Regular Meeting - May 19, 1986
A regular meeting of the City of Dublin Planning Commission was
held on May 19, 1986, in the Meeting Room, Dublin Library. The
meeting was called to order at 7:00 p.m. by Cm. Ma~k,
Chairperson.

ROLL CALL
PRESENT: Commissioners Barnes, Burnham, Petty, Mack, and Raley,
Laurence L. Tong, Planning Director and Kevin J. Gailey, Senior
Planner.

PLEDGE OF ALLEGIANCE
Cm. Mack led the Commission, Staff, and those present in the
pledge of allegiance to the flag.

MINUTES OF PREVIOUS MEETING
The minutes of the regular meeting of May 5, 1986, were approved
as presented.

ORAL COMMUNICATION
None.

WRITTEN COP~IMUNICATION
Mr. Tong said the Commissioners had received various action
letters for Barons Jewelers, Circus Vargas, Waterbed Factory, and
Standard Brands Paints.

PUBLIC HEARING
SUBJECT: PA 86-010.1 and .2 Pu1te Home
Corporation - Betlen Drive Planned
Development (PD) Rezonin and
Subdivision Map (Tentative Map 5588)
requests for a planned development with
44 proposed sinqle family residential
lots involving an 8.4+ acre ro erty
located along the south side of the
terminus of Betlen Drive in the
southwest corner of the City of Dublin.
Cm. Mack opened the public hearing and referred to a letter from
Michael Milani, Project Manager for Pulte Homes, dated May 16,
1986, requesting a continuance of the hearing. Mr. Tong advised
the Commission they had the option of taking any of the following
actions: grant the continuance and not hear public testimony,
hear public testimony and continue the item, or hear public
testimony and take action on the project.
Cm. Raley inquired if the Applicant had made any changes in the
original proposal. Mr. Engle, Pulte Homes Representative, said
they are requesting the continuance be granted until the June 16,
1986, meeting. He said they were reviewing the plans with the
intent of revising them for a lesser number of units than
originally requested. He indicated that the additional time
would allow them to reassess the market information, put together
a revised presentation for the Commission, and attempt to set up
a meeting with the property owners in the vicinity of the project
in order to address the issues of concern raised by those
property owners.
Mr. Tom Fahey, Betlen Drive resident, expressed concern about
continuing the public hearing. He said that it may be difficult
for people who have scheduled vacations to be present at the next
hearing if it is continued. He stated that, in his opinion, if
the continuance were granted, it would be better for the
homeowners if it were scheduled for the June 2, 1986, meeting. -
Elliot Healy, 11362 Betlen Drive, requested assurance that enough
advance notification of the next meeting be supplied to insure
that homeowners are able to be in attendance at that meeting.
Mr. Gailey advised that if any substantive changes are made to
the plans, Staff would need to redistribute them to responsible
agencies for review and comment, and should that occur, the
hearing date of June 16th may even be difficult to make.
Lee Stoffiger, 1162 Betlen Drive, indicated there may be a
problem with summer vacations. He stated that he thought the
changes to the project previously recommended by the Planning
Commission should be made.

Mr. Gailey requested that anyone in attendance who did not live
within the 300-foot radius of the subject property, and who did
not receive notification of the previous hearing, provide the
Planning Department with their names and addresses to insure they
are notified of the next public hearing.
Mrs. Fahey inquired if any changes had actually been made to the
plans. Mr. Gailey said no new materials had been submitted, but
that the Applicants have indicated their intent to do so.
Betty Moore, 11292 Betlen Drive, said she would be out of the
Country at the time the next hearing is held and expressed
concern that she would not have an opportunity to review the
revised proposal. Cm. Mack suggested she submit any comments she
may have to the Commission in writing. Mr. Gailey said a
spokesperson could be designated, and the Staff could provide
them with copies of new plans for distribution among the
homeowners. He reviewed the process which would have to be
followed after the Planning Commission takes action on the
proposal.
By consensus of the Planning Commission, the public hearing was
continued to the meeting of June 16, 1986.

Temporary Promotional Advertisin
Displays Conditional Use Permit for use
of temporary promotional advertisin
displays for a maximum cumulative period
of sixty days within a 12-month period.
Cm. Mack opened the public hearing and read a letter xeceived
from Ozzie Davis, dated May 16, 1986, requesting that the hearing
be continued until the meeting of June 2, 1986. By consenus of
the Commission, the public hearing was continued until June 2,
1 986.

NEW BUSINESS
SUBJECT: Planninq Commission Meetin Format
Revisions
Mr. Tong said this topic had been placed on the agenda as a
follow-up to the Planning Commission meeting of May 5, 1986. He
referred to the Draft Planning Commission Rules of Procedure, the
Existing Planning Commission Rules of Procedure, the Draft
Planning Commission Procedures Summary and the Draft Speaker
Slips which were included in the packet. Mr. Tong reviewed the
revisions which had been made to the Dublin Planning Commission
Rules of Procedures. The Commission requested that the following

V.4., the words "to the Agenda" be added after "Additions or
ReVisions"; and on the same page, item VI. B., the words "or
approve" be added to the end of the second sentence.
There was discussion concerning the use of Speaker Slips, and
Mr. Tong said they would be submitted to the Chairperson for
review; the Chairperson would then either indicate that a written
communication had been received, or read in its entirety the
information contained on the Speaker Slip.
Cm. Raley moved, Cm. Barnes seconded, and by a unanimous voice
vote, the revised Planning Commission Rules of Procedure, the
Planning Commission Procedures Summary, and the Speaker Slips
were adopted as amended.

OTHER BUSINESS
In response to a question from Cm. Raley, Mr. Tong said he has
not received any comments from the City Council regarding the
concerns raised by Cm. Raley about the Tri-Valley Planning
Citizens' Committee. He advised that this topic will be on the
next City Council agenda.

PLANNING COMMISSIONER'S CONCERNS
Cm. Burnham asked if the mobile pet clinic had been held.
Mr. Tong advised that it did not occur, and that a representative
of the clinic was at the site to let customers know the clinic
would not be held. He said that the Planning Commission's
decision had been appealed by Councilmember Moffatt.
Cm. Raley referred to the sign which refers to the historical
church being a point of interest; he stated that the word
"interest" had been misspelled on the sign.

ADJOURNMENT
There being no further business, the meeting was adjourned at
7:50 p.m.
