"T i MEMORANDUM r DATE: April 24, 1987 FROM: Police Chief TO: City Council VIA: City Manager SUBJ: CRITIQUE OF HAZARDOUS MATERIAL SPILL On April 20, 1987, a critique of the hazardous material spill of April 15, 1987, was conducted. There were twenty persons in attendance representing eleven separate agencies in the fields of police, fire and environmental health. The purpose of this critique was to discuss both field and tactical operations in hopes of learning from the unfortunate incident that befell the City of Dublin. From this learning process came new insights, perspectives and knowledge that shall be utilized to enhance the city's overall emergency services plan. Although the general consensus was that the incident was handled swiftly and efficiently by emergency service personnel, the critique of April 20, 1987, examined the following areas and made appropriate recommendations: 1. A communications van and public safety dispatcher could have been requested from the County Office of Emergency Services. This communications van would have served as the field command post for the incident commander. 2. The Police Chief and Fire Chief could have operated from the same field command post. 3. Communications was less than desirable between the command post and Dublin Public Works. The communications van would have enhanced this. 4. Communications was less than desirable between the command post and the California Highway Patrol. The communications van would have enhanced this. 5. Although a public information officer was designated for telephone inquiries from the news media, a specific person was not so designated for the scene (command post). A separate public information officer should have been designated. 6. .Dublin Public Works needs to acquire updated flow line charts from Zone 7. 7. The Transit Authority could have been alerted should assistance have been required for the evacuation process. CRITIQUE OF HAZARDOUS MATERIAL SPILL April 24, 1987 Page Two r 8. Shannon Community Center could have been utilized as the staging area for evacuees. This facility could have also supported the Command Post and news media briefing areas. 9. Several working members of the news media had difficulty in gaining access to the affected areas. This occurred due to lack of experience and mis-communication on the part of several officers, not regularly assigned to the City. 10. An information sheet relative to the vital issues should have been compiled and disseminated to City staff prior to the commencement of business for that day. The above referenced recommendations will be shared with those emergency service personnel who participated in this incident. Appropriate call-out lists will be enhanced to include emergency response staff from the Transit Authority and Shannon Community Center. The isolated problem with several news media persons, unable to gain access to the affected areas has been discussed with sworn staff. This has led to improved understanding of the contents of section 409.5 of the Penal Code. JS:mjg
