the Dublin Civic Center City Council Chambers. The meeting was called to order at 7:00 p.m. by
Chairperson Jennings.

Present: Commissioners Jennings, Musser and Oravetz; Rich Ambrose, City Manager; Eddie Peabody
Jr., Community Development Director; and Gaylene Burkett, Recording Secretary.
Absent: Cm. Hughes and Johnson

Cm. Jeunings led the Commission, Staff, and those present in the pledge of allegiance to the flag.
The minutes from the June 9, 1998 meeting were approved with one minor correction.

PUBLIC HEARING
8.1 PA 98-037, Pasta Primavera Cafe, Conditional Use Permit (CUP) A request
for a Conditional Use Permit to allow an outdoor seating area to the side and rear of the
existing Pasta Primavera Cafe in Almond Plaza. The property is located at 7222
Regional Street. AT THE REQUEST OF THE APPLICANT, THIS ITEM HAS
BEEN POSTPONED TO THE JULY 14, 1998 PLANNING COMMISSION

Eddie Peabody, Community Development Director, stated that at the request of the applicant, this item
was being postponed until the July 14, 1998 meeting in order for some issue to be resolved. He
suggested that the Planning Commission open the public hearing and continue the item to the July 14,
1998 meeting.
On motion by Cm. Oravetz, seconded by Cm. Musser with a vote of 3-2-0, with Cms. Hughes and
Johnson absent, the Planning Commission moved to continue item 8.1 Pasta Primavera Conditional Use
Permit to the July 14, 1998 Planning Commission meeting.

Capital Improvement Program (Fiscal Years 1998-2003) Conformance to General
Plan (Govt. Code Sections 65401 and 65402(a) Under the terms of Sections 65401 and
65402 (a) of the Government Code, the Planning Conunission of each city or county is
required to review public works proposed for the ensuing fiscal year their conformance
with the City's adopted General Plan. This plan has been prepared to translate the need
for major infrastructure improvements as a result of anticipated growth into a five year
plan of improvements.
Cm. Jennings asked for the staff report.
Rich Ambrose, City Manager, presented the staff report for the Capital Improvement Program. He
explained the role of the Planning Commission and indicated that they were to make sure that each item
was consistent with the adopted General Plan. The following were the new Capital Improvement
Projects: Rich briefly explained each project.

Mr. Ambrose stated that the Civic Center building was designed to accommodate a population of
approximately 40,000 people. There is a portion of the building that is not finished, to accommodate the
expansion. A future space planning study has been done and a recommendation has been adopted by
City Council. Council has authorized staff to proceed with interior design renovations and
improvements that are necessary to accomplish the first phase.
Cm. Oravetz asked when build out would be in relation to the Civic Center.
Mr. Ambrose stated that build out is referring to the entire City. There will be a time when the Civic
Center will need to provide the additional space to accommodate the growth of additional staff. It will
be sometime following the year 2002. There is a Civic Center roof replacement project, that will be
done in two phases.
Cm. Oravetz asked when the building was built.
Mr. Ambrose responded 1989.
Cm. Musser asked if there was a warranty on the roof.
Mr. Ambrose stated that it has expired.
Cm. Musser asked how long the warranty was for.
Mr. Ambrose stated five years. For the Community Improvements, Mr. Ambrose stated that the City
does an annual survey for sidewalk maintenance. The Camp Parks Affordable Housing project came up
this past year. There was initial interest from the Army Reserve for additional housing. This project
would provide for consultant services associated with it.
Cm. Oravetz asked if the existing berm hiding Camp Parks could be removed.
Mr. Ambrose responded yes; that would be considered if the City gets the housing project.
Cm. Oravetz asked where the housing would be at Camp Parks.
Mr. Ambrose stated that there were two sites. The site available for the housing is towards Alamo Creek
park.

Cm. Musser asked how many housing units would there be.
Mr. Ambrose stated that has not been determined. The Army indicated that they were interested in 50
units, but in order to make it affordable, there would have to he more units built. Most of it will be
coming out of the affordable housing fees. The City would not be putting any general funds into this
project. In relation to Parks CIP, The City has the Dougherty Hills Park Slope Repair Project which is a
on going project. This last portion of work will complete the project.
Cm. Oravetz indicated that the improvements to the Dougherty Hills park slope repair was very well
done.
Mr. Ambrose stated that the Dublin Heritage Center improvements will provide some enhancements to
the Heritage Center walkways, landscaping, picnic areas, fencing, signage and the second phase has an
outdoor restroom building. He stated that the Emerald Glen Park will be an exciting project. There will
be many improvements that will meet the needs of a number of different interests in the first phase. The
Mape Memorial Park pedestrian bridge is a facility that was identified initially in the Mape Park
renovation project which was not completed. Since then the City has been able to obtain a grant that
will allow for the bridge to be built. This would connect the park to the bicycle pedestrian path. The
next project is the Dublin Swim Center deck replacement. The City has met with a pool consultant
trying to identify some of the problems at the Dublin Swim Center.
Cm. Oravetz asked how the Swim Center pool is holding up compared to other cities.
Mr. Ambrose stated that the problem with the Dublin Swim Center is that the ground water table is too
high. He stated that the next project is the gym at Valley High School which is close to being
completed.
Cm. Oravetz asked when the community gym at Valley High School would be opening.
Mr. Ambrose said we have budgeted the gym to open in January. He discussed the Camp Parks, park
project; there is some design money in 98-99 as long as the City gets the land.
Cm. Oravetz asked about the Dublin Sports Ground renovation.
Mr. Ambrose stated that was not in this years CIP.
In relation to the Street Improvements, Mr. Ambrose stated that the Dublin Blvd. improvements,
Silvergate Drive to Hansen Drive will widen Dublin Blvd. from two to four lanes. The Iron Horse Trail
project will run from the northern City limit line to south of Amador Valley Blvd. The Eastern Dublin
Arterial Street improvements project consists of a number of arterial projects that can be built by the
City or the Development Community. The 580-Fallon Road freeway interchange is critical to
development of the Dublin Ranch property.
Cm. Oravetz asked why the City of Livermore wanted to pay for the Fallon Road interchange.

Mr. Ambrose stated they may not.
Cm. Oravetz stated that area was not part of Livermore.
Mr. Ambrose stated that it was part of Dublin, Pleasanton, and Livermom. He stated that it will be
interesting to see how it will be funded.
Cm. Musser asked if the other cities didn't contribute, how will it effect Dublin Ranch.
Mr. Ambrose stated that is something that will need to be worked on with the other cities. The San
Ramon Rd. Slope Stabilization project will repair the slippage in that area. The Dublin Blvd. widening
plan will increase the road from four lanes to six lanes.
Cm. Oravetz asked why the City was going to put stop lights along Village Pkwy; weren't the stop signs
adequate.
Mr. Ambrose responded that there is three stop signs and during particular times of the day the stop
lights will improve the flow of traffic.
Cm. Jennings asked about the roof repairs at Arroyo Vista and the Civic Center.
Mr. Ambrose stated that they are looking at a different type of roofing system. The existing roof has not
held up well. There have been repairs made during the years, and it will be replaced with a different
type of roof. The Arroyo Vista roofs were completed in 1983, and selected roofs will be replaced by
Community Development Block Grant funds.
Cm. Musser asked about the San Ramon Road slope repairs, is that on private property or public right of
way.
Mr. Ambrose stated a portion is on private property but a large portion is on City property.
Cm. Oravetz asked if the City's financial health had been compared to other cities.
Mr. Ambrose said no, we are different, we provide different services. It is like comparing apples to
oranges. Each City offers different services and we offer services that other cities do not have. We are
structured differently.
Cm. Oravetz felt our city was structured well.
Mr. Ambrose recommended that the Planning Commission adopt the resolution of conformity with the
City's General Plan.

On motion by Cm. Oravetz, seconded Cm. Musser with a vote of 3-2-0, with Cms. Hughes and
Johnson absent, the Planning Commission adopted,

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF DUBLIN
FINDING THAT THE 1998-2003 CAPITAL IMPROVEMENT PLAN (CIP)
OF THE CITY OF DUBLIN IS CONSISTENT WITH THE
ADOPTED CITY OF DUBLIN GENERAL PLAN
Mr. Peabody briefly went over the upcoming schedule for the Plarming Commission.
