HomeMy WebLinkAbout02-23-1999 PC MinutesA regular meeting of the City of Dublin Planning Commission was held on Tuesday, February 23, 1999, in the Dublin Civic Center City Council Chambers. Chairperson Jennings called the meeting to order at 7:00. ROLL CALL Present: Commissioners, Jennings, Johnson, Musser, and Oravetz; Eddie Peabody Jr., Community Development Director; Dennis Carrington, Senior Planner; and Gaylene Burkett, Recording Secretary. Absent: Cm. Hughes PLEDGE OF ALLEGIANCE TO THE FLAG Cm. Jennings led the Commission, Staff, and those present in the pledge of allegiance to the flag. The minutes from the February 9, 1999 meeting were not approved as submitted. There were several changes made by Cm. Musser. ADDITIONS OR REVISIONS TO THE AGENDA - None ORAL COMMUNICATIONS - None WRITTEN COMMUNICATION - None PUBLIC HEARING Cm. Jennings went over the procedure of a public hearing. 8.1 PA 98-073, Chrysler, Plymouth, Jeep Dealership Conditional Use Permit and Site Development Review. An application to establish an automobile dealership in a 24,890 square foot building located on the east side of Amador Plaza Road and south of the new on-ramp to 1-680, to allow a temporary sales facility at that location until the dealership is constructed and occupied, and to allow the temporary use of 5,676 square feet of the former Good Guys building on the west side of Amador Plaza Road for an automobile repair facility until such time as the dealership is constructed and occupied. The project is located on 4.1 acres on the East Side of Amador Plaza Road and south of the new on- ramp to 1-680 and in the former Good Guys Building on the West Side of Amador Plaza Road. Cm. Jennings opened the public hearing and asked for the staffreport. Planning Commission 20 February 23, 1999 Regular Meeting Dennis Carrington, Senior Planner, presented the staff report. He gave a brief description of the project. He stated that Chrysler Plymouth Jeep Dealership at Stoneridge Mall is losing their lease and is looking to relocate in Dublin. They are proposing to locate a temporary sales facility on the southern portion of the lot and lease the former Good Guys store. There are conditions of approval within the Resolution that state they would need to remove the trailers when the facility is permanently occupied. The project requires a Conditional Use Permit for the PD Rezone for Enea Plaza. The facility will be fairly attractive and will blend well with the Enea Plaza development. He stated that a traffic study was prepared and the traffic peaks would be on weekends. The parking requirements written in the staff report state 38 spaces and that is incorrect; the site would need 53 parking spaces. With 70 employees, the parking requirements would have to be greater. The issue of noise and nuisances, the site is adjacent to the freeway, which will be noisier than what is coming off the dealership. The project is consistent with the retail office designation of the General Plan and subject to conditions. He stated staff recommends approval of the Resolutions for the Conditional Use Permit and Site Development Review. Cm. Oravetz asked why the project could not have loud speakers. Mr. Carrington stated it is a nuisance, and could become bothersome to pedestrians walking by the area. Robert Lyman, Architect, thanked staff for the assistance in processing their application. He stated that the City expedited their application and they appreciated that. They are in general agreement with all the conditions of approval. Cm. Jennings asked when the permanent structure would be completed. Mr. Lyman stated they are anticipating completion by the end of September 1999. Cm. Jennings asked if the approval of the project prohibits unloading at the permanent building or at the temporary site. Mr. Carrington stated it would run with the land so it would be both sites. He asked Mr. Lyman where the trucks could unload for the temporary use. Andrew Buchery, representative, had not considered that. The transports could come into an unpaved area. He said they could make provision along Amador Plaza Road for them to come on the site. Cm. Jennings asked how many times a carrier comes into the facility. Eric Stucland, Auto Dealer, said in an average week the carrier comes two to three times per week, and up to four times per week. Most of the shipments take place between 8 p.m. and 4 a.m. Cm. Jennings stated that the site has 277 parking spaces and 70 employees; she asked if any were part time employees. Mr. Stucland responded yes, some of the employees are part time. The Service Mechanics are on a 4 day, 10 hour work shift, so on any given day there are about 65% of the 70 employees. Cm. Jennings asked if the remaining spaces were used for new and used inventory. Mr. Stucland said yes, and for customer parking. Cm. Oravetz asked how many new cars were at their Stoneridge facility currently. Planning Commission 21 February 23, 1999 Regular Meeting Mr. Stucland responded approximately 110-115 new vehicles. Cm. Oravetz asked if the proposed site is bigger than the site in Pleasanton. Mr. Stucland stated yes. Cm. Musser asked what they have planned for the temporary use at the old Good Guys location. Mr. Stucland stated that until the new structure is complete, they would do repair and service there and they would also have a sales trailer. Mr. Carrington stated that there is a diagram in the staff report that shows where the locations of the temporary sales trailer and the temporary service area. He stated that the temporary sales area up to Amador Plaza Road would be paved. Cm. Musser asked how they would isolate the temporary sales facility from the Good Guys. Cm. Johnson clarified they are at the old Good Guys location. Cm. Musser asked what the anticipated traffic flow would be at the temporary site. Mr. Stucland stated they were planning to have 5-6 service stalls and could handle six vehicles at a time. People are picking up vehicles throughout the day. Cm. Jennings stated she was concerned about the traffic impact during the day. She asked if they would be using the bays in the back where Good Guys did there car stereo installation. Mr. Stucland stated yes, it is the same area. Cm. Jennings asked how they envision the queuing process when they leave the cars early in the morning. Mr. Stucland stated that in the early morning they would have a staff person that would move the vehicles and clear the aisle. They are accustomed to clearing that aisle based on their present location. Cm. Musser asked if they are going to alter the old Good Guys facility architecturally. Mr. Buchery stated there would not be any revisions to the exterior of the building. There are two roll up doors on the south end of the building that will remain. Cm. Musser stated that was the location used for Good Guys car stereo installation. Cm. Oravetz asked if they will have any roll up doors in the back. Mr. Buchery responded no. Cm. Oravetz asked if he was to drop off his vehicle would he drive behind the old Good Guys. Mr. Buchery stated yes because that is where the entry will be. Cm. Musser asked if brick veneer would be placed on the exterior of the building. Planning Commission 22 February 23, 1999 Regular Meeting Mr. Lyman responded yes; but it was inadvertently omitted from the rendering. He pointed it out on the rendering. He stated they are concentrating the brick on the entry. Cm. Musser asked about the roll up door shown on the elevation plan. Mr. Lyman stated that is a vehicle presentation room. When someone buys a car it is placed in that showroom and the roll up door allows them to drive the car out of the showroom. It is made of glass and metal and will look nice. Cm. Musser stated there are a number of pads for the vehicles on the site and asked if they were concrete pads. He also asked about having a Dublin sign on the site. Mr. Lyman stated that the pad may be raised a few inches above adjacent grade, but it is a flat concrete pad. Cm. Musser stated that it is near the on and off ramp for the freeway and it would be nice to have a Dublin identity feature. Cm. Oravetz asked if they are going to change their name to Dublin rather than Stoneridge. Mr. Stucland said they looked at the name very seriously and he passed out an add showing some of their advertising. In their transition they want to use that name for their new home. The name "Stoneridge of Dublin" can be very workable for everyone. Cm. Jennings asked if Pleasanton was ok with that. Mr. Stucland stated that he would check with Pleasanton. Cm. Oravetz asked Mr. Enea what he thought of the use. Robert Enea stated it was an appropriate use for the property. He stated that from a traffic standpoint it is in their best interest as well as the City's best interest. This particular use will not create a lot of traffic. Cm. Oravetz asked about the old Good Guys and if he was comfortable with them being there. Mr. Enea stated they are doing this as an accommodation for Chrysler. He stated that he is very close to signing a lease with Big 5 on a 10,000 square foot portion and the 5,500 square feet would be leased to Chrysler until September. Cm. Jennings asked when they would be going in once they are approved. Mr. Carrington stated they have to use the permit within one year. The temporary sales facility and temporary repair facility have to be abandoned 2 weeks after final occupancy. Cm. Jennings asked when they will move in the temporary facility. Mr. Buckery said they are anticipating moving in around May 1st to May 15a. Floyd Davis, Public Works consultant stated that staff is in the process of reviewing the grading plans and are working diligently to get them on site as fast as possible. Planning Commission 23 February 23, 1999 Regular Meeting On motion by Cm. Musser, seconded by Cm. Oravetz, and with a vote of 4-0-1, with Cm. Hughes absent, the Planning Commission adopted RESOLUTION NO. 99-07 APPROVING A CONDITIONAL USE PERMIT AND SITE DEVELOPMENT REVIEW (PA 98-073) TO ESTABLISH AN AUTOMOBILE DEALERSHIP IN A 24,890 SQUARE FOOT BUILDING LOCATED ON THE EAST SIDE OF AMADOR PLAZA ROAD AND SOUTH OF THE NEW ON-RAMP TO 1-680, AND TO ALLOW A TEMPORARY SALES FACILITY AT THAT LOCATION UNTIL THE DEALERSHIP IS CONSTRUCTED AND OCCUPIED, AND TO ALLOW THE TEMPORARY USE OF 5,676 SQUARE FEET OF THE SOUTHERLY PORTION OF THE FORMER GOOD GUYS BUILDING ON THE WEST SIDE OF AMADOR PLAZA ROAD FOR AN AUTOMOBILE REPAIR FACILITY UNTIL SUCH TIME AS THE DEALERSHIP IS CONSTRUCTED AND OCCUPIED Mr. Peabody went over the planning schedule. He stated that the next meeting will have several development agreements.
