STAFF RECOMMENDATION: Approve the minutes of the September 1, 2026 Regular City Council Meeting. FINANCIAL IMPACT: None. DESCRIPTION: The City Council will consider approving the minutes of the September 1, 2026 Regular City Council Meeting. STRATEGIC PLAN INITIATIVE: None. CONFERENCE WITH LABOR NEGOTIATORS Agency designated representatives: Mayor Hu and Vice Mayor Josey Unrepresented employee: City Manager REGULAR MEETING 7:00 PM A Regular Meeting of the Dublin City Council was held on Tuesday, September 1, 2026, in the Peter W. Snyder Council Chamber, located at 100 Civic Plaza, Dublin, CA 94568. The meeting was called to order at 7:02 PM, by Mayor Hu. 1) CALL TO ORDER AND PLEDGE OF ALLEGIANCE Attendee Name Status Dr. Sherry Hu, Mayor Present Jean Josey, Vice Mayor Present Michael McCorriston, Councilmember Present Kashef Qaadri, Councilmember Present John Morada, Councilmember Present 2) REPORT ON CLOSED SESSION Mayor Hu reported there was no reportable action out of Closed Session. 3) PRESENTATIONS AND PROCLAMATIONS 3.1) Constitution Week Proclamation The City Council presented the Constitution Week Proclamation. 12 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING SEPTEMBER 1, 2026 3.2) Preview of Splatter 2026 The City Council received a presentation previewing Splatter 2026, taking place at Emerald Glen Park on September 12, 2026. 4) PUBLIC COMMENT Mike Grant provided public comment. Dave Robinson provided public comment. Shirley Lewandowski provided public comment. 5) CONSENT CALENDAR 5.1) Approved the August 18, 2026 Regular City Council Meeting Minutes. 5.2) Adopted Resolution No. 82-26 titled, “Finding that Developers Having Obligations Under Active Development Agreements and Supplemental Agreements as Amended, Have Complied in Good Faith with the Terms and Provisions of the Agreements.” On a motion by Councilmember Qaadri, seconded by Councilmember McCorriston, and by unanimous vote, the City Council adopted the Consent Calendar. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Kashef Qaadri, Councilmember SECOND: Michael McCorriston, Councilmember AYES: Hu, Josey, McCorriston, Qaadri, Morada 6) PUBLIC HEARING – None. 7) UNFINISHED BUSINESS 7.1) Regulation of Firearm Retailers and Indoor Shooting Ranges The City Council received a report regarding potential land use regulations for firearm retailers and indoor shooting ranges. Mayor Hu opened the public comment period. Mike Grant provided public comment. 13 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING SEPTEMBER 1, 2026 Mayor Hu closed the public comment period. By consensus, the City Council agreed to option 3 to mirror the current City of Dublin tobacco-retailer standard, without the requirement of separation of retailers and ranges, and to require indoor shooting ranges demonstrate compliance with Occupational Safety and Health Administration (OSHA) air quality standards and the requirements of the California Department of Toxic Substances and Control (DTSC), at the time of building permit and on an annual basis at the time of business license renewal. 7.2) Second Review of Draft Code of Ethics and Conduct for Elected and Appointed Officials The City Council received a revised Code of Ethics and Conduct for Elected and Appointed Officials. On a motion by Vice Mayor Josey, seconded by Councilmember Qaadri, and by unanimous roll-call vote, the City Council approved the Code of Ethics and Conduct for Elected and Appointed Officials with the following amendments: Section B 1(c) – include language to respect the decisions of current and past City Councils; Section D 2(c) – correct the reference to Section 3(d) to read 3 (c); Section D 5(b) – change “within 90 days” to “as soon as possible but no later than 90 days”; and directed Staff to bring this item back on the Consent Calendar on September 15, 2026 and to bring a future item to edit the bylaws of the commissions and committees to include language mirroring the City Council’s policy on personal messaging during meetings. RESULT: APPROVED [UNANIMOUS] MOVED BY: Jean Josey, Vice Mayor SECOND: Kashef Qaadri, Councilmember AYES: Hu, Josey, McCorriston, Qaadri, Morada 8) NEW BUSINESS 8.1) Designation of Voting Delegates for the 2026 National League of Cities City Summit The City Council discussed the appointment of the City’s voting delegate and alternates for the 2026 National League of Cities City Summit. On a motion by Vice Mayor Josey, seconded by Councilmember Qaadri, and by unanimous vote, the City Council appointed Councilmember McCorriston as the voting delegate and Councilmember Qaadri and Vice Mayor Josey as the alternates. 14 DUBLIN CITY COUNCIL MINUTES REGULAR MEETING SEPTEMBER 1, 2026 RESULT: APPOINTED [UNANIMOUS] MOVED BY: Jean Josey, Vice Mayor SECOND: Kashef Qaadri, Councilmember AYES: Hu, Josey, McCorriston, Qaadri, Morada 8.2) Report on the Cost-of-Living Adjustment Methodology for City Employee Compensation The City Council received a report on the City’s cost-of-living adjustment (COLA) practice and methodology. Mayor Hu opened the public comment period. Mike Grant provided public comment. Mayor Hu closed the public comment period. By consensus, the City Council directed Staff to put this item on the Closed Session agenda on September 15, 2026. 9) CITY MANAGER AND CITY COUNCIL REPORTS The City Council and Staff provided brief information-only reports, including committee reports and reports related to meetings attended at City expense (AB1234). By consensus, the City Council directed Staff to bring back a Hunger Action Month proclamation at the September 15, 2026 meeting; directed Staff to prepare a proclamation to recognize Peace and Hope, Councilmember Qaadri’s adopted chicken from the Sunflower Hill Gala, as unofficial mascot of Dublin for the Sunflower Hill Gala in October 2026; directed Staff to bring back an item on zoning regulations regarding data centers; and directed Staff to engage with the Postmaster General regarding the Dublin Post Office. 10) ADJOURNMENT Mayor Hu adjourned the meeting at 8:55 PM.
