr. Schubert discussed various strategies requiring adoption of the new regulations as well as strategies requiring other city action for implementation of the new regulations. Mr. Schubert indicated that an article from the San Francisco Chronicle was attached to the Staff Report (Attachment 3). The article mentioned the possibility of lawsuits against communities that had not produced any low-income housing. Staff recommended ~ that the Commission review the article. Mr. Schubert indicated that Staff recommended the Planning Commission recommend to the City Council to certify the Negative i Declaration and adopt the draft revised Housing Element. ~ Cm. Mack suggested that the old Alpha Beta store could possibly be remodeled and used for a homeless shelter. Mr. Tong indicated that it was a possibility. The building structure would need to be examined and brought up to code. The downtown regulations would also need to be reviewed. Cm. Mack suggested that Staff look into the possibility of converting the abandoned building. , Cm. Burnham mentioned that Camp Parks had reviewed at one time the possibility of it being used as an emergency shelter. Mr. Schubert indicated that the commanding officer at Camp Parks had been contacted. He stated that there seemed to be some opposition from Berkeley on using the facility as an emergency shelter. Cm. Zika indicated that it could be because there was no transportation services from the Camp Parks facility. Homeless families had no transportation to and from Camp Parks. I Mr. Schubert indicated that the facility was in poor condition and was used for a military reserve program only. ~i I Cm. Zika asked where in the development time frame would the I recommended strategies take effect. Could we use the I recommendations for projects that have already been approved or are now being reviewed for approval? Mr. Carrington indicated that the housing strategy program should be considered and adopted within a 1-2 year time frame and any projects subsequent to the adoption of the program would be I effected. He indicated that any project application deemed I complete after the programs go into effect would be affected by the new program requirements. Burnham stated that if the City was required to build 20% low-income housing for each 100 homes developed, how would this concept be approached? Would the low-income housing be built within the same tract as higher income housing? Mr. Carrington indicated that the ordinance would allow for the payment of in-lieu fees to be paid into a fund for low-income housing projects. Some of the possibilities produced by the in- lieu fees would be enabling the City to lower the cost of land for low-income housing, subsidizing loans for low-income housing projects, or constructing housing within the City for low-incame families. Mr. Carrington indicated that the ideal use for in-lieu fees would be in subsidizing a percentage of housing costs to low- income families where they would only need some assistance in making their house payments; where their incomes fall just short of normal. Condominiums would be more ideal than single-family homes for housing low-income families Cm. Burnham had concerns on streamlining housing standards and codes, such as narrowing streets, allowing higher densities, etc. ' Mr. Schubert indicated that variou5 options would be studied first. The City would not want to increase their liability. Cm. Burnham indicated that he was in favor of Item IIC which would allow the use of second units. He asked how common second , units were. ' I Mr. Schubert indicated that there had been only 4 or 5 since the City of Dublin incorporated. He referenced the Cantori project that was just recently approved and indicated that additional ' shared living quarters were needed. I Cm. Burnham indicated that second units should be encouraged and would like to see more shared living quarters approved. This I would solve a lot of the housing shortage problems. ' Cm. Mack and Mr. Carrington discussed the differences between II shared living quarters and mother-in-law additions. i Cm. Burnham asked if shared housing could be subsidized. Mr. Carrington indicated that Staff would work with Alameda County in initiating a program which would aide people in sharing their living quarters with others. Funds would be needed to assist in the program. Cm. Okun asked if there were any regulations in the Zoning Ordinance on mobile home parks. He asked if th~ City had any programs in effect to encourage developers to build mobile homes. Regular Meeting PCM-1990-47 May 21, 1990 [5-21min] ~ ~ Mr. Schubert indicated that State law allows mobile homes within the single-family designations and the City has design review control over them. He indicated that the City does not have any programs for encouraging developers to utilize mobile home parks. Cm. Okun indicated that mobile homes would be a good source of low-income housing, especially for the elderly. Cm. Zika and Staff discussed manufactured homes and/or high-bred units. Cm. Burnham closed the public hearing. On motion from Cm. Mack, seconded by Cm. Okun and with a vote of 5-0, the Planninq Commission adopted RESOLUTION NO. 90-022 RECOMMENDING THAT THE CITY COUNCIL ADOPT A NEGATIVE DECLARATION OF ENVIRONMENTAL SIGNIFICANCE FOR THE REVISED HOUSING ELEMENT OF THE DUBLIN GENERAL PLAN RESOLUTION NO. 90-023 RECOMMENDING CITY COUNCIL APPROVAL OF THE REVISED HOUSING ELEMENT OF THE DUBLIN GENERAL PLAN NEW OR UNFINISHED BUSINESS Mr. Tong indicated that the City Council would be adopting the ordinance for the 2-lane access road and discussing the ABAG , proposed land use framework at the May 29th meeting. OTHER BUSINESS None PLANNING COMMISSIONERS' CONCERNS Cm. Okun had concerns regarding the "no-parking signs" that were placed on the street before new paving was installed. He indicated that he had not been notified that Betlen Drive would be re-paved. Mr. Tong indicated that he should contact the Public Works Department for further information. Cm. Barnes indicated that letters had been written far in advance and that she was very appreciative of the advance warnings. Cm. Burnham indicated that paint had been spilled at the corner of Village Parkway and Amador Valley Boulevard and asked if any citations had been issued. Regular Meeting PCM-1990-48 May 21, 1990 [5-21min] ~ ~ I Mr. Tong indicated that a claim was filed against the City and ' the maintenance crew was in the process of contacting the company to pay for the damages incurred. Cm. Burnham thanked the Staff for mailing out letters regarding the City governmental system to all of the Dublin schools. Cm. Burnham expressed his concerns on wanting the Planning Commission to be more involved with various issues that the City Council took direct action on, including City entrance signs, the City flag, City seal, and the newspaper rack ordinance. Mr. Tong indicated that for most of the issues, the City Council had decided that they were City Council responsibilities, rather than Planning Commission responsibilities. Cm. Burnham asked for more information regarding the Arts Foundation and the plaques that would be allowed on the Civic Center's wall. Mr. Tong provided some qeneral information and referred Cm. Burnham to the City Manager's Staff for more specific information. Mr. Tong indicated that most of these issues were not planning related so the Planning Commission would not typically review and comment on them. Cm. Barnes announced that Cm. Mack was retiring from the Planning Commission and that everyone would miss her. Cm. Mack indicated that she had served on the Commission for eight years and would miss everyone.
