Staff Report Attachment 1 - Payment Issuance Report for August 2026 At the June 16, 2026 City Council meeting, the City Council directed Staff to review the City’s Conflict of Interest Code and determine if it needs to be updated. Staff conducted a review of the Code and determined that several positions should be added and several position titles should be revised. The City Council will consider introducing an ordinance to update the list of designated positions that must file a Statement of Economic Interests (Form 700). Waive the reading and introduce an Amending Chapter 2.24.020 of the Dublin Municipal Code Relating to the City’s Conflict of Interest Code, and direct Staff to file the 2026 Local Agency Biennial Notice. The proposed amendment increases the City Manager’s base salary by 6%, effective June 1, 2026, and establishes Annual Performance Pay of $10,000 per year, subject to the performance provisions set forth in the Agreement. Approve the First Amendment to the Employment Agreement Between the City of Dublin and Colleen Tribby for Employment as City Manager and authorize the Mayor to execute it. The City Council reviewed the draft Code on August 18 and September 1, 2026 and provided feedback that has been incorporated into the final document. NEW BUSINESS 8.1 The City Council will consider a resolution completing the annual review of the Statement of Investment Policy. The Policy has been updated to reflect changes to state law, align the Policy with current investment management best practices, and formally recognize the Finance and Investment Committee’s role in reviewing the City’s investment reports and Investment Policy prior to consideration by the City Council. The consolidation would temporarily expand the PCSC to a nine-member body (eight regular members and one student member) beginning January 2027. Beginning January 2029, the PCSC would transition to a seven- member body (six regular members and one student member) through a planned, permanent reduction in regular seats, structured so that regular commissioner terms remain staggered in two, three-member cohorts going forward. The consolidation includes merging existing bylaws into one consolidated set of new bylaws and repealing Dublin Municipal Code Chapter 2.14 (Human Services Commission). Adopt the Approving the Consolidation of the Human Services Commission and the Parks and Community Services Commission and Related Actions, and waive the reading and introduce an Repealing Dublin Municipal Code Chapter 2.14 (Human Services Commission). In- person public comment will be taken first, followed by virtual speakers with submitted speaker slips, then those with hands raised on the two-way telephonic service. The speaker will be unmuted to give public comment via Zoom. If connected via telephone, press on the phone’s dial pad to unmute the line when prompted. This AGENDA is posted in accordance with Government Code section 54954.2, subdivision (a). If requested, pursuant to Government Code section 54953.2, this agenda shall be made available in appropriate alternative formats to persons with a disability, as required by Section 202 of the Americans with Disabilities Act of 1990 (42 U.S.C.
