Con~nission Agenda. The Commission may respond briefly to statements made or questions posed, or may request Staff to report back
at a future meeting concerning the matter. Furthermore, a member of the Planning Co~m'nission may direct Staffto place a matter of
business on a future agenda. Any person may arrange with the Community Development Director (no later than i 1:00 a.m., on the
Tuesday preceding a regular meeting) to have an item of concern placed on the agenda for the next regular ~'neeting.

PA 00-003 Emerald Glen Village Center, Development Agreement Ordinance approving a
Development Agreement between Shea Properties, LLC, Alameda County Surplus Property
Authority, and the City of Dublin.
8.2
City of Dublin Downtown Specific Plans - The proposed project consists of three specific plans
developed for the downtown area of Dublin, the West Dublin BART Specific Plan (PA 99-056), the
Downtown Core Specific Plan, (PA 99-055) and the Village Parkway Specific Plan (PA 99-054) and
associated draft negative declaration. The Specific Plans are intended to direct the use of land, the
design of public improvements, and the design and appearance of private and public development,
including buildings, parking areas, signs and landscaping.

SUBJECT: West Dublin BART Specific Plan
Dear Members of the Planning Commission,
I am writing on behalf of St. Michaels Investments. St. Michaels Investments is owner of the
properties known as Enea Plaza and the land on which Stoneridge Chrysler Plymouth dealership
is located, all on Amador Plaza Road south of Dublin Boulevard.
We are concerned that the West Dublin BART Specific Plan does not incorporate those Amador
Plaza Road properties. These are the only properties south of Dublin Boulevard between San
Ramon Valley Boulevard and 1-680 which are not in the West Dublin Bart Specific Plan. The
BART Station and associated land uses will have potentially significant effect on operation and
land use of the Amador Plaza Road properties and upon the intersection of St. Patricks Way with
Amador Plaza Road.
It is imperative that the City initiate a Specific Plan amendment incorporating the remaining
properties on Amador Plaza Road into the Specific Plan. The Specific Plan needs to develop a
realistic scenario for the ultimate buildout of the entire area south of Dublin Boulevard, and not
leave it for the last property to redevelop to solve all the problems not addressed in the original
Specific Plan. We cannot consent to use of a Negative Declaration unless we have assurances
that the ultimate development of the BART area will be comprehensively planned.
