The meeting was called to order at 7:30 p.m. by Commissioner Burnharn, Chairperson. * * * * ROLL CALL ~resent: Commissioners Barnes, Burnham, Okun, Springer and Zika; Laurence L. Tong, Planning Director; Maureen 0'Halloran, Senior Planner; David K. Choy, Associate Planner; Ralph Kachadourian; Assistant Planner; and Gail Adams, Planning Secretary. * * * * PLEDGE OF ALLEGIANCE TO THE FLAG Cm. Burnham led the Commission, Staff, and those present in the pledge of allegiance to the flag. ADDITIONS OR REVISIONS TO THE AGENDA None MINUTES OF PREVIOUS MEETING The minutes of September 4, 1990 were approved. ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS None PUBLIC HEARINGS SUBJECT: PA 90-069 Baqel Bakery Conditional Use Permit Renewal request utilizin the existinq outdoor eating/seating area in front of the existing Baqel Bakery Store located at 7168 Regional Street Cm. Burnham opened the public hearing and asked for the staff report. Regular Meeting PCM-1990-96 September 17, 1990 [9-17min] ~ ` i Mr. Ralph Kachadourian presented the staff report to the Commission. He indicated that Staff was recommending approval of the Conditional Use Permit Renewal request for the existing outdoor eating/seating area in front of the existing facility. Alex Bush, Owner of the Bagel Bakery, aqreed with Staff's recommendations. He expressed his appreciation for the amount of time staff has given for his project. Cm. Burnham asked if the current signage was allowed under the City's sign regulations. Mr. Kachadourian indicated that the Applicant had ordered lettering for the sign cabinet and he would be conforming to the City's regulations. Cm. Burnham closed the public hearing. On motion from Cm. Zika, seconded by Cm. Okun, and with a vote of 5-0, the Planning Commission adopted RESOLUTION NO. 90-055 APPROVING PA 90-069 BAGEL BAKERY CONDITIONAL USE PERMIT REQUEST TO CONTINUE OPERATION OF AN OUTDOOR SEATING/EATING AREA FOR CUSTOMERS AT 7168 REGIONAL STREET SUBJECT: PA 90-065 Valley Nissan/Dodge Conditional Use Permit request to raise an existing freestanding sign from 26 feet to 35 feet and Site Development Review request for an additional wall siqn located at 6015 Scarlett Court Cm. Burnham opened the public hearing and asked for the staff report. Mr. David Choy presented the staff report to the Commission. Staff was recommending approval of the 35 foot freestanding sign and the additional wall sign for the Valley Nissan/Dodge facility. Cm. Okun asked if there were any wind problems for a sign at that height. Bruce Qvale, Applicant, explained that the specifications were provided to the Building Department and they conformed to State regulations. Robert Rogers, Applicant, explained to the Commission that all of the Valley Nissan's signs would be the same size and in uniformity with other surrounding businesses. Cm. Zika asked the Applicant if the two freestanding signs were offset from one another or would there be a blockage problem. Burnham closed the public hearing. On motion from Cm. Okun, seconded by Cm. Springer, and with a vote of 5-0, the Commission adopted RESOLUTION NO. 90-056 APPROVING PA 90-065 CONDITIONAL USE PERMIT REQUEST FOR A FREESTANDING SIGN AT VALLEY NISSAN/DODGE DEALERSHIP AT 6015 SCARLETT COURT RESOLUTION NO. 90-057 APPROVING PA 90-065 SITE DEVELOPMENT REVIEW REQUEST FOR AN ADDITIONAL INTERNALLY ILLUMINATED WALL SIGN AT VALLEY NISSAN/DODGE DEALERSHIP AT 6015 SCARLETT COURT NEW OR UNFINISHED BUSINESS None OTHER BUSINESS Mr. Tong indicated that there was a LAFCO meeting regarding the Doolan Road Sphere of InfTuence Study on September 20th. At the September 24th City Council meeting, they would be reviewing the East Dublin Workshop report. Mr. Tong indicated that Staff had reviewed the preliminary census information and the State estimated Dublin's population to be about 25,800. Staff was reviewing the maps for additional units that the census staff may have missed. PLANNING COMMISSIONERS' CONCERNS Cm. Zika indicated that the upgraded Shell Station on Alcosta Boulevard looked excellent. Cm. Burnham asked what the status of the parking of cars on the hillside across Amador Valley Boulevard from the Dublin Meadows site. Mr. Tong indicated that the Public Works Department was looking into the problem. The construction crew and police department were talked to the week of the last Planning Commission meeting. Cm. Burnham indicated that people were still parking illegally. He felt that the qeneral contractor was taking liberties. He asked Staff if the construction crew had permission to work on Saturdays. Mr. Tong indicated that they could only work on weekends if they had written permission fxom the Public Works Department.
