FINANCIAL STATEMENT: None
DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreational and social programs. Following is a summary of the programs and events held
during the winter quarter.
RECREATIONAL ACTIVITIES
Recreational Activities provide positive recreational experiences and opportunities to enhance health, well
being and create balance in life. The classes are taught by contracted instructors as well as commercial
recreational providers in the area. Popular classes during the winter quarter included Jujitsu, Hatha Yoga,
Pilates, Cardio Kickboxing, Lil Buddy Bowling, Skateboarding, Ice Skating, Gymnastics and Weight
Training with Diodatics. Following is a summary of registration.

There was a 47% increase in registration and a lower rate of cancellation of classes. The increase is
primarily attributable to the addition of many new activities this year at the Shannon Community Center,
as well as an increase in registration for health and fitness classes.
SENIOR CENTER
The Dublin Senior Center provides diverse activities that strengthen participants' physical, cognitive and
mental wellness. Staff continues to work cooperatively with other agencies such as Las Positas
Community College Quest Program, Dublin Adult School and Amador Valley Adult School to provide a
variety of activities that challenge the mind, body and spirit of the senior community. Following is the
summary of attendance during the winter quarter.

Attachment 2 is a detailed attendance report. The overall attendance at the Seniar Center has shown
steady growth this year of 15% reaching another recard far the winter quarter. Volunteer hours have
increased by 7% due to the addition of several new volunteer positions, and increased volunteer
recruitment.
New activities this winter included Balance Your Balance, Bunco, Flex & Stretch Joint Relief, Foot Care
Workshop, Latin Rhythms Dance Class, NIA Exercise, Sing Along Group, and the Urban Explorers
Walking Group.
Popular activities during the winter quarter included the Lunch Program, Food Distribution, and the
Special Luncheons. Programs for active adults that were popular included 50+ Fitness, Ping Pong, Trail
Trekkers, Path Wanderers, Moving Body, Pilates and Flex & Stretch. Popular lifelong learning classes
included Computer Training, Watercolor, Writing for Composition, Landscape Art, Art Studio and the
Sing Along Group. Popular games included Bridge, Bingo, Ping Pong, American Mah Jong, and Bunco.
The Day Trips and Senior Foundation Casino Trips continue to be popular. Winter destinations included
Columbia State Park's Fallon Theater, Korbel Winery, Healdsburg, and Cirque du Soleil's new show,
"O V O".
DUBLIN PRESCHOOL
The Dublin Preschool is a recreation-based preschool program that provides the opportunity for social and
educational development under the instruction of qualified early childhood educators. Children in this
program participate in activities such as games and learning activities, outdoor play, arts and crafrs,
music, story time and circle time. Starting this school year classes were offered at two locations including
the Emerald Glen Activity Center and the new Shannon Community Center. Classes are offered in two-
day and three-day combinations both in the morning and afternoon. There is also a four day per week
option for the Junior Kindergarten program.
There were a total of 297 registrations for Session II, which was a 117% increase compared to the prior
year. The three year old classes had 111 registrations, which was the maximum capacity. There were 165
registrations for the four year old classes, which is 96°/a of capacity. The Junior Kindergarten program had
21 registrations and was just one under capacity. Following is a summary of registration for the winter
session.

After School Recreation
During the winter quarter, Session I of After School Recreation continued, which was reported on in the
fall 2009 quarterly report. Session II began in February, which the Commission will receive a report in
the spring 2010 quarterly report.
Youth Fee Assistance Program (New)
During the winter quarter, the City began accepting applications for the Youth Fee Assistance Program.
This scholarship program for youth from financially challenged families in Dublin is solely funded
through donations and fundraising. This promotes access to City recreation services for youth regardless
of economic ability. Applicants must meet certain HUD income level eligibility requirements for
Alameda County. Scholarships are awarded for up to 75% of the registration fee for any Department
program and can total up to $200 per youth in a twelve-month period. Following is a summary of the
program participation for the winter quarter.

TEEN PROGRAMS
Student Dnion
During the winter quarter, Session I of Student Union continued, which was reported in the fall 2009
quarterly report. Session II began in February, which the Commission will receive a report in the spring
2010 quarterly report.
Teen Events
The Department offers a variety of teen events that are specific to that age group. Due to the timing of
school events and holiday schedules only two events were scheduled during the winter quarter this year
including Broomball at Dublin Iceland and a Poetry Slam. In order to use Dublin Iceland, pre-registration
was required and the minimum was not met in time to secure the facility and the event was cancelled.
Only two people showed up for the Poetry Slam so the event was cancelled.
Teen Website
The purpose of the teen website is to promote and support a high quality of life for teens in Dublin, and to
improve communication with local teens regarding available programs, events, classes and services. The
number of visitors to the website during the months of December 2009 through February 2010 was 4,018
which was a 25% decrease over the prior year. The number of hits was 51,431. The number of hits is
calculated by every time the user clicks their mouse when using the website. The most popular page
visited was the jobs page which includes jobs websites throughout Alameda County such as
trivalleyjobs.com and calopps.org. The second most popular page visited was the games page which has
various online video games such as Frogger.

SPORTS
Adult Basketball League
Two leagues (Men's 5-on-5 "C & D") were conducted during the winter quarter. The leagues began in
January and ended in April. Games were held on Sundays at Wells Middle School Gym and Stager
Community Gym. The leagues had a total of twenty teams this season which is an all-time high. A second
gym was required to accommodate this number of teams.

Corztracted Sports Programs
Each quarter the City offers several sports programs by utilizing contracted instructors. Contracted
classes offered during the winter included Arora Tennis, Kidz Love Soccer, Make Me a Pro, Velocity and
Wee Hoop. Registration for contracted sports programs increased 30% from the previous year and set a
five-year high due to the addition of new programming such as Arora Tennis and Wee Hoop Basketball.

Teen Sports Tournaments
The Teen Coed Dodge Ball night was held on January 30 at Stager Community Gymnasium. Middle and
high school students were placed on teams and competed in a tournament based on age. Refreshments
were provided.

Youth Basketball League
The Junior Warriors Youth Basketball League is for boys in first through twelfth grades and girls in first
through tenth grades. There were 614 participants on 60 teams which was a 4% increase and an all-time
record. Games and practices were held weekly. Following is a suininary of registration for the league.

Youth Basketball Clinics
The City offered two pre-season youth basketball clinic options with 121 children attending. A half-day
clinic was offered featuring clinician Chris Meredith, a basketball coach at Dublin High School. Also, a
skill building clinic held over four sessions was offered, which introduced a new skill each session. The
skill building clinic was conducted by City Staff. There was a slight decrease in registration from the
prior year.

Private Basketball Training
The City offered private and semi-private hour-long training sessions for players in first through tenth
grades. There were 58 lessons (69 participants) scheduled to take advantage of this individualized
training. The sessions began in September and continued through early December. The trainers were City
Staff. The training sessions provided an opportunity for basketball players to improve their skills before
the City basketball leagues began in December. The training sessions were held on Thursday evenings at
Stager Community Gym. There was an overall 14% increase in lessons scheduled from the previous year.

SPECIAL EVENTS
Community Tree Lighting Ceremony
The 26th Annual Tree Lighting Ceremony took place at the Dublin Civic Center on Thursday, December
3`d from 7:00 to 8:00 p.m. The stage was set-up in the Fountain Plaza with entertainment provided by
local performance groups. Glen the Guide was on hand to help the Mayor "light" the outdoor spruce
located in front of the Civic Center. Santa joined everyone for hot chocolate and cookies which were
served in the Regional Meeting Room. The attendance was estimated at 350 people.

Breakfast with Sanla
Breakfast with Santa is a family-oriented special event co-sponsored with the Dublin High School Band
Boosters. The event was held at the Shannon Community Center. The City provided the facility,
decorations, novelty items, staffing, and promotions for the event. The Band Boosters provided a
breakfast of pancakes, sausage, juice, fruit, milk and coffee. The band members were responsible for
serving the breakfast and operating the "Photos with Santa" area. There were 451 participants this year,
which was an 11 % increase compared to last year.

Letters jrom Santa
The "Letters from Santa" program was offered to parents who wanted their child to receive a personalized
greeting from Santa. To receive a letter, an adult completed an application giving specific information
about the recipient. A personalized letter was then prepared, printed on special Santa stationary, and
mailed to each child. A nominal fee was charged to cover the cost of the stationary, postage and staff
time. This year 1001etters were mailed, representing a 5% increase from the previous year.
