ORAL COMMUN [CATION - At this time, members of the audience are permitted to address the Planning Commission on any item(s) of interest to the
public; however, no ACTION or DISCUSSION shall take place on any item which is NOT on the Planning Commission Agenda. The Commission may respond
briefly to statements made or questions posed, or may request Staff to report back at a future meeting concerning the matter. Furthermore, a member of the
Planning Commission may direct Staff to place a maner of business on a future agenda. Any person may arrange with the Community Development Director (no
later than 11:00 a.m., on the Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular meeting.

PUBLIC HEARINGS
PA 99-020 Chacon Appeal of Community Development Director's Decision to Deny Site Development Review
Application. The Site Developmem Review is proposing to construct 5,056 square foot medical office structure ( 2,187 square feet of which
is proposed to be developed with a dentist office). The proposed structure would be located on Lot 7 of Tract 6644 of the BJ Dublin
Commercial site.
PA 99-004, Tri-Valley SPCA, Conditional Use Permit, Site Development Review and Development Agreement for a new
22,400 square foot spay/neuter clinic, education and animal placement facility. An Ordinance approving a Development Agreement between the
City of Dublin, and the Oakland SPCA. The Development Agreement is required by the Eastern Dublin Specific Plan. Items included in the
Development Agreement include, but are not limited to, the financing and timing of infrastructure; payment of traffic, fire and public facilities
impact fees; and general provisions.
PA # 98-062 Greenbriar Property Residential Development, Planned Development (PD) Rezoning, General Plan
Amendment/Specific Plan Amendment On Yarra Yarra Ranch on the west side of Tassajara Road, north of the Casterson Development. The
site consists of 64.35 acres. PROJECT DESCRIPTION: General Plan Amendment, Specific Plan Amendment, Planned Development
Rezone, Vesting Tentative Map and Site Development Review for 445 single family dwelling units on 64.35 acres. The property is owned by
Mrs. Marjorie Koller and is referred to in thc Initial Study as thc Koller property. The first phase of the project consists of 126 homes on 18.25
acres in the southerly portion of the ownership between Tassajara Creek and Tassajara Road. Subsequent phases will build out the remaining
319 units. Thc site was zoned PD (Planned Development) Medium Density Residential and Interim Agricultural on October 10, 1994. The
Planned Development Rezone proposed by this project further defines land uses and development standards. The proposal consists of a Stage I
and 2 Planned Development for Phase 1 (126 units) and a Stage 1 Planned Development for the remaining 46.1 acres. The Planned
Development Rezone will also serve the capacity of a District Planned Development Plan (DPDP), as required to implement the provisions of
the Eastern Dublin Specific Plan. The lm~d uses proposed for this prqject are consistent with the approved PD Medium Density Residential
Zoning District. An existing equestrian academy and stables will be relocated to a 10-acre site at the north end of thc development adjacent to
Tassajara Road. /he relocated equestrian academy will be an interim use until it is converted to homes (in a later phase) that would be included
in the 445 unit total. The project proposes an average 137-foot deep stream setback from Tassajara Creek. The average setback to setback
distance for the creek is 336 feet. A creek restoration program is proposed to provide ponds and other suitable habitat on the project site. Two
drainage outfalls from the development are proposed into Tassajara Creek. /he Dublin General Plan and the Eastern Dublin Specific Plan show
a portion of a junior high school on the project property. The Dublin Unified School District has decided to eliminate the.junior high school on
the project location and will retain a junior high school elsewhere in the Eastern Dublin Specific Plan. A General Plan Amendment and Specific
Plan Amendment will be required to change the property from Public/Semi Public Facility to Medium Density Residential (6.1 to 14.0 du/ac).
Two bridges will be constructed across Tassajara Creek to provide access to development areas on the West Side of the creek.
