HomeMy WebLinkAboutPC Minutes 05-21-1984 ~ ~ Regular Meeting - May 21, 1984 A regular meeting of the City of Dublin Planning Commission was held on May 21, 1984, in the Meeting Room, Dublin Library. The meeting was called to order at 7:30 p.m. by Chairman Alexander. * * * * ROLL CALL PRESENT: Commissioners Alexander, Petty, Mack, and Associate Planner, Thomas P. DeLuca, & Planning Director, Laurence L. Tong * * * * PLEDGE OF ALLEGIANCE Cm. Alexander led the Commission, Staff, and those present in the pledge of allegiance to the flag. * * * * MINUTES OF PREVIOUS MEETING Mr. Tong explained that due to a secretarial shortage the Minutes of the past meeting were not available but would be ready for adoption at the June 4, 1984 Planning Commission meeting. * * * * ORAL COMMUNICATION At this time Chairman Alexander requested the Secretary to read the Resolution of Appreciation to former Commissioner Georgean Vonheeder. It was moved by Cm. Mack and seconded by Cm. Petty that the Resolution be approved. Roll call vote found all those in favor. The motion passed unanimously. Chairman Alexander then requested the Secretary read the Resolution of Appreciation to Cm. Tenery. It was moved by Cm. Petty and seconded by Cm. Mack that the Resolution be approved. Roll call found all those in favor. The motion passed unanimously. * * * * WRITTEN COMMUNICATION Mr. Tong read a letter addressed to the~Dublin Planning Commission from the San Ramon Planning Commission expressing their interest in meeting on May 23, 1984 to discuss area wide transportation needs. After a brief discussion it was determined that the Dublin Planning Commission would like to attend that meeting. i ~ PUBLIC HEARING PA 84-022, Estate Homes of Northern California Tentative Map Extension Mr. DeLuca introduced the item whicn was a request by Estate Homes of Northern California for a 12 month extension to Tract 4930. Mr. DeLuca briefly explained that it was a 72 lot subdivision and the grading and improvement plans have been substantially completed and are presently being reviewed by the City Engineer. The main concern with this request was the maintenance and drainage of the steep slopes that were spread throughout the subdivision, but which were principally located between Fenwick and Bloomington Way. Mr. DeLuca stated that it was staff's recommendation that some form of individual, joint or common maintenance program be instituted to insure that this area be properly maintained. With respect to the drainage, it was recommended that drain lines be extended out to the streets fr_om the concrete ditch to reduce the amount of water run off in the ditch and to reduce the sheet flow across separate parcels. Bob Ravizza of Estate Homes was present and indicated that he was in agreement with all the conditions of approval, but he did have a concern with the maintenance of the steep slopes. He indicated that he would like to meet with staff and work out an arrangement for how this area can be maintained. Robert Nielsen, an adjacent landowner, expresed his concern for an access easement to the west and to the north so that if this property developed there would be access to a public street. Mr. Tong stated that other than an emergency access easement to the west, he did not feel that a permanent access was needed since the adjacent property was not planned for residential development. Mr. Tong also stated that the Planning Director from San Ramon indicated that the property to the north was not planned for residential purposes; therefore the access easement was not needed. At the conclusion of the public hearing, the Planning Commission determined that an additional condition was needed to provide emergency access easement to the unincorporated area immediately west of Fenwick Way. This access easement was to be approved by the City Engineer prior to recording of the final map. It was moved by Cm. Mack and seconded by Cm. Petty that the Resolution be approved with condition 57 becoming 58, and 57 reading: An emergency access easement shall be provided to the unincorporated area immediately west of the Fenwick Way cul-de- sac; said access easement to be approved by the City Engineer prior to recording of the final map. Roll call found all those in favor. The motion passed unanimously. ~ ~ RESOLUTION NO. 84-25 APPROVING PA 894-022, A 12 MONTH EXTENSION TO TRACT 4930 ESTATE HOMES OF NORTHERN CALIFORNIA * * * * PA 83-060, William McCartney Variance Request Chairman Alexander continued this public hearing until the meeting of June 4, 1984 at the applicants request. * * * * OLD BUSINESS None. * * * * NEW BUSINESS None. * * * * OTHER BUSINESS Mr. Tong explained to the Planning Commission the status of AB 4 which had been withdrawn in the State legislatu~e. * * * * ADJOURNMENT There being no further business, the meeting was adjourned at 8:45 p.m. Cm.
