Reqular Meetinq - Auqust 20, 1990
A regular meeting of the City of Dublin Planning Commission was
held on August 20, 1990, in the Dublin Civic Center Council
Chambers. The meeting was called to order at 7:30 p.m. by
Commissioner Burnham, Chairperson.

Present: Commissioners Burnham, Barnes, Okun and Zika; Laurence
L. Tong, Planning Director; Maureen 0'Halloran, Senior Planner;
Charlie Haims, Planning Intern; Victor Mettle, Planning Intern;
and Gail Adams, Planning Secretary.
Absent: Commissioner Springer

Cm. Burnham led the Commission, Staff, and those present in the
pledge of allegiance to the flag.
ADDITIONS OR REVISIONS TO THE AGENDA

MINUTES OF PREVIOUS MEETING
The minutes of August 6, 1990 were approved.

PUBLIC HEARINGS
SUBJECT: PA 90-052 20/20 Recycle Center Conditional Use Permit
request to continue operation of a recycle center for
aluminum, qlass and plastic beveraqe containers located
within the Pak'n Save/Liquor Barn parking lot at 6633
Dublin Boulevard
Cm. Burnham opened the public hearing and asked for the staff
report.

Ms. O'Halloran indicated that Staff had received a letter from
the Applicant requesting that the Conditional Use Permit
application be withdrawn. Because of the withdrawal, there
would not be any further action necessary by the Planning
Commission.
Cm. Burnham closed the public hearing. The Commission
acknowledged and accepted the withdrawal of this application.
SUBJECT: PA 90-053 Kildara Siqn Conditional Use Permit Renewal
request to allow one 4'x8' Directional Tract Sign on
undeveloped property located on the east side of San
Ramon Road, north of Dublin Boulevard and the Chevron
Station (continued from the August 6, 1990 Planning
Commission meeting)
and
PA 90-054 Kildara Siqn Conditional Use Permit Renewal
request to allow one 4'x8' Directional Tract Sign on
undeveloped property located at 11920 Dublin Green
Drive (continued from the Auqust 6, 1990 Planning
Commission meetinq).
Cm. Burnham opened the public hearing and asked for the staff
report.
Mr. Charlie Haims indicated that the two applications regarding
directional tract signs for the Kildara project had been
continued from the August 6th Planning Commission meeting. He
indicated that the Applicant indicated he would be present at
tonight's meeting.
Mr. Haims indicated that Staff recommended approval of both
applications. He noted to the Commission that each application
had a separate resolution for consideration.
Doug Millsap, Applicant, indicated that he was requesting a
renewal of the previous Conditional Use Permit. The real estate
market was slow and the signs were needed for promotional
purposes.
Cm. Okun asked the Applicant if there had been any changes to the
signs.
Mr. Millsap indicated no. However, the signs might be re-
painted.
Cm. Burnham asked the Applicant if he knew the tentative
completion date of the project.
Mr. Millsap indicated that he did not know when the project would
be completed. He had a one year contract with the developer,
however it depends on the real estate market.

~ Cm. Barnes asked Staff how many units were unoccupied.
Ms. 0'Halloran indicated that there were 15 phases to the
project. Up to Phase 4(or 5) was now complete.
Cm. Burnham closed the public hearing.
On motion from Cm. Okun, seconded by Cm. Barnes, and with a vote
of 4-0 (one absent), the Planning Commission adopted
RESOLUTION NO. 90-046
APPROVING PA 90-053 KILDARA CONDITIONAL USE PERMIT FOR CONTINUED
USE OF A DIRECTIONAL TRACT SIGN LOCATED ON THE EAST SIDE OF SAN
RAMON ROAD, NORTH OF DUBLIN BOULEVARD AND THE CHEVRON STATION
(APN 941-305-34)
RESOLUTION NO. 90-047
APPROVING PA 90-054 KILDARA CONDITIONAL USE PERMIT FOR
CONTINUED USE OF A DIRECTIONAL TRACT SIGN LOCATED AT
11920 DUBLIN GREEN DRIVE
SUBJECT: PA 90-040 Amador Automotive Conditional Use Permit
request to continue use of exterior storage and display
of motorcycles, -jet skis and automobiles for sale
located at 6000-6058 Dougherty Road
Cm. Burnham opened the public hearing and asked for the staff
report.
Mr. Victor Mettle presented the staff report to the Commission
regarding the continued use of exterior storage, display and
sale of vehicles at 6000-6058 Dougherty Road. He indicated that
Staff was recommending approval of the application per the draft
resolutions of approval.
Dan Stuber, Applicant, indicated that the pavement would be
repaired as indicated in the staff report.
Mr. Stuber requested the Commission to allow the driveway to be
one-way traveling north to west. This would allow the fire lane
access clearance from the building required by the Dougherty
Regional Fire Authority to be 24 feet. This would still allow
him to unload and load deliveries in that area.
Mr. Stuber requested that the Commission change the deadline to
September 30, 1990 as he will be on vacation and will not have
enough time to comply with the conditions of approval set forth
in the resolution.
Ms. O'Halloran indicated that Condition #12 should read "subject
to review and approval of the Planning Department, Dougherty
Regional Fire Authority and Public Works Department. She
indicated that Staff had no concerns regarding the deadline date
of September 30, 1990. Condition #12 could be modified to

indicate that September 30th would be the Applicant's deadline to
comply with the condition.
Cm. Burnham had no concerns regarding the one-way direction.
However, he felt that the street should be clearly marked as a
one-way street.
Cm. Barnes asked the A licant what the difference would be if

the driveway was one-way instead of two.
Mr. Stuber indicated that the fire de artment re uired a shorter

clearance if the street was considered one-way.

On motion from Cm. Zika, with revisions to Condition #12 as
noted, seconded by Cm. Barnes, and with a vote of 4-0, the
Commission adopted

APPROVING PA 90-040 AMADOR AUTOMOTIVE CENTER CONDITIONAL USE
PERMIT REQUEST TO ALLOW THE EXTERIOR DI5PLAY, STORAGE AND SALE OF
AUTOMOBILES, MOTORCYCLES AND JET SKIES
AT 6000-6058 DOUGHERTY ROAD
NEW OR UNFINISHED BUSINESS

OTHER BUSINESS
Mr. Tong reminded the Commission that there would be a joint
Planning Commission/City Council meeting on August 22nd regarding
the East Dublin project. He indicated that part of the Hansen
Hill annexation process would be considered at the August 27th
City Council meeting.
Cm. Barnes indicated that she would not be able to attend the
August 22nd meeting.
PLANNING COMMISSIONERS' CONCERNS
Cm. Zika had concerns regarding the sewer capacity for additional
housing units, especially with the possible development of the
East and West Dublin areas. He asked how was it determined if
there was enough water and sewer services available.
Mr. Tong indicated that studies have been made and are referenced
in the East/West Dublin environmental review documents. Dublin
San Ramon Services District and Zone 7 indicate that Dublin
presently has sufficient sewer/water capacities. However, there
is not enough sewer capacity for the East and West Dublin areas
or even major expansion of the Pleasanton and Livermore areas.

The Tri-Valley Water Authority is looking into the long term
solutions that are needed for the tri-valley areas.
Cm. Zika requested more information on water/sewer capacities for
the Dublin area.
Cm. Okun had concerns regarding the cost of housing. He asked
Staff what type of housing units were being looked at in regards
to the sewer capacityllimits.
Mr. Tong indicated that the amount of sewer/water demand was not
directly related to the cost of housing. The type of housing
units is equally important and is being looked into.

There being no further business, the meeting was adjourned at
8:05 p.m.
