FINANCIAL STATEMENT: None DESCRIPTION: The Shamrock Preschool is a multi-year program that helps prepare children three to five years of age for Kindergarten. Students that start the program at age three have the opportunity to progress through up to three "grade levels". Each school year is divided into three 12- week sessions. Students currently enrolled in the program during Session I have priority to register for Sessions II and III. However, they do not have priority to register for the next class level for the following school year. During the past year there has been a significant increase in demand for the program. Currently all of the available spaces are filled with long waiting lists. Now that preschool registration has been impacted parents are concerned with the current procedure which does not allow priority from year to year. Therefore, Staff is recommending a priority registration procedure for Dublin residents currently enrolled in the program for the upcoming school year. Providing an early priority registration period for current participants who are Dublin residents will benefit the students whom have bonded with their teachers far many months; have found security and confidence within their classroom; and, have also grown within the preschool program. Research in Early Childhood Education has shown that young children thrive in environments that are predictable, stable, and developmentally appropriate with limited change to the bonds made with the adults in charge. Establishing the priority registration procedure will create the most developmentally appropriate program for the students. COPIES TO: ITEM NO.: 8.1 GAPARKS COMMISSIONWGNDSTMT\2008U 1-17 Preschool Priority Registration.doc Staff surveyed the registration procedures for the preschool programs offered by the Livermore Area Recreation and Park District and the city of Pleasanton and found those preschool programs offer priority registration beginning in February for current students wanting to enroll in the upcoming school year. The following is the proposed priority registration for the Shamrock Preschool: Dublin Residents currently enrolled in the Shamrock Preschool • Students must have enrolled and attended both Session I and II of the cunent school year to be eligible for priority registration. • Currently enrolled students would have priority between February 1 and February 28, 2009 to reserve a space for the upcoming school year. Dublin Residents whose children are not currently enrolled in the Shamrock Preschool • Priority registration for other Dublin residents would begin March 2, 2009 and last for two weeks. Non-Residents either currently enrolled or new to the Shamrock Preschool Program • Registration would begin March 16, 2009 for the upcoming school year. RECOMMENDATION: Staff recommends that the Parks and Community Services Commission receive the report and provide input on the proposed priority registration procedure for the Shamrock Preschool. 2of2
