CITY OF DUBLIN PLANNING COMMISSION
Regular Meeting - January 3, 1983
A regular meeting of the City of Dublin Planning Commission was
held on Monday, January 3, 1983, in the meeting room, Dublin
Library. The meeting was called to order at 7:30 p.m. by Cm.
William Tenery, Chairman.

ROLL CALL
Present: Commissioners Alexander, Vonheeder, Woy, Mack, and
Tenery, and Laurence L. Tong, Planning Director.

PLEDGE OF ALLEGIANCE
Cm. Tenery led the Commission, Staff and those present in the pledge
of allegiance to the flag.

MINUTES OF PREVIOUS MEETING
The minutes of the previous regular meeting, dated December 20, 1982,
on motion of Cm. Vonheeder, seconded by Cm. Mack, and by unanimous
vote were approved as written.

ORAL COMMUNICATION
The Commission received a compliment from Beth DeRoos, from the
audience,on their job well done during 1982. She expressed concern
that there were so few people in the audience and questioned
whether dates of the regular meetings were published.
Mr. Tong indicated that all the newspapers in the area_received a
copy of the Agenda several days prior to each meeting, and as.a
regular meeting, the dates need not necessarily be published.

UNFINISHED BUSINESS
Staff reintroduced the letter from Denis L. Sherry regarding
elevator phones, which was received by Cm. Vonheeder and presented
to the Commission at the meeting of December 6, 1982. Also included
was a copy of Title 8, Elevator Safety Orders, section 3041;
Title 24, Elevator Safety Regulations Equipment for Cabled Elevators,
section 3041; and Title 24, Building Standards.
There was a discussion regarding safety alarm equipment in elevators
located in city buildings, and Staff indicated that all the elevators
in the buildings listed in Mr. Sherry's letter were installed in
accordance with Title 8, Elevator Safety Orders and inspected by
OSHA (Occupational Safety and Health Administration).
Cm. Vonheeder requested that Staff draft a letter to M?-. Sherry in
response to his correspondence, and Cm. Tenery volunteered to visit
each of the buildings in question and inspect the elevators personally
and report to Staff as soon as possible.

NEW BUSINESS
8.1 General Plan Discussion - Format
Staff introduced the subject, including Exhibit A, Issues by Subject
Area; and three alternate formats which could be utilized by the
Commission to address the elements of consideration for the General
Plan.
A discussion followed regarding the relative importance of the Land
Use Element--whether it should be an element in itself or simply a
portion of a broader element. Mr. Tong emphasized that based on his
experience, his recommendation is to treat Land Use as the single
most important element addressed in the General Plan.

which might be taken.
The suggestion was made that the format be decided upon at this meeting
but with the option to modify it at a later time. Mr. Tong indicated
that the City should bear in mind that:l) the General Plan must
address all required issues to the extent that they are locally
relevant; 2) it must be internally consistent; and 3) it should be
as easy to use as possible. He pointed out that the Housing Element
guidelines are more specific than the other laws regarding the
required elements.
The motion was made by Cm. Mack, seconded by Cm. Vonheeder, and
passed by unanimous vote to adopt Alternate A as the preferred
format, with the option for modification when the Consultant joins
Staff.

8.2 Conditional Use Permit Reference Material
Since the Planning Commission will soon begin hearing applications
for Conditional Use Permits, Staff presented the Commissioners with
reference materials on Conditional Use Perrnits which could be
reviewed and discussed. The materials included: Excergts from "A
Legal Outline of the Planning Commissioner's Job"; and Excerpts
from the Zoning Ordinance.
The Commission was cautioned that in all cases if legal questions arise
in dealing with permits for conditional uses, it is recommended
that the Dublin City Attorney be consulted for advice.

OTHER BUSINESS
Cm. Vonheeder brought up the fact that during 1983, two legal
holidays fell on a Commission meeting date, and Mr. Tong stated
that the Commission would then meet the following business day
after' the holiday at its regularly scheduled time and place.
The subject of an upcoming Planning Commissioner's Seminar ~ras mentioned
by Chl. Tenery and the dates of March 2, through March 4, 198 3 and
the location of rionterey were verified by Staff.
Cm. Alexander questioned the existence of a requirement for
business establishments to display their street address. Mr. Tong
responded that a requirement is in the process of being'developed
for certain planning permits, but that it is difficult to make the
requirement retroactive. It was also the concensus of opinion
that the absence of block locators on street name signs sometimes
made it difficult to locate certain locations in Dublin.

There being no further business, the meeting was adjourned at
10:00 p.m.
