HomeMy WebLinkAbout4 Draft 02-08-2010 PCSC Minutes r PARKS AND COMMUNITY SERVICES COMMISSION SPECIAL MEETING Draft Min utes CITY OF DUBLIN February 8, 2010 The February 8, 2010 special meeting of the Parks & Community Services Commission was called to order at 7:00 p.m. at the Dublin Civic Center, Dublin, California, by Chair Jones. PLEDGE OF ALLEGIANCE Chair Jones led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Jones, Guarienti, Arcuri, Elias, Muetterties, Totaro Commissioners Absent: None ORAL COMMUNICATIONS 3.1 BRIEF INFORMATIONAL ONLY REPORTS FROM SENIOR CENTER AND YOUTH ADVISORY COMMITTEES Senior Center Advisory Committee Ms. Delilah Vanderpool reported that at the last Committee meeting, Ms. Ronnie Holland, City of Dublin Poet Laureate, was the guest speaker, and the Committee brainstormed guidelines for a Senior Center Citizen of the Year Award sponsored by the Advisory Committee and new ideas for Saturday activities. Youth Advisory Committee Cm. Arcuri reported that the Committee discussed different ideas for teen events, the Committee's participation in the St. Patrick's Day festivities, and ideas for fundraising. She provided updates on the tutoring program and indicated that their next meeting would be held with the Senior Center Advisory Committee at the Dublin Senior Center to discuss potential intergenerational programs. 3.2 PUBLIC COMMENTS - None APPROVAL OF MINUTES - December 14, 2009 and Januarv 11, 2010 On a motion by Cm. Elias, seconded by Vice Chair Guarienti, and by a vote of 5-0-1 with Cm. Muetterties' abstention, the Commission voted to approve the minutes of December 14, 2009, with one amendment (as noted on the January 11, 2010 Minutes). Cm. Muetterties abstained from the vote due to her absence during the December 14, 2009 meeting. On a motion by Cm. Elias, seconded by Vice Chair Guarienti, and by a vote of 4-0-2 with the abstention of Cms. Arcuri and Totaro, the Commission voted to approve the minutes of January 11, 2010 as presented. Cms. Arcuri and Totaro abstained from the vote due to their absence during the January 11, 2010 meeting. WRITTEN COMMUNICATIONS - None Draft P&CSC Meeting Minutes - February 8, 2010 Page 2 of 3 PUBLIC HEARING - None UNFINISHED BUSINESS - None NEW BUSINESS 8.1 FEASIBILITY OF LACROSSE PROGRAMMING Mr. Rich Jochner, Recreation Supervisor, presented the specifics of the item as outlined in the Staff Report. Cm. Totazo complimented Mr. Jochner on the Staff Report stating that it was a thorough report and discussed all of the important points on the subject. Vice Chair Guarienti agreed with Cm. Totaro and asked if Lacrosse programming would remain on the goals and objectives radar for next year. Mr. Paul McCreary, Assistant Director of Parks and Community Services, stated it would be on the radar for Staff, but it would not be on the City Council Goals and Objectives as no additional resources are recommended at this time. 8.2 CHANGES TO PROMOTIONAL PUBLICATIONS Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the item as outlined in the Staff Report. Cm. Elias asked how the email distribution lists are built. Mr. McCreary explained that the email distribution lists are built utilizing our current customer database from the class registration system. He stated that the City's plan for its new website would include an opportunity for potential customers to opt- in to receive promotional emails using Rich Site Summary (RSS) feeds. Vice Chair Guarienti asked about the per-unit cost of "The Guide". Mr. McCreary stated that he would follow-up with the Commission to get them the exact cost of each publication. Vice Chair Guarienti asked about the cost of each "Dublin Doings" newsletter and Mr. McCreary stated that the cost is about $1.10 per copy. Vice Chair Guarienti stated that he supports the changes with "The Guide" and thinks it a good idea to have the Aquatics Guide as a separate publication. He commented that the calendar of events on the City's website needs improvement and gave suggestions for how it could be improved. Mr. McCreary stated that the City's plan for its new website would also include an improved calendar of events. Cm. Totaro asked if the Dublin Heritage Center's third grade local history books would also be distributed to Dublin schools that are not a part of the Dublin Unified School District, and Mr. McCreary stated that he would work with Staff to ensure this would be done. 8.3 FALL 2009 QUARTERLY REPORT Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the item as outlined in the Staff Report. Cm. Totaro asked about the attendance at the 2009 Day on the Glen festival. Mr. McCreary stated that attendance was at par or below the attendance level for the previous year. i Draft P&CSC Meeting Minutes - February 8, 2010 Page 3 of 3 Cm. Totaro asked about expansion options for the preschool program. Mr. McCreary explained that the next opportunity for expanding the preschool program would be with the Recreation and Aquatic Complex at Emerald Glen Park. Vice Chair Guarienti commended Staff on the programs/classes/events that have increased attendance. He asked about the declining attendance for the Day on the Glen Skateboard Competition. Mr. McCreary stated that the reasons for the declining attendance could vary based on the skate shop that is co- sponsoring the activity. OTHER BUSINESS 9.1 BRIEF INFORMATION ONLY REPORTS FROM PARKS & COMMUNITY SERVICES COMMISSIONERS AND/OR STAFF Cm. Totaro reported that people are currently playing on the Fallon Sports Park synthetic fields and asked that Staff take a look at putting fencing around the fields. Mr. McCreary stated that Staff would look into deterrence measures far keeping unauthorized uses off of the fields. Cm. Elias reported that he attended a neighborhood flag football game on a grass field at Fallon School and stated that this is a good example of how the community/neighborhood parks are being utilized by the public. Cm. Arcuri stated that she would like to see more drinking fountains installed on the Dublin sections of the Iron Horse Trail. Vice Chair Guarienti suggested that the community calendar be kept up-to-date with the many activities held in Dublin. He reported that he attended the Black History Celebration at Valley Christian Center. Mr. McCreary reported that the Dublin Swim Center remained closed for maintenance issues. He informed the Commission of upcoming events, the new Dublin Library closure schedule during the weekends of Library observed holidays, and of a recent community survey of about 400 residents conducted via the telephone.
